Department Description

Under the direction of the Supervisor of Payroll Systems, the Payroll Analyst II will be responsible for the accurate preparation, documentation and reconciliation of payroll and the administration of the Oracle payroll system. The incumbent will review and analyze the existing payroll systems, procedures and financial reports, internal controls and operations to ensure effective and efficient accountability. The Payroll Analyst II will design changes considered necessary, prepare procedural manuals and reports of financial and payroll transactions, analyze account records, implement/install approved changes, and perform responsibilities related to federal and state taxes.

Salary Range: $69,131 - $134,100

Detailed Description

DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Provides highly complex administrative support in the areas of payroll compensation, calculation and processing, benefits calculation and compilation, accounting, and record keeping systems;
  • Processes biweekly, supplemental and summer payroll;
  • Provides information to employees, supervisors, outside agencies and/or other auditors;
  • Performs mathematical computations which includes, computing costs, adjusting, balancing, and reconciling information to ensure accuracy of data;
  • Performs troubleshooting and works with school system staff to resolve system problems;
  • Analyzes and coordinates changes to the system to comply with the laws, as well as internal and external reporting requirements;
  • Analyzes and compiles information and prepares payroll related surveys, studies, projects and investigations;
  • Performs analyses and prepares schedules to aid the Business Management Services Division in the budget and financial close process;
  • Reconciles payroll liability accounts to ensure accuracy of reporting and distribution of funds;
  • Performs analyses, prepares schedules, adjusts journals and notes for payroll related liabilities for year-end financial reporting;
  • Leads and prepares operational system requests and updates the procedure manual to accommodate changes in the system;
  • Leads, analyzes and prepares annual and quarterly federal and state tax returns;
  • Prepares and reconciles W-2s;
  • Resolves customer inquiries concerning payroll issues;
  • Performs analyses of costing for payroll transactions and ensures proper posting to general ledger;
  • Leads and performs payroll processes as directed;
  • Supports payroll team leads and/or payroll supervisor, and
  • Performs other related duties as assigned.


  • Job Requirements

    QUALIFICATIONS:

    The requirements listed below are representative of the knowledge, skills, and abilities required.
  • Thorough knowledge of generally accepted payroll and accounting principles, practices, and procedures applicable to governmental entities;
  • Thorough knowledge of payroll laws and regulations in the State of Maryland, local and federal governments;
  • Demonstrated understanding of specific legal provisions and generally accepted payroll principles applicable to the school system;
  • Knowledge of information management systems and their application to payroll operations;
  • Ability to review, examine, analyze, and interpret payroll and accounting documents and records;
  • Ability to recognize, initiate and implement system changes; ;
  • Ability to establish and maintain effective working relationships with school system officials and employees; and
  • Strong and effective oral and written communications skills.

  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

    Bachelor's degree from a regionally accredited college or university in business, accounting, finance, or a related field required. A minimum of three (3) years' experience in financial managementand administration preferred . A minimum of three (3) years' experience operating a large, computerized payroll system in the government or the private sector. Experience with the Enterprise Resource Planning (ERP) systems, preferably Oracle Human Resources Management System (HRMS) is a plus.

    CERTIFICATION REQUIREMENTS:

    Certified Payroll Professional (CPP) preferred.

    SUPERVISORY RESPONSIBILITIES:

    No direct supervisory responsibilities.
