PRIMARY PURPOSE:
The Assistant Superintendent for Research, Accountability and Testing directs all district activities associated with accountability, research and testing that support a culture of data quality and accountability. This position will direct all Spring ISD accountability, research and testing activities that relate to the collection, reporting, and analysis of data associated with the federal, state and local accountability systems and other areas such as PBMAS and Data Validation Monitoring. Reviews programs and services that result in continuous improvement and the accomplishment of the district's mission, core values, and objectives. Responsible for providing the district and community with accurate and timely information that supports district planning, policy formation, decision-making, and effectiveness efforts. Oversees CTE and College and Career Readiness.

QUALIFICATIONS:
Education/Certification :
  • Masters Degree from an accredited college or university
  • Seven years of research and accountability, education administration or related experience with five of those years in a leadership/supervisory role
Special Knowledge/Skills :
  • Knowledge of Texas Accountability system, the Federal Accountability System, the Texas Assessment system, and other state and federal accountability systems for monitoring district and campus performance.
  • Strong knowledge of research methods, testing and statistical use.
  • Ability to lead, supervise and evaluate the department, programs, compliance, assessment, campus improvement, and research
  • Ability to produce, analyze, interpret and summarize data
  • Ability to interpret and implement policy and procedures
  • Ability to evaluate data, programs and practices and develop short and long term plans based on such
  • Current technology skills that support educational research and analysis
  • Working knowledge of curriculum, instruction and assessment
  • Strong written and verbal communication/presentation skills
  • Excellent organizational and interpersonal skills
  • Ability to resolve problems or conflict, as well as respond to concerns effectively
  • Strong team building, leadership and executive management skills

MAJOR RESPONSIBILITIES AND DUTIES:
  • Plans, directs, and conceptualizes comprehensive planning, evaluation, and research activities;
  • Interprets and applies appropriate laws, policies, and standards that have major impact across divisions / the district;
  • Provides guidance, direction, and management for Research, Accountability and Testing department;
  • Oversees the preparation and submission of essential state and federal data reports;
  • Oversees CTE and College and Career Readiness to ensure that Spring ISD maximizes opportunities of choice for students in alignment with the district's strategic plan.
  • Manages the preparation and dissemination of a broad array of documents and publications;
  • Ensures the integrity of all institutional data collection, analysis and dissemination;
  • Oversees and coordinates the district-wide student testing program that includes local, state and national assessments;
  • Conceptualizes and facilitates the district's long-range, strategic planning process;
  • Assists with planning, directing, supervising and coordinating diverse and comprehensive policy and program analyses and developmental activities at both the district and departmental levels;
  • Advise, confer and meet with the Superintendent, district administrators, school board, staff, and external organizations and researchers on policy issues and official documents and reports;
  • Administer and be responsible for leadership, coordination, professional development, and evaluation of assigned department, including, but not limited to: Assessment, Accountability, Federal Programs, Data Analysis
  • Provide leadership and support for both campus and district teams on the use of assessments, data analysis, and the continuous improvement process
  • Analyze data and associated trends to determine effectiveness of district initiatives and publish findings
  • Provide leadership in the area of data management, analysis, monitoring, and reporting
  • Facilitate school improvement efforts as directed by the State
  • Assist the district and campus administrators in decisions regarding school improvement and accountability to increase student success rates and close the achievement gap
  • Forecast student achievement levels within the accountability system
  • Facilitate communication of federal and state accountability reports and requirements
  • Coordinate the approval of all internal and external research projects
  • Provide for program evaluation
  • Provide stakeholders with access to relevant research and data analysis to drive decision making
  • Lead as process owner of specified components in the Five Year Strategic Plan
  • Monitor, communicate and implement policies established by federal and state law, State Board of Education Rule, the Texas Education Agency, and local Board policy
  • Remain current in research and best practices
  • Report findings of requirements as directed by the Superintendent and/or his designee to the Board of Trustees
  • Perform other duties as assigned

WORKING CONDITIONS:
Prolonged and irregular hours; occasional lifting and carrying of materials (0-20 pounds); occasional district and/or state travel. The district currently has 38 campuses that include 26 prekindergarten through 5th-grade elementary schools, seven 6th- through 8th-grade middle schools and five 9th- through 12th-grade high schools. That number will change soon with the construction of several new facilities – including two middle schools, three ninth-grade centers and a state-of-the-art stadium that will serve the entire district – all funded by a bond referendum approved by voters in 2016.
