The Construction Supervisor, under the direction of the Assistant Director of Facilities - Construction and Planning or designated manager, coordinates, monitors, and inspects all phases of district building construction, renovation, and maintenance projects, including the review of contract design documents and specifications for the District's Capital Plan and Major Maintenance projects. The construction supervisor also contributes to the district's inspection and assessment efforts.

Qualifications

1. Associates degree in architecture/engineering, construction technology, building science or related field and ten (10) years of related experience in building construction in capacity such as construction supervisor required or a bachelor?s degree in the fields noted above and five (5) years of experience.

2. Ability to read and interpret architectural and engineering drawings, specifications, codes, and other material pertinent to construction.

3. Working knowledge of building components and systems.

4. Knowledge of construction materials, means and methods, and project schedules.

5. Knowledge of applicable International Building Codes, OSHA, NFPA, NEC, Life Safety and hazardous materials.

6. Excellent written, oral communication and computer skills are necessary.

7. Ability to work after hours and on weekends as required to monitor construction projects.

8. Ability to wear/use personal protective equipment as necessary on construction sites.

Essential Job Functions

1. Coordinate, monitor, inspect, and expedite the work of contractors for construction projects.

2. Review contract documents, architectural/engineering drawings, and specifications to obtain familiarity with assigned projects. Provide constructability and district standards conformance reviews of same. Provide comments and recommendations to department staff and project consultants.

3. Review project plans and specifications with District maintenance staff for input and to coordinate work efforts.

4. Act as liaison between architect/engineer, contractors, school administration, custodial and maintenance staff. Maintain productive relationships with project stakeholders.

5. Coordinate construction work with the school custodians and administration, conduct on-site observations and check progress and quality of work. Review and coordinate contractor staging, site safety measures, and logistics.

6. Ensure contract compliance by construction contractors, including the conducting of specified tests, submittals, and installation requirements. Report deficiencies to project lead and architect/engineer.

7. Provide reports on all on-site matters, including third-party inspections, progress, safety concerns, causes for delay. Evaluate requests for changes in the work. Provide recommendations to ensure proper and timely execution of work.

8. Obtain contractor daily logs, maintain job site files and documents, and prepare progress reports.

9. Attend all job site meetings as the district?s representative or in conjunction with the project lead.

10. Receive, record, present for architect/engineer?s approval, and maintain custody of all submittals and material samples.

11. Take periodic photographs of construction work progress and maintain digital documentation for projects.

12. Review and process payment requisitions submitted through the project architect/engineer.

13. Maintain and update project files and close-out documents in the district?s facility and project management software.

14. Coordinate and monitor third-party, governmental agency, and other required building and system inspections. Maintain files and distribute reports.

15. Provide assessments and reports of existing building conditions, components, materials, systems, and equipment.

16. Perform additional duties as assigned by either the Director of Facilities or the Assistant Director of Facilities ? Construction

Additional Job Information

This position is moderately sedentary in nature. The employee will be required to operate a computer system for data entry and complete the necessary paperwork. This position requires moderate physical effort and may be typically subjected to Occupational Health and Safety risks.

Work Environment:
1. Indoors in busy office, working in close proximity to co-workers.

2. Outdoor inspections are required.

3. Frequently required to work at a fast pace.

4. Requires considerable concentration and creativity.

5. Subject to stress caused by a changing environment, diversity in the organization, tight deadlines, and workload.

6. This job description will be reviewed periodically as duties and responsibilities change with business necessity. Essential and marginal job functions are subject to modification.

7. This position requires the individual to stand 10 to 20% and walk 20 to 30% of the workday. Climbing ladders and staircases of varying heights are required while performing on-site inspections and climbing onto roofs.

8. Must maintain a valid Commonwealth of Pennsylvania driver?s license and must maintain a dependable vehicle, including appropriate proof of automobile insurance.
