Job Description
The Director of Special Education administers and supervises special education education programming, and coordinates these services with regular education instruction, for students with disabilities and for students at risk of academic failure. The Director oversees section 504 and serves as the District Title IX Coordinator. This position is a full time year round position and the selected candidate will be responsible for leading the special education department ensuring all state and federal laws are followed. The Director of Special Education works closely with other Central Office leaders and serves on multiple teams and committees.

Essential Duties:

1) Administration of Special Education Services

a. Responsible for the development, operation and evaluation of all special education programs and services. Works with principals, special and regular education staff to assure delivery of appropriate services in the least restrictive environment.

b. Develops, coordinates and evaluates BRSU's continuum of special education services, and annually reports on the status of these programs to the superintendent

c. Follows all state and federal special education requirements and timelines

d. Prepares and administers special education budgets, and the disbursement of special education funds

e. Oversees IDEA-B and Early Education grants and Medicaid; completes the annual applications and evaluations for these programs

f. Interprets and applies state and federal regulations that govern special education programs; recommends policies and procedures that are in compliance with state and federal regulations

g. Supervises the recruitment and selection of Student Service Coordinators in compliance with BRSU hiring procedures

h. Evaluates Student Service Coordinators and other select BRSU special education staff on an annual basis, and makes hiring recommendations to the superintendent for the same

i. Supervises the appropriate identification of students in need of special services; supervises the IEP develop process and ensures that IEP services are in compliance with state and federal regulations through frequent program evaluation and proactive participation in state and federal monitoring activities

j. Coordinates services for students with limited English proficiency

k. Identifies and designs staff development programs to enable staff to better meet the provisions of student IEPs;

l. Supervises the organization and maintenance of data concerning all special educations policies, procedures, student records, child count, and compensatory education services in order to meet local, state, and federal reporting requirements

m. Maintains confidential files of special education students in secure file cabinets at the BRSU office. Assures confidentiality of school-based special education files in each building and site

n. Serves as the liaison with outside agencies, administrative and professional groups and governmental entities that are involved with special education

o. Assists building administrators with the improvement, expansion and interfacing of special services programs with the regular learning environment

2) Administrative Responsibilities

a. Coordinates the development, submission, and reporting for state and federal grants and state monitoring requirements

b. Serves on the BRSU Leadership Team

c. Ensures Early Education services and programs are coordinated with other educational services within the Supervisory Union

d. Carries out other duties as assigned by the superintendent

Job Requirements
Qualifications VT Special Education Director educator license (or eligible for license) To perform this job successfully, an individual must be able to perform each essential duty satisfactorily, in addition to the following: Education and Experience Master's degree, or its equivalent, and a minimum of five years of educational experience working with students with disabilities. Language Skills Proficient. Ability to read, analyze, and interpret education periodicals, technical procedures, and governmental regulations. Ability to respond to common inquiries or complaints from parents, regulatory agencies, or members of the community. Ability to write reports, professional correspondence, and procedure manuals. Ability to effectively present information and respond to questions from all stakeholders. Communication & Interpersonal Skills Ability to communicate courteously, efficiently and effectively with a variety of individuals, including colleagues administrators, parents, and representatives of outside organizations. Ability to work cooperatively and effectively with peers, subordinates, supervisors, parents, and outside agencies. Physical Effort and Stress While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to finger, handle, or feel; and talk or hear. The employee is occasionally required to reach with hands and arms; stoop, kneel, or crouch. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Working Conditions While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually quiet to moderate. The BRSU includes school districts in four Vermont counties and three Vermont technical center regions. The BRSU is the second largest Vermont supervisory union with a total area of approximately 460 square miles. In 2018, BRSU districts have a total combined enrollment of 2,200 students.

    A unique feature of the BRSU is that none of its districts operates a high school. All BRSU districts have high school choice. BRSU districts send students to over 30 public and independent high schools with a large number of BRSU students choosing to attend Burr and Burton Academy in Manchester, VT.
