JOB DESCRIPTION

DEFINITION: The Assistant Superintendent is responsible for general operation of individual schools to meet the goals of the Turnaround Action Plan and dramatically improve outcomes for the children of Providence. This includes, but is not limited to, various programs, policy and procedure, special projects, and compliance.

MAJOR POLICY RESPONSIBILITY: The Assistant Superintendent of Schools oversees the operation of the assigned schools, by working with RIDE and PPSD Central Office Leaders to support schools, focus the sets priorities, and ensure the goals of the of each schools' SIP's long and short in range and plan for the day-to-day operation and improvement of each school.

DESCRIPTION OF DUTIES, RESPONSIBILITIES AND CURRICULAR LINKAGES

A. VISION, CONTINUOUS IMPROVEMENT, AND FOCUS OF DISTRICT WORK:

Assistant Superintendents shall help establish a vision, expect continuous improvement, and develop a focused plan for achieving district goals. Effective assistant superintendents help facilitate the establishment of a vision for reaching the goals of the district. They articulate this vision clearly, while providing the support schools need to be successful. This vision drives the district's work.

Representative Elements:
  1. Assist the Superintendent in overseeing the operation of the school district
  2. Works with directors, coordinators, principals, and building staffs to build vision, set priorities, and develop long and short-range plans for the day-to-day operation of the school district.
  3. Assists principals and district level administrators in the development of leadership skills.
  4. Attends Board of Education meetings in open and executive session as required.
  5. Assumes such other responsibilities and performs other duties as may be assigned by the superintendent.


B. COMMUNICATION AND COLLABORATION:

Effective assistant superintendents have processes in place to:
  • Establish and maintain effective relationships with school personnel, and
  • Engage the external community.
Effective assistant superintendents recognize the importance of involving multiple stakeholders to make informed decisions, communicate processes and celebrate accomplishments. To gain and maintain support for these improvement efforts and to sustain the focus on the goals, effective assistant superintendents must communicate effectively with staff and stakeholders.

Representative Elements:
  1. Establish expectations for collaboration, compliance with district policy and procedures, and quality continuous improvement.
  2. Works effectively with parents to address needs and concerns
  3. Communicates and provides direction for all building staffs to ensure quality performance at all levels.
  4. Assists in moving the district toward embracing diversity and expanding the attitudes and values of our school personnel and students toward this end.
  5. Provides leadership for positive conflict resolution for schools, parents, student, and staff.
  6. Assumes such other responsibilities and performs other duties as may be assigned by the Superintendent.


C. POLICIES AND GOVERNANCE:

Effective assistant superintendents help identify, prioritize, recommend, and follow policies and governance procedures that maintain a focus on the central goals of the Turnaround Action Plan. Effective assistant superintendents recognize the moral imperative to ensure the success of every child and recommend and enforce policies and governance practices accordingly.

Representative Elements:
  1. Troubleshoots unanticipated problems related to the operation of the school district.
  2. Provides leadership in the development, writing, and implementation of policies and procedures for the school district.
  3. Ensures that the district operations are in compliance with federal, state and local requirements and reflect the best thinking and practices of educators and professionals in their respective fields.
  4. Oversees the development of the Comprehensive Continuous Improvement Plan (CCIP) and assists the other administrators and staff with grant acquisition.
  5. Organizes and leads committees as requested by Superintendent.
  6. Works with district and building administrators to establish and implement the School and District Continuous Improvement Process and Plan.
  7. Administers negotiated contracts and provides legal assistance for building principals and staff where appropriate.
  8. Supervises and/or completes reports to RIDE.
  9. Assumes other responsibilities and performs other duties as may be assigned by the Superintendent.


D. INSTRUCTION:

The Assistant Superintendent helps with the creation of instructional systems designed for high student achievement. The Assistant Superintendent shall work with the Office of Teaching and Learning placing a primary focus on improving instruction and enhancing student learning. The Assistant Superintendent shall assist in creating a district culture and expectations that support effective data-based decision making at all levels of the system. The Assistant Superintendent shall work with district and building administrators to identify, collect, analyze, and use relevant data to identify strengths to sustain and weaknesses to address. The Assistant Superintendent shall promote, support and use research-based best practices for curriculum design and instruction.

Representative Elements:
  1. Attends and/or organizes meetings of K-12 principals, Superintendent's Cabinet, District Leadership Team, and any other as delegated by the Superintendent.
  2. Responsible for implementation fidelity to the curriculum instruction and materials for the district.
  3. Assumes such other responsibilities and performs other duties as may be assigned by the Superintendent.


E. RESOURCES:

Effective assistant superintendents intentionally focus financial, human, time, material, technological and facility resources in support of district goals for instruction and achievement. Assistant superintendents take actions to achieve district goals. They support individuals at all levels in the district and assume that the central office is a support and service organization for the schools. Effective assistant superintendents help organize the district to provide leaders appropriate authority within their schools to make decisions and implement initiatives. To allow for this to happen successfully, assistant superintendents allocate adequate and equitable resources across the district.

Representative Elements:
  1. Supervises the performance of those delegated by the Superintendent.
  2. Assists the Superintendent in overseeing the development and distribution of building and department budgets and manage expenditures as requested.
  3. Participates as needed and/or requested in the selection and orientation of principals and other staff.
  4. Provides leadership for the study of enrollment patterns and demographics and works with Directors, Coordinators, and principals in developing possible changes in attendance areas, assignment of staff and service quality.
  5. Plans for resources required for the future to support operations, personnel, and facilities and develops updates on school district operations and presents to the Board of Education.
  6. Serves as liaison to various community, university, and other school district projects and groups within the county.
  7. Seeks outside resources and recognitions for the school district by supporting staff that apply for grants and awards.
  8. Works closely with the Business Manager in the employment, dismissal, reassignment, and periodic evaluation of classified personnel, with recommendations for action directed to the Superintendent.
  9. Reviews and approves inter-district and intra-district travel and mileage reimbursement requests.
  10. Assists in the organization and implementation of Convocation.
  11. Conducts studies on areas of operation and efficiency for quality improvement.
  12. Oversees and approves district overtime.
  13. Coordinates and implements the district advertising program according to the guidelines established by the Board of Education.
  14. Assumes such other responsibilities and performs other duties as may be assigned by the Superintendent.

MINIMUM QUALIFICATIONS STANDARDS
  • Respond promptly to request of internal and external community members or authorities; provide them needed direction, assistance, training, materials and resources.
  • Express ideas and concepts clearly and concisely in both oral and written form; use language and medium appropriate to audience.
  • Establish and maintain cooperative and professional working relationship with individuals, groups, public and private agency personnel.
  • Motivate, challenge and guide others in the improvement of educational programs and district office services.
  • Analyze data and situation(s); render judgment, make decisions and solve problems efficiently and effectively.
  • Possess a master's degree with graduate work beyond degree
  • Possess a valid state of RI certificate for Superintendent or Assistant Superintendent
  • Demonstrated administrative leadership at the building level
  • Demonstrated skill in district and building operations and service
  • Demonstrated skill in supervision and evaluation
  • Demonstrated skill in oral and written communication
