The Ulster BOCES Center for Innovative Teaching & Learning is seeking a Principal, Special Education for a full-time, 12-month position. The chosen candidate will be challenged with providing each student with an educational experience focused on preparing them for a bright and successful future.
Center for Innovative Teaching & Learning Programs

The Ulster BOCES Center for Innovative Teaching & Learning provides programs for students ages five through twenty-one who are identified as needing specialized programs and/or supports according to their Individualized Education Program (IEP). The programs offered at the Ulster BOCES Center for Innovative Teaching & Learning have been developed and are offered to meet the specific needs of our students in order to assist them in realizing their potential to achieve both academically and socially.

Multiple programs are available and include:

    • GED Academic Preparatory Program
  • K-12 MAPLE ACADEMY
    • Autism Program (APIE) Elementary, Grades K-5 (6:1:2 Class Ratio)
    • Autism Program (APIE) Middle School, Grades 6-8 (8:1:1 Class Ratio)
    • Autism Program (APIE) High School, Grades 9-12 (8:1:1 Class Ratio)
    • Autism Program Alternatively Assessed Students (APIE/AA) (6:1:2 Class Ratio)
    • Life Skills Development Program (LSDP), Ages 15-21 (8:1:1 Class Ratio)

The Position

The ideal candidate will be an enthusiastic, knowledgeable, and experienced educational leader who is committed to maintaining and encouraging a climate of excellence for students, faculty, and the community. This candidate will also have several years of experience in Special Education, as well as experience leading a comprehensive educational program for Special Education and "At-Risk" students.

Ulster BOCES offers regionally competitive salary and benefits. Appropriate NYS Certification (SBL or equivalent) and fingerprinting required.

GENERAL RESPONSIBILITIES:
To provide students enrolled in the Ulster BOCES Center for Innovative Teaching & Learning with comprehensive educational programs and services, and to assist them in realizing their potential to achieve both academically and socially.

SPECIFIC DUTIES:
  1. Establishes and maintains an effective learning climate in assigned program.
  2. Plans, organizes and directs implementation of school activities and programs.
  3. Keeps the Director informed of the school's activities and problems.
  4. Makes recommendations concerning the program's administration and instruction.
  5. Interprets and enforces district policies and administrative regulations.
  6. Maintains active relationships with students and parents.
  7. Budgets school time to provide for the efficient conduct of school instruction and business.
  8. Supervises the school's educational program.
  9. Leads in the development, determination of appropriateness and monitoring of the instructional program.
  10. Utilizes data in effecting decisions related to the programs.
  11. Programs classes within established guidelines to meet student needs and assists students in meeting the State Education Department standards and assessments.
  12. Assists in the development, revisions and evaluation of the curriculum.
  13. Assists the Director in the design, development, and outreach efforts for all Special Education Programs.
  14. Maintains high standards of student conduct and enforces discipline as necessary, according due process to the rights of students.
  15. Supervises the maintenance of accurate records on the progress and attendance of students.
  16. Assumes responsibility for his/her own professional growth and development through membership and participation in the affairs of professional organizations, through attendance at regional, state and national meetings, through enrollment in advanced courses, and the like.
  17. Keeps abreast of changes and developments in the profession by attending professional meetings, reading professional journals and other publications, and discussing problems of mutual interest with others in the field.
  18. Supervise all itinerant and support services Special Education faculty and staff.
  19. Supervises all professional, paraprofessional and non-professional personnel attached to the program.
  20. Participates in the selection and supervision of all school building personnel.
  21. Orients newly assigned staff members and assists in their development, as appropriate.
  22. Conducts meeting of the staff as necessary for the proper functioning of the program.
  23. Recommends according to established procedures, the removal of a teacher whose work is unsatisfactory.
  24. Makes arrangements for special conferences between parents and teachers.
  25. Assumes responsibility for the safety and administration of the school.
  26. Plans and supervises fire drills and an emergency preparedness program.
  27. Provides for adequate inventories of property under his/her jurisdiction and for the security and accountability for that property.
  28. Supervises all activities and programs that are outgrowths of the school's curriculum.
  29. Responds to written and oral requests for information.
  30. Serves as a member of such committees and attends such meetings as directed to by the District Superintendent, Deputy Superintendent and/or Director.
  31. Delegates authority to responsible personnel to assume responsibility for the school/program in the absence of the Principal.
  32. Assumes other duties as assigned by the District Superintendent, Deputy Superintendent, and/or Director of Special and Alternative Education.
MINIMUM QUALIFICATIONS:
  • Appropriate NYS Certification (SBL or equivalent)
  • Related supervisory experience required
  • Experience with "At-Risk" Population
  • Experience with Special Education population

WHAT IS A BOCES

BOCES, or Boards of Cooperative Educational Services, were created in 1948 by the New York State legislature. They operate as extensions of local school districts to help them meet their educational and financial goals by offering shared educational programs and services.

The Board of Regents and Commissioner of Education have also charged the 37 BOCES in New York State with providing leadership and developing the capacity of local schools to enhance and improve student achievement. The chief executive officer of a BOCES also serves as the District Superintendent and works closely with local school districts as both a liaison to and agent of the New York State Commissioner of Education.

HOW IT WORKS

BOCES opens doors to innovative and exciting programs in a manner that is effective, efficient, and fosters equity for all students. A BOCES program or service is created when two or more school districts have similar needs that can be met through sharing. This is an economical way for districts to provide opportunities they otherwise might not be able to afford or that would be more expensive to provide independently. BOCES programs and services eliminate duplication of such things as staff time, space, and equipment. BOCES staff members also have particular skills and expertise related to each of the programs and services offered, making participation an effective option for districts.
