Salary Range: $82,399 -$118,100 (with progression to $127,637)

Main Purpose of Job

This is a contractual position .This position is responsible for implementing the Birth - 21 Accountability for Improved Performance (AlP) Specialist system. This system serves to monitor local public Statewide provider agencies that serve infants, toddlers, young children and youth with disabilities and their families with regard to the provision of early interventions services and special education.

POSITION DUTIES

Implements the Accountability for Improved Performance (AlP) activities which are an integral part of the Maryland State Department of Education, Division of Early Intervention/Special Education Services (DEI/SES) general supervision responsibility under the federal Individuals with Disabilities Education Act (IDEA).
  • Provides content expertise for data-driven decision making, high-quality IFSP/IEP development, and evidence-based practices in the delivery of early intervention and/or special education services
  • Conducts on-site and off-site monitoring activities that determine the local infants and toddlers program (LITP), local education agency (LEA), and public agency (PA) compliance with IDEA and COMAR as it pertains to children with disabilities Birth - 21.
  • Collects data for monitoring activities and completes data analysis, and reports to assess adherence or correct noncompliance.
  • Develops processes that ensure compliance and supports improved results for children with developmental delays and disabilities.
  • Coordinates and maintains the DEI/SES SPP/APR in support of the goals and objectives.
  • Collaborates with MSDE divisions, task forces, work groups, advocacy organizations, and professional organizations, as requested by the Branch Chief or Assistant State Superintendent.
  • Provides lead technical assistance and support that aligns with State Performance Plans.


MINIMUM QUALIFICATIONS

EDUCATION: Master's Degree or equivalent 36 credit hours of post baccalaureate course work in Special Education, Education, Related Services, Education Administration-Supervision or a related field.

EXPERIENCE: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to Special Education, Infants and Toddlers programs, or other programs serving children with disabilities Birth -21.

NOTES:

  1. Two additional years of experience directly related to the position option may be substituted for the required Master's Degree.
  2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.


SELECTIVE QUALIFICATIONS

One year od experience in a Special Education Infants and Toddlers program.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of Special Education services and with the IDEA regulatory requirements for serving students with disabilities Birth-21
  • Knowledge of local infants and toddlers programs (LITP), local education agency (LEA), and public agency (PA) compliance standards with IDEA and COMAR as it pertains to children with disabilities Birth-21.
  • Knowledge of and content expertise with data-driven decision making, high-quality IFSP/IEP development, and evidence-based practices for delivering early intervention and/or special education services
  • Skill in coordinating projects, activities and staff with regard to strict program specifications and requirements.
  • Skill in developing and presenting professional learning programs.
  • Ability to collaborate and interact with national experts, other state agencies, Local Schools Systems
  • Ability to organize, prioritize and manage multiple tasks and apply laws and regulations governing special education programs.
  • Ability to work as a team member and establish and maintain effective working relationships
  • Ability to communicate effectively, both orally and in writing
