Salary Range: $45,231.60 - $62,978.00 General Statement of Job
Under limited supervision, administers the State's Benefits Program for Richland School District One employees. Counsels and assists employees with FMLA and district leave policies and Sick Leave Bank. Counsels and assists employees with health, dental and retirement benefits; researches employee inquiries; and processes insurance and retirement authorization forms and other documents as necessary. Reports to the Benefits Analyst.

Specific Duties and Responsibilities
Essential Functions:
Coordinates the district's FMLA policy and informs employees about their leave options

Coordinates the district's sick leave bank

Informs employees about insurance options, changes in their insurance and retirement coverages.

Receives and responds to employee inquiries regarding insurance and other benefits in a timely, professional manner.

Processes insurance applications and submits to the State Personnel Office. Codes new applications and changes to applications.

Processes and files disability claims, death claims and insurance terminations.

Researches coverage and claim discrepancies.

Maintains and updates computer database of benefits information; enters deductions; and prints computer-generated reports as requested.

Performs general clerical work as necessary, including but not limited to answering the telephone, typing reports and correspondence, copying and filing documents, preparing mail, maintaining appointment calendar, assembling materials, etc.

Prepares letters and forms for FMLA, COBRA, HIPPA, retirement, death, and employee insurance.

Maintain and key codes for insurance and retirement associate with employees pay.

Attends and conducts meetings and orientations as required.

Conducts benefits fair.

Receives, reviews, prepares and/or submits a variety of documents, such as insurance and other benefits applications, death claims, employee records, annual re-enrollment letter, insurance listings, memos, correspondence, etc.

Operates a variety of equipment, such as a computer, Internet, e-mail, scanner, printer, typewriter, copier, fax machine, adding machine, telephone, etc.

Interacts and communicates with departmental supervisors and co-workers, District department heads and employees, former employees, state and federal agency representatives, etc.

MINIMUM EDUCATION AND TRAINING

Requires an Associate's degree in business supplemented by three to five years of insurance / benefits administration experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Preferred knowledge of PEBA and FMLA.

Minimum Qualifications and Standards Required
Physical Requirements:
Must be physically able to operate a variety of automated office machines and equipment, including a computer, basic office equipment, adding machine, telephone, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Must be able to lift/carry weights of five to ten pounds.

Data Conception:
Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communication:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisors.

Language Ability:
Requires the ability to read a variety of policy and procedures manuals, financial documents, insurance manuals, computer manuals, etc. Requires the ability to enter data into computer and prepare reports, records, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with poise, voice control and confidence and to articulate information to others.

Intelligence:
Requires the ability to apply principles of rational systems to solve practical problems, and deal with a variety of concrete variables in situations where only limited standardization exists, and to interpret a variety of instructions furnished in oral, written, diagrammatic or schedule form. Requires the ability to make independent judgments in the absence of supervisor, and to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and the ability to comprehend and implement basic office machinery functions.

Verbal Aptitude:
Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently with persons of varying educational backgrounds and in a variety of technical or professional terminology including personnel.

Numerical Aptitude:
Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals, and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion.

Form/Spatial Aptitude:
Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination:
Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment and communications machinery.

Manual Dexterity:
Requires the ability to handle a variety of items including computer keyboards, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination:
Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency or tight deadline.

Physical Communication:
Requires the ability to talk and/or hear (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communications through a telephone.

Job Knowledge:
Is knowledgeable in the methods, policies and procedures of Human Resource Services pertaining to specific duties of the Benefits Clerk. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the department and of related departments and agencies. Has considerable knowledge of the functions and interrelationships of Richland District One and other governmental agencies. Has the ability to comprehend, interpret and apply regulations, procedures and related information. Has knowledge of general laws and administrative policies governing payroll and benefits. Has good knowledge of the application of bookkeeping principles to the keeping of employee insurance records and the preparation of related reports. Has good knowledge of modern office practices and procedures. Is able to make and verify mathematical computations with accuracy and speed. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine and non-routine tasks. Is able to communicate effectively with a variety of public and private groups as prescribed. Is able to read and interpret policy and procedure manuals, computer manuals, personnel documents, spreadsheets, and other materials pertaining to the responsibilities of the job. Is able to offer assistance to fellow employees as necessary. Has good organizational, technical and human relations skills.
