GENERAL STATEMENT OF DUTIES:

  • The Information Technology Services District Infrastructure Operations Manager (DIOM) administers and maintains the information technology systems for the District's data centers, client endpoint management solutions, printers, wireless and wireline networks, telecommunications systems, cellular services, copper/fiber cable plants, public address systems, website, public event systems, theatrical lighting/audio/video, cloud hosted and co-located solution vendor relations.
  • Provides operational and functional support to the District's technology needs for the data center hardware, software and voice/data network solutions as provided by the Director of ITS.
  • Assists and manages the purchase, installation, and life-cycle maintenance of all District server, SAN, LAN and technology infrastructural equipment as identified and assigned by the Director of ITS.
  • As appropriate, provides escalated on-site support of hardware, software and network connectivity issues to direct reports Acts as the primary point of communication for the Director of ITS and the operations of the District's data centers, network, telecom and enterprise services 24x7.
  • Performs local administration and operations functions as appropriate in accordance with industry, federal/state governmental and local standards, policies and procedures.
  • The position is directly supervised by the Director of Information Technology Services and has the District's Network Support Technician, Network Engineer, Telecom Analyst, Enterprise Systems Analyst as direct reports to facilitate operations of the division.
  • May coordinate and direct the activities of direct reports and other staff in cross-organizational and cross-functional teams on a project and daily operational basis with all divisions of ITS, Data Management/Systems and/or other key information technology stakeholders as identified.

MAJOR RESPONSIBLITIES:
  • Assists in development and implementation of the District's disaster recovery and business continuity planning for offices and staff in multiple operating, business and functional units.
  • Responsible for the District's technology infrastructure systems inventory, maintenance and software license management for District and ITS production operational systems.
  • Must monitor and implement security compliance for systems in accordance with District, department, federal, state and local standards, policies and procedures.
  • Responsible for maintenance of systems documentation including, but not limited to, ITS operations manuals, network topologies, schemas, designs and cable plant management.
  • May serve as the technical and communications liaison to and from District stakeholders and key academic users for communications, initiatives and needs assessments.
  • Assists in procurement, installation and lifecycle maintenance of District hardware and software servers, networking equipment, operating systems and other software.
  • Manages the automation systems and upkeep of account setup and information systems access.
  • Acts as the point of contact for the Department Operations Facilitator, User Services and the Academic Support Team on all relevant infrastructural issues.
  • Provides escalated on-site technical support for infrastructure equipment and services failures.
  • Performs complex software and hardware troubleshooting, patches and installations in cooperation with ITS User Services and in accordance with established SLAs for production maintenance.
  • Must be able to provide consulting, training, educational and technical support for District staff for standard District technology infrastructural systems.
  • Assists in maintaining the District's endpoint fleet of Windows, MacOS, IOS and Android.

KNOWLEDGE/SKILLS:
  • Bachelor's degree and 3 to 5 years related experience or equivalent combination desired.
  • Professional certifications from CompTIA, Cisco, Ruckus (Brocade), Extreme, Palo-Alto and Dell certifications are preferred; advancement of continuing knowledge for current trends in technology.
  • Demonstrated experience with Microsoft System Center products (SCOM/MECM/SCSM), Windows Server, Azure, Office 365, Cisco UCS/UCSM, Google G-Suite and VMware vSphere, ESX and Horizon.
  • Ability to manage and maintain Microsoft SQL, Oracle, MySQL, Postgres preferred.
  • Ability to provide direct project management and oversight for technology implementations.
  • Ability to monitor logs, SNMP, SIEM and manipulate, analyze and interpret data for trends.
  • Strong ability to support/troubleshooting of Linux, FreeBSD, Windows, MacOS, Android and IOS.
  • Must have a strong dedication to customer service and an ability to provide training is preferred.

COMPLEXITY/PROBLEM SOLVING
  • Analyze situations, evaluate alternatives, and implement solutions within standards (where applicable) to plan and operationalize the information technology objectives of ITS for the District.
  • Interpret guidelines and analyze factual information to adapt or modify processes in response to changing circumstances. Duties may require non-routine analysis, research and follow-through.
  • May act as a resource to others to solve problems for academic and administrative end-user issues.

DISCRETION/LATITUDE/DECISION-MAKING
  • Exercise independent judgment, work affords significant opportunity to act independently on assigned tasks with overall direction and vision provided by the Director of ITS.
  • Manager operational and functional duties are performed under minimal supervision.

RESPONSIBILITY/OVERSIGHT FINANCIAL & SUPERVISORY
  • Financial responsibility may include working within a budget to complete projects under the direction of the Director of ITS, including performing the e-Rate yearly submission for Form 470/471.
  • Assist in obtaining quotes with vendors for the purchase equipment using USAC e-Rate, grants and other funding sources for infrastructure, data center, networking, and telecom needs.

COMMUNICATIONS/INTERPERSONAL CONTACTS
  • Work and communicate with a wide range of people - peers, vendors, the public, staff members including faculty, staff and students and others external to the District.
  • Consistently demonstrate professional, positive, and approachable attitude/demeanor and discretion.
  • Demonstrate sensitivity in handling confidential information.
  • Formulate and clearly communicate ideas to others.
  • Fluency in English required, ability to speak other languages such as Spanish helpful

WORKING CONDITIONS/PHYSICAL EFFORT
  • Work requires ability to lift 30 to 50 pounds on a semi-regular basis. Work may require moderate physical exertion and/or physical strain for moving equipment and performing rack installations.
  • Willingness to work flexible hours and ability to work under stress during peak workload periods.
  • Willingness and ability to travel within the city of Bridgeport to different District managed locations.
