  • POSITION TITLE: Executive Director of Human Resources REPORTS TO: Superintendent

    Summary: The Executive Director of Human Resources is responsible for the development, organization and direction of the Human Resources department. The Executive Director of Human Resources is responsible for staffing/recruiting/orientation, compensation and benefits administration, employee relations, discussions/negotiations, grievance processing and training in areas related to personnel issues. The Executive Director of Human Resources is also responsible for reduction in force/reorganization/terminations, unemployment compensation, and compliance with all Human Resource Board Policies and Procedures. This position will coordinate implementation of services, policies and programs through a human resource staff, and assists and advises internal department directors about human resource issues. Essential Functions
    • Build leadership capacity in othersDirect and complete effective teacher and staff evaluations in conformity with law and District proceduresParticipates in the supervision and evaluation process of certified and non-certified staffEffectively and meaningfully participate in collective bargaining negotiationsEnsure compliance of local, state, and federal laws and regulations.Serve on and actively participate in committees as directed by the SuperintendentProvide leadership in planning, coordinating and implementing all human resources programs and processes for the districtDevelop and utilize a process for building and programing enrollment projections to determine needed personnel to carry out the mission of the districtDevelop, review, and implement a systematic program for the assignment of all personnel across the districtProvide knowledge and leadership in the hiring of all district positions to ensure a fair process for all applicants and the highest possibility of hiring the best available candidatesProvide guidance and leadership in the establishment and implementation of all district human resources policiesAssist in the administration of the district's benefits policiesDevelop and implement recruitment and retention programs for the districtDevelop processes to evaluate and assess the effectiveness of the district's human resources policies including hiring proceduresSupport and equip principals to be knowledgeable of the district's policies and collective bargaining agreements and their application to building working conditionsProvide leadership in collective bargaining and contract administrationAdministrate all aspects of the collective bargaining agreementsAddress educational and personnel issues in the collective bargaining agreements.Assist with staff development activities as they overlap with personnel and collective bargaining policiesServe as the district's Americans with Disabilities Act Coordinator and Affirmative Action OfficerCreate and monitor the induction process at the District level for all new hiresMonitor and communicate any changes in working conditions for all employeesMonitor unemployment claimsServe as a complaint manager for the district.Assist building and district supervisors with determining staffing levels for professional and support staffStay informed of legislation and regulations that impact the human resources functionsPerforms other duties as assigned for the purpose of ensuring the efficient and effective functioning of the school district.

    Qualifications/Requirements: To be considered for this position, the candidate must possess the following required education, certification, skills, experience and/or qualifications:
    • Master's degree in education. Doctorate degree preferred
    • Illinois Professional Educator License with an administrative endorsement.
    • PERA training qualified for teacher and principal evaluations

    The successful candidate for this position should also possess the following desired skills, experience and/or qualifications:
    • A minimum of 3 years of successful experience in human resources administration.
    • Previous experience as high school Principal preferred.
    • Create a culture of excellence, professionalism, teamwork and collaboration among the staff, teachers, students and families
    • Effective oral, written, and interpersonal communication skills; Perform written and verbal and presentations as necessary
    • Experience working with diverse internal and external stakeholders
    • Knowledge of best practices in administration, program evaluation and staff supervision.
    • Use of data information systems, data analysis and the formulation of action plans.
    • Knowledge of applicable federal and state laws regarding human resources.
    • Ability to use computer network system and software applications as needed.

    • Maintain emotional control under stress.Limited travel is required.Occasional prolonged and irregular hours.Stand, walk, crouch, and do moderate lifting up to 40 lbs.Use of multimedia equipment and current technology.

    Evaluation
    Performance of this job will be evaluated in accordance with provisions of the Proviso Township High Schools District 209 Board's policy on evaluation of personnel.
