Barker Central School District is seeking a dynamic and unique PreK-12 Principal, who is student-centered and desires to be part of a collaborative team that continuously strives to improve the students' ability to learn, grow and develop.

Qualifications:
  1. A master's degree with a major or concentration in educational administration.
  2. A New York State certificate to practice as a School Principal.
  3. At least three years experience in elementary and/or secondary education.
  4. Experience in elementary and/or secondary administration.
  5. Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.
  6. Willingness to work tirelessly to meet the ever-changing needs of our diverse students and staff.
  7. Must be selfless in working to make sure our students and staff have safe learning and working environments that will help everyone grow and improve every day.
Reports To: Superintendent of Schools
Supervises: Administrative, instructional and non-instructional staff assigned to PreK-12.
Major Functions/Specific Responsibilities
Administration
1) Implements Board policies, applicable negotiated contracts, administrative rules and regulations.
2) Maintains and submits appropriate official records and reports to the Superintendent of Schools, the Board of Education and the State Education Department.
3) Reports directly to the Superintendent of Schools for the operation of the school program, conduct and care of the children, and all matters affecting the education program.
4) Clears all major planning and changes with the Superintendent of Schools in advance of any commitment.
5) Serves as a member on special committees as assigned by the Superintendent of Schools.
6) Plans, organizes and directs implementation of school activities.
7) Prepares teacher duty schedules - bus, hall, detention and other extra-duty assignments such as study hall, dances, athletic events, etc.
8) Delegates authority to responsible personnel to assume responsibility for the school in the absence of the principal.
9) Makes recommendations concerning the school's administration and program of instruction.

Instruction
1) Reports to appropriate central office staff regarding needs of the school with respect to personnel, equipment, supplies and curriculum.
2) Supervises the school's teaching/learning process, and coordinates the instructional program with administration at other levels of operation.
3) Supervises the implementation of the District's plan to enhance individual student education and development.
4) Supervises and evaluates the school's extracurricular program.
5) Reviews with the Coordinator of Curriculum and Professional Learning/Assistant Principal all curriculum guides and materials prepared by and to be distributed among the instructional staff prior to publication.
6) Assists in the development, revision and evaluation of the instructional program with the Coordinator of Curriculum and Professional Learning/Assistant Principal.
7) Initiates group conferences to improve courses of study and teaching techniques in all curriculum areas.
8) Maintains a clearing house of information on education, making such information available to all members of the staff on request.
9) Coordinates efforts for measuring the effectiveness of the instructional program.
10) Encourages experimental and innovative programs that will improve instruction.
11) Supervises the development of the master schedule for grades PREK-12.
12) Coordinates the instructional program within the building.
13) Assists the Director of Instruction in the coordination of special education programs housed in the building.
14) Assists the Coordinator of Curriculum and Professional Learning/Assistant Principal in making recommendations for local curriculum and textbook adoptions to the Superintendent of Schools.
15) Submits new courses for approval to the Superintendent of Schools.

Staff Personnel
1) Directs and monitors the activities of the school's professional staff and classified staff in the performance of their duties and enforces district personnel policies as required.
2) Conducts recruiting, screening, hiring and assigning of the school's non certificated staff with recommendations to the Superintendent of Schools.
3) Assists the Superintendent in recruiting, screening, hiring and assigning of the school's professional staff.
4) Evaluates staff members under his/her supervision regarding individual performance including all requirements under APPR.
5) Supervises instruction of school faculty and holds individual and group conferences with teachers as to methods of improving instruction.
6) Records and files conference notes, supervisory reports, and other pertinent data on teachers' performance as requested, with the Superintendent of Schools.
7) Orients newly assigned staff members and assists in their development as appropriate.
8) Confers with new teachers concerning materials (and quantities) to be used, such as textbooks, dictionaries, supplementary materials, equipment and supplies.
9) Recommends removal of a teacher whose work is unsatisfactory, according to established procedures.
10) Processes grievances that are appropriate to the administrative level.
11) Prepares the faculty handbook.
12) Advises central administration of all staffing needs.
13) Assists the Superintendent in the development of personnel regulations as requested.
14) Conducts staff meetings and supervises other functions of staff and personnel.
15) Assists teachers in planning field trips, concerts, assembly programs and other activities.
16) Organizes teacher planning groups and faculty meetings on topics of interest as needed.
17) Provides for professional growth activities for administrative and teaching personnel assigned at building level.
18) Encourages professional reading.
19) Encourages attendance and participation in professional meetings.

School Community Relations
1) Responsive to the community in the development of a general program of education approved by the Board of Education.
2) Utilizes resources of the school system and the community in developing an effective educational program.
3) Collaborates with parent, faculty, and student groups for advancing educational programs.
4) Participates in a program of public relations in order to further the community's understanding and support of the educational program.
5) Receives and reviews complaints or problems concerning individual students and/or the operation of the school.
6) Makes arrangements for special conferences between parents and staff members.
7) Cooperates and coordinates matters dealing with out-of-school agencies such as welfare and child clinic centers.

Student Relations
1) Promotes an effective learning climate in the school.
2) Promotes high standards of student conduct and enforces discipline as necessary, according due process to the rights of students.
3) Assumes responsibility for safety, conduct, and well-being of students while on school grounds or while under school supervision.
4) Attends special events held to recognize student achievement where appropriate.
5) Oversees and manages the development and enforcement of the student code of conduct.
6) Reports to the Superintendent of Schools on the progress and attendance of students.
7) Keep or cause to be kept, the educational record in cumulative manner of each student.

Professional Growth
1) Keeps abreast of trends, developments, and research as they pertain to education and school operation by attending professional meetings, reading professional journals and other publications, and discussing problems of mutual interest with others in the field.
2) Participates actively in the development of both building and district level management teams.

Finances
1) Assists in the management and preparation of the school budget.
2) Administers the school's budgeted allocations within the school buildings.
3) Screens teacher and other employee requisitions in relations to budget allotment.
4) Works with department heads, faculty groups, and/or other staff representatives in compiling annual budget requests.
5) Supervises the receipt of and distribution of all new textbooks, supplies and equipment.
6) Seeks grants for available funding as appropriate.
7) Maintains and controls the various local funds generated by student activities.

Facilities and Equipment
1) Monitors the maintenance and care of facilities and equipment in cooperation with the School Business Administrator.
2) Assists in providing for the safety and administration of the school plant.
3) Cooperates in the conducting of safety inspections and safety drill activities.
4) Assists in the safekeeping of the school building grounds, furniture, educational materials and other equipment and related properties.
5) Works with cafeteria supervisor and makes recommendations for necessary changes and alterations.
6) Assists the School Business Administrator in the utilization of facilities by outside groups.
