Position : Assistant Payroll Manager (40 hour/12 month)

Key Responsibilities :
The Assistant Payroll Manager supports the daily operations of the payroll team, including the preparation and execution of weekly and semi-monthly payrolls and oversight of the district's time and attendance reporting. The position also assists in the supervision of staff and oversight of other Payroll Department services. Responsibilities include:
  • Manage workflow and oversee timely and accurate calculation, confirmation and reconciliation of the weekly and semi-monthly payrolls.
  • Train and support payroll specialists.
  • Support the management of the district's time and attendance system.
  • Liaise with the Mass. Teachers Retirement System, including providing required reports and processing retirement forms.
  • Work collaboratively with the Human Resource Dept. and other CPS/City departments.
  • Perform internal control reviews and compliance tests of payroll processing.
  • Work with the Manager of Payroll to improve and document internal Payroll procedures.
  • Provide system support for Oracle/PeopleSoft HR-Payroll system, including functional testing of software updates, creating queries and reports, and working with technical support personnel to document and resolve issues.
  • Other duties as assigned.
Your Skill Set:
The incoming Assistant Payroll Manager will possess many, though perhaps not all, of the following characteristics and qualifications:
  • Payroll experience and a solid understanding of payroll functions, including calculations, reconciliation and internal controls.
  • Knowledge of federal and state regulations related to payroll, labor and employment tax laws.
  • Strong supervisory capabilities and ability to lead a payroll team and its constantly competing deadlines.
  • Strong analytical and problem-solving skills.
  • Proficient with payroll software; experience with Oracle PeopleSoft HRMS software or similar ERP system a plus.
  • Excellent interpersonal and communication skills, and the ability to work with a wide range of both internal and external customers.
  • Advanced or expert MS Excel skills.
  • Experience in developing queries or creating reports in database systems.
  • Bachelor's degree in accounting, business administration or related field preferred.
  • Certified Payroll Professional desirable.

Terms of Employment: 40 hours per week, 12 months per year.

Salary: $81,110 - $95,400
