  License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Bachelor's degree in related field required.

Experience Qualifications: Ten years of experience in architecture, construction, contract administration, contractor project management and/or field supervision required.

Skills Qualifications: Working knowledge of the building construction industry and the ability to integrate that knowledge into school design and construction; ability to write, advertise, and supervise engineering contracts/specifications as they relate to the operation, maintenance, repair and construction of facilities; ability to communicate effectively both orally and in writing; demonstrated record of successful management and leadership skills; strong interpersonal skills; ability to respond to inquiries and requests from internal and external customers; exceptional project management and problem solving skills; strong analytical skills; ability to analyze existing processes and identify areas for improvement; and the ability to work across functional boundaries and interact with employees at all levels of the organization.

Primary Responsibilities: Direct all activities related to the operations of the Construction and Contracts Engineering Department, including the administration of facility related engineering and construction contracts and providing coordination with other Facilities and Operations departments, local schools, and community services in accordance with the district's mission, vision, and goals.

1. Direct the department coordinators in the oversight of assigned construction projects.
a. Direct the oversight of construction administration for all projects to ensure compliance with contract documents.
b. Monitor the quality of workmanship for all projects.
c. Direct the setup and opening of new schools with the Purchasing and Property Management Department and all other Facilities and Operations departments.
d. Coordinate with local schools on the construction scope of work and explain areas of concern which will conflict with routine school operations.
e. Develop and direct project budgeting and cost accounting tools to monitor project costs to meet budget requirements.
f. Prepare and maintain project cost tracking reports and budgets for review with the Executive Director of Facility Planning and Construction.
g. Develop and maintain historical project cost tools for forecasting costs on future projects.

2. Direct the efficient use of departmental resources.
a. Coordinate the building program with all other Facilities and Operations departments.
b. Oversee the project construction schedule with government agencies as required.
c. Direct plan review of project documents for constructability, cost effectiveness, and adherence to design standards.
d. Direct the completion of construction in a timely manner to provide for orderly scheduled opening of schools.

3. Direct the communication with various parties regarding construction procedures.
a. Coordinate with appropriate public and private agencies as required.
b. Coordinate local school emergency safety procedures in relation to construction activities.

4. Advise other divisions regarding the physical and operational needs of the district in relation to school construction.
a. Coordinate owner furnished items and furnishings for timely delivery and installation to accommodate new school openings.

5. Plan for the contracting and assistance necessary to support the Facilities and Operations Division in the operation, maintenance, repair, and minor construction of facilities.
a. Develop necessary budgets for assigned projects.
b. Develop plans and project schedules for contracts in coordination with various departments within the Facilities and Operations Division.
c. Monitor construction projects for contract compliance, project schedules, budget adherence, and change order management.
d. Establish and administer necessary standards for project design, bidding, and implementation of contracts in support of facility operations that are not part of the SPLOST building program.
e. Establish and administer necessary standards for contract fiscal accountability, contract workmanship and practice, and safety in all contract operations.
f. Direct the procurement and installation of owner furnished items and equipment in new schools and additions.
g. Coordinate, plan, and schedule work projects with the staff of Building Maintenance, Grounds Maintenance, and local schools to ensure work is completed in accordance with project requirements.

6. Direct the design, bidding, and implementation of the necessary facility engineering contracts to support the operation, maintenance, repair, and minor construction of facilities.
a. Oversee appropriate bid and award of contracts.
b. Supervise direct reports in the execution of projects.
c. Supervise procedure for internal management of contracts through other departments within the Facilities and Operations Division.
d. Manage and track database of Electronic Work Order (EWR) requests from inception to completion and close-out.

7. Maintain communication with customers and contractors.
a. Work with other departments and local schools to resolve conflicts.
b. Administer appropriate procedures for communicating needs and services rendered with local schools and the internal department of the division.

8. Oversee all divisional funded athletic facility improvements and major maintenance projects.
a. Bid and award projects to outsourced contractors.
b. Monitor construction of projects to ensure the successful project completions.

9. Perform supervisory duties and provide staff development opportunities.
a. Assign and delegate projects within assigned areas of responsibility.
b. Manage daily operations of the Construction and Contracts Engineering Department to maintain effectiveness of department personnel.
c. Monitor performance of the department and assigned projects to ensure timely completion and high value of work to division and school staff.

10. Direct the continuous improvement efforts for all departmental processes.

11. Perform other duties as assigned.
