Job Title: Director of Transportation Services

Reports To: Chief of Staff

Primary Purpose:
Develop, organize, implement, manage, and monitor overall performance for transportation services assuring exceptional customer service. Meet scheduling demands; assist individuals in the performance of their functions; and resolve and/or recommend solutions to incidents, complaints and/or accidents. Provide safe and efficient operation of the transportation department. Oversee maintenance of all district-owned vehicles. Provide leadership and supervision to staff ensuring timely and current performance feedback and evaluations. Build and maintain the necessary skill sets through professional development to deliver exceptional services to schools, community partners, and services to other districts in the support of student achievement.
Qualifications:
Education/Certification/Licensure/Bonding:

Associates degree preferred. Any combination of education, progressive management *experience in this field, and training that would provide the required knowledge and abilities.

Clear and valid Oregon Department of Motor Vehicles (DMV) Commercial, Passenger, and School Bus Driver's License with evidence of insurability

First Aid Certificate

Oregon Fingerprinting and Criminal Background Check clearance

*Experience:

5 years of progressive supervisory experience in transportation and fleet operations

5 years experience as a bus driver

Skills, Knowledge and/or Abilities Required:

Skills to operate school buses and vans in a safe manner, communicate effectively, evaluate schedules, and meet deadlines, plan, and organize activities, administer first aid. Strong organizational, communication, and interpersonal skills

Knowledge of vehicle operation, basic maintenance requirements and vehicle repair; regulations as they pertain to school bus drivers including but not limited to district policies, federal and state rules applicable to transportation operations; PL 94-142, FMVSS, IDEA, ADA, and McKinney-Vento Act; Oregon Department of Education School Bus Driver Trainer Certification requirements

Abilities to direct and manage operations of a large fleet of vehicles; pass U.S. Department of Transportation alcohol and drug tests and annual physical exam; conduct on-site inspections of all vehicle repair and maintenance operations; manage budget and personnel; implement policy and procedures; interpret data; use technology to plan, operate, monitor, and evaluate transportation operations
Major Responsibilities and Duties: Transportation and Vehicle Maintenance Operations
  1. Supervise and evaluate the activities of the transportation department.
  2. Assess incidents, accidents, complaints, etc. (e.g., safety issues, school bus routes, legal issues, personnel concerns) for the purpose of resolving the situation.
  3. Collaborate with internal and external personnel (e.g., other administrators, public agencies, parents, transportation regulation agencies, vendors, etc.) for the purpose of implementing and/or maintaining services and programs.
  4. Facilitate and/or participate in meetings and workshops, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a district representative.
  5. Inspect assigned aspects of district transportation services for the purpose of ensuring that transportation activities are completed efficiently and within regulatory requirements.
  6. Respond to emergency situations during and after standard hours to resolve immediate safety concerns.
  7. Advise district administrators regarding assessment of inclement weather conditions that may result in the closing of schools or road hazards and assist during adverse weather and emergency situations to ensure essential services and service points are covered.
  8. Oversee preparation and updating efficient bus routes and schedules for all schools in district; develop plans to meet future transportation needs; work in concert with others to organize emergency routing.
  9. Review trends and perform analysis of data to ascertain methods, techniques, and procedures to improve operations in accordance with the efforts of sustainable quality management and continuous improvement.
  10. Attend professional growth activities to keep abreast of innovative techniques in transportation and coordinate professional development programs for transportation staff.
  11. Foster and maintain a passion for service and excellence through positive and healthy working relationships.
  12. Confer with school and department administrators to ensure proper understanding of operational requirements and customer needs.
  13. Establish and maintain effective and cooperative working relationships with vendors and the public and serve as a resource person on issues involving transportation services.
  14. Develop, coordinate, and manage short- and long-range plans in transportation services to enhance educational excellence related to student access to schools.
  15. Coordinate transportation for extracurricular activities and special programs.
Policy, Reports, and Laws
  1. Monitor maintenance of transportation working files for the purpose of providing documentation for audit purposes and meeting district, state, and federal requirements.
  2. Recommend policies, procedures and/or actions related to district transportation services for the purpose of providing direction for meeting the district's goals and objectives.
  3. Assist in district-wide planning for the development of district long-range transportation service goals and the methods in which these goals will be implemented and aligned with student achievement.
  4. Prepare a wide variety of written materials (e.g., bid specifications, correspondences, memos, reports, work instructions, etc.) for the purpose of documenting activities, providing written reference, cost analysis, and/or conveying information.
  5. Ensure compliance with all Federal and State laws and board policy.
  6. Ensure the proper preparation, process and maintenance of all documents required verifying safety and medical certification and alcohol and drug testing of bus drivers.
  7. Compile, maintain, file, and present all reports, records, and other documents required. Prepare, process, and maintain all documents required to verify safety certification and alcohol and drug testing of bus drivers.
  8. Ensure employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner.
Budget and Inventory
  1. Develop and administer budget based on documented needs and ensure operations are cost effective and funds are managed wisely.
  2. Review and suggest changes that may yield improved service levels or cost efficiencies.
  3. Oversee the maintenance of current inventory of supplies and parts and initiate purchases in accordance with budgetary limitations and district policies. Approve and forward invoices for transportation to accounting department.
  4. Recommend disposal of obsolete or worn-out vehicles and equipment. Recommend purchase of vehicles as necessary.
Student Services
  1. Manage the delivery of transportation services for students and ensure they are picked up and arrive safely and on time.
  2. Seek innovative solutions to learning and improving processes that result in extraordinary customer service through the enhancement of educational excellence.
  3. Contribute thoughts and processes that will result in a pattern of continuous improvement and advance the district's efforts toward student achievement.
  4. Collaborate with district leadership to implement various program and service needs and desires relative to student achievement and transportation.
  5. Implement district's student discipline policies and ensure expectations about appropriate behavior when using district transportation are communicated to students. Recommend student discipline and suspension of riding privileges for any student who violates rules and regulations to principals.
  6. Investigate reported concerns and take appropriate action to resolve issues.
Personnel Management
  1. Work closely with Human Capital Management (HCM) Department in making staffing decisions and maintaining employee relations.
  2. Prepare, review, and revise transportation department job descriptions in consultation with HCM.
  3. Recruit and recommend new hires, promotions, terminations, and transfers for the purpose of maintaining staffing needs.
  4. Plan, prioritize, assign, supervise and review the work of staff responsible for providing services within assigned area of the transportation department to align with state laws, district policies, contractual obligations, and provide a systemic and clear process.
  5. Complete staff evaluations as scheduled.
  6. Oversee the development and implementation of the driver training and safety programs, routing scenarios and service levels to provide maximum efficiencies and on-time service.
  7. Assign as necessary support personnel and provide processes to ensure that all district vehicles are maintained to meet or exceed industry standards and all applicable rules and regulations.
  8. Enhance productivity and team camaraderie while achieving department objectives within appropriate cost constraints.
  9. Present information for the purpose of communicating, gaining feedback, redirecting, or coaching behavior, and ensuring continuous improvement.
  10. Foster a learning and performance environment of the work teams.
Safety
  1. Ensure vehicle safety, security, emergency response, employee training and effective risk management practices. Follow district safety protocols and emergency procedures.
  2. Oversee access to school and department locations, monitor safe bus stops, and ensure student safety as it relates to vehicle travel in cooperation with city and county public works and police.
  3. Enforce safety standards that conform with state, federal, and insurance regulations and develop a program of preventive safety.
  4. Assess road conditions and hazards and advise administration about inclement weather conditions that may result in delayed starts or the closing of schools.
  5. Oversee the investigation of school bus accidents and student safety violations.
  6. Maintain safety standards in conformance with federal, state, and insurance regulations.
  7. Organize and conduct training programs to promote a safe work environment.
  8. Oversee repair of all district-owned vehicles and preventive maintenance to ensure transportation equipment is in excellent operating condition.
Other Duties
  1. Participate in development of the district's disaster plan and be prepared to take an active role in responding to emergencies as needed.
  2. Attend and make presentations at conferences and school board meetings regarding transportation issues and innovations.
  3. Operate district transportation vehicles as needed.
  4. Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning .
Supervisory Responsibilities:
Supervise, evaluate, and recommend the hiring and firing of transportation bus drivers, and transportation classified staff.

Environment: Work in an office environment with occasional visits to inspect school buses and traffic/parking conditions related to student transportation/safety for potential hazards, discuss new or changed exposures and evaluate potential remedies. May include driving school buses or other district vehicles in various road and weather conditions.
