POSITION SUMMARY

The Program Director of Federal Programs will support the Executive Director of Federal Programs with the direction, oversight, and outcome of all federal programs including, but not limited to Title I-IV, 21st Century, School Improvement, McKinney-Vento, Neglected and Delinquent, Private Schools Equitable Services, and Family Engagement. The Federal Program Director will provide oversight for developing, monitoring, managing and evaluating the comprehensive school improvement plans and budgets for all schools to ensure alignment with the district's vision of becoming a diverse, equitable, and inclusive organization. Additionally, the incumbent will lead a team that is responsible for providing operational and technical assistance to schools to support implementation of comprehensive school improvement plans. Finally, the program director is responsible for ensuring compliance with all federal and state laws, Georgia Department of Education rules and regulations, and Atlanta Public Schools Board of Education policies.

ESSENTIAL DUTIES
  • Directs and monitors federal programs and prepares all applications, proposals, and reports for review
  • Collaborates with school leaders and meets regularly with the senior leadership team to design, implement, align, and assess school improvement initiatives to ensure alignment and focus on intended results to improve student growth and achievement
  • Informs, interprets, and recommends the effects of current and impending federal legislation
  • Supervises, evaluates, and holds accountable the performance and professionalism of assigned staff; interviews and selects employees, and recommends reassignments, terminations, and disciplinary actions under the direction of the Executive Director
  • Facilitates the integration of federal programs with other instructional programs and services
  • Monitors the evaluation and initiates program improvement strategies, as well as, assists in the development of administrative guidelines and policies
  • Plans with professional staff in the utilization of funds available to the schools through the various federal programs
  • Maintains records and documentation for fiscal and programmatic audit reviews and compliance monitoring
  • Organizes, coordinates, and monitors systemic efforts for compliance in federal programs
  • Required to have prompt, regular attendance in-person or virtually and be available to work on-site, in-person during regular business hours, and as needed
  • Performs other duties as assigned by an appropriate administrator or their representative


Requirements :

MINIMUM REQUIREMENTS

EDUCATION:

Master's degree in education administration, public administration, business administration, or a related field

CERTIFICATION/LICENSE:

Valid driver's license and availability of private transportation, or the availability to get to off-site meetings

Valid Georgia PSC Leadership Certificate preferred

WORK EXPERIENCE:

5 years of progressively responsible work experience in program administration or evaluation, federal programs, and/or school improvement

3 years of experience directly managing and leading a team responsible for large-scale initiatives

Experience working in a large, urban K-12 environment preferred

KNOWLEDGE, SKILLS & ABILITIES

Extensive knowledge of school law, current literature, trends, and developments in federal programs

Considerable knowledge of school finance, budgeting, and fiscal processes

Knowledge of the grant application and administrative process for Title funds

Considerable knowledge of evaluation systems, techniques and instruments, their purpose, appropriate application and interpretation of results

Considerable knowledge of school improvement and continuous improvement framework

Ability to establish and maintain productive working relationships with staff, business associates, and general community

Ability to relate to a wide variety of people and to observe, listen, motivate, and provide leadership which results in the best environment

Ability to apply critical thinking skills in rendering solutions to various issues

Ability to utilize and train in the use technology tools to make work more efficient and productive

Ability to successfully manage multiple tasks, projects and responsibilities

Must be skilled in collaborative leadership of individuals and groups

Excellent communication skills both written and verbal

Compensation :

Salary Grade: 135

Salary Range: APS Salary Schedule (All Positions)
