CLASS TITLE : Fiscal Assistant III, Office of Controller

TITLE CODE : K2927 GRADE : 06/ESPBC - $22.29 - 37.07 (Hourly Base Pay Scale for Non-Exempt Office Professionals, Clerical, and Classified Employees Represented by ESPBC, Effective July 1, 2022)

DEFINITION : Performs advanced fiscal control work that includes preparing, reviewing, auditing, and maintaining a variety of accounting, budgetary, and fiscal records, and reports. Supports the system-wide use of the Procurement Card Management System. May serve as a lead fiscal assistant. Provides advice and guidance to management regarding fiscal matters.

EXAMPLES OF DUTIES :
  • Provides system-wide training of school and office personnel in the use of the Procurement Card Management System (Chase Bank PaymentNet) software and the procurement card use rules and regulations.
  • Assists school and office personnel with questions regarding the PaymentNet Pcard system, and proper use of procurement cards.
  • Researches and composes communication to administrators regarding the use of the procurement card.
  • Reviews monthly Mastercard statements and processes for payment. Completes monthly reconciliations to ensure all system-wide pcard charges are accounted for and posted to the general ledger system.
  • Maintains user profiles in the PaymentNet system.
  • Audits procurement card charges to determine compliance with BCPS guidelines.
  • Assists BCPS personnel with navigation within the Advantage financial system as well as interpreting the information. Assists with reconciliations between financial data and records.
  • Research questionable charges with vendors and employees.
  • Assists with account bank reconciliations and other reports.
  • Assist in preparation of School Activity Fund training materials.
  • Assist in delivering training to school-based administrative secretaries and fiscal assistants.
  • Assist in maintaining the School Funds Online School Activity Funds accounting system.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS :

Education, Training and Experience : Graduation from an accredited college or university with an associate degree or the completion of 60 college credits.
Three years of experience in performing complex accounting, bookkeeping, and/or purchasing/procurement card clerical duties.
Experience preparing presentations and delivering training is preferred.

Note: Additional experience may be substituted on a year-for-year basis up to a maximum of two years for the required education.

  • Knowledge of electronic purchasing/procurement processes. Knowledge of the principles and practices of fiscal control. Knowledge of the principles and practices of bookkeeping. Knowledge of office practices, procedures, and systems. Knowledge of office spreadsheet, word processing, and database software.
  • Skill in preparing, reviewing, auditing, and maintaining a variety of complex accounting, budgetary, and fiscal records and reports. Skill in analyzing financial data. Skill in monitoring and reviewing expenditures. Skill in interpreting and applying rules, regulations, policies, and procedures. Skill in the use of spreadsheet, word processing, powerpoint, and database software. Skill in preparing materials and delivering training to large groups.
  • Ability to communicate effectively. Ability to follow rules and regulations. Ability to establish and maintain effective working relationships.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. It requires the use of keyboards, calculators, and other office equipment.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $106. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
