    Technical Assistant Personnel - Temporary

    The Superintendent invites qualified and interested persons to apply for the position of Technical Assistant Personnel - Temporary within the Office of Human Resource Services.

    This title is governed by the New Jersey Civil Service Commission (NJCSC). Note that the exam application period for this title has opened and closed. If a candidate is hired for this position, the candidate's appointment will be temporary pending the issuance of the NJCSC Certification List for this title.

    DEFINITION: Under the general direction of a supervisory official in a personnel office, supervises a subordinate unit in the performance of complex technical duties and/or performs paraprofessional responsibilities for prescribed technical projects or programs requiring the independent application of Department of Personnel and Department of the Treasury rules, regulations, policies, and procedures to varying situations; does other related duties as required.

    QUALIFICATIONS
    1. Completion of sixty (60) semester hour credits from an accredited college or university.
    2. Two (2) years of experience in technical, clerical personnel work involving the application of procedural rules, regulations, policies, and procedures.
    3. Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
    NOTE: Applicants who do not possess the required education may substitute additional experience as indicated above on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

    RESPONSIBILITIES
    1. Performs complex technical duties in compliance with appropriate rules, regulations, policies and procedures as issued by the Department of Personnel, the Department of the Treasury, and the individual department.
    2. Supervises and instructs subordinates in the appropriate application of specific rules, regulations, policies, and procedures to varying situations in the unit.
    3. Independently consults with representatives of the Department of Personnel, the Department of the Treasury, and other outside agencies to exchange information, discuss unusual problems, and develop solutions.
    4. Independently determines the appropriate application of specific rules, regulations, policies, and procedures to varying situations in the unit.
    5. Works with, counsels, and instructs department employees and managers as required.
    6. Keeps the Bureau Chief and/or management informed of relevant deadlines, changes in rules and regulations, and related pertinent information.
    7. Organizes assigned supervisory personnel and/or payroll work, analyzes unit problems, and develops effective work methods.
    8. Develops suitable procedures and routines for personnel and/or payroll work of the unit in accord with established regulations and makes revisions in operating methods as may be required.
    9. Supervises the preparation of personnel and/or payroll forms with responsibility for ensuring that all pertinent information has been included and is accurate; ensures that all rules, regulations, and procedures are adhered to; supervises the maintenance of copies that are pending Personnel and/or Treasury approval; supervises distribution of appropriate approval copies.
    10. Personally prepares various personnel transaction forms which require extensive analysis; acquires a comprehensive knowledge of Department of Personnel rules, regulations, policies and procedures and unusual applications.
    11. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
    12. Ensures the accuracy of the posting of all personnel actions on employee and/or positions cards, including reclassifications, changes in employee and position status, promotions, demotions, leave of absence, and so forth.
    13. Aids employees in completing and processing forms and applications relating to retirement, insurance, payroll deductions, and record changes.
    14. Works with all parties concerned (hospital, doctor, employee, and supervisory) on Workmen's Compensation and SLI cases in accord with established procedures.
    15. Administers the State Awards Program for the Department for suggestions, service, retirement, and heroism. Keeps up-to-date on the Performance Assessment Review (PAR) program and administers the Employee Health Benefits Program.
    16. Supervises the referral of applications to appropriate operating agencies or the filing of them for future consideration.
    17. Participates in the orientation of new employees providing information about salary, benefits, hours of work, leave allowances, location of employee services, and other general information relating to the agency.
    18. Supervises the preparation of probationary reports and accompanying personnel transaction forms as required.
    19. Supervises the establishment and maintenance of a file of Department of Personnel specifications for use of agency personnel.
    20. Supervises and/or performs the preparation of the list of promotional eligible employees for each examination, the review of each application for completeness, and the determination of the eligibility of each applicant; ensures the confidentiality of examination results and other records, and the preparation of promotional lists for certification.
    21. Supervises the checking of the existence of applicable open competitive lists when requests to fill vacancies are received; the notification to eligibles of certification and requests for a response in writing; coordinates interviews with eligibles; disposes of certifications and sends appropriate records to Personnel.
    22. Supervises the processing of job vacancy posting requests, preparation of job posting forms, distribution of forms to appropriate divisions, regions, and unions, and posting of forms on appropriate bulletin boards.
    23. Provides technical support in researching, designing, coordinating, scheduling, conducting and evaluating training programs and related functions.
    24. Keeps abreast of changes in rules and regulations and ensures their implementation.
    25. Drafts complex correspondence relating to the work of the unit.
    26. Supervises the establishment and maintenance of essential records and files and ensures their confidentiality.
    27. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

    KNOWLEDGE AND ABILITIES
    1. Knowledge of general office and clerical procedures.
    2. Knowledge of Department of Personnel and Treasury rules as they pertain to the work of the unit including labor agreements after a period of training.
    3. Knowledge of the rules and regulations of the Department of Personnel and the Department of the Treasury concerning salary increments, bonuses, and authorized deductions after a period of training.
    4. Ability to comprehend, interpret, and apply rules and regulations in accord with established intricate procedures and policies of the individual unit.
    5. Ability to comprehend personnel problems, organize assigned supervisory and other work and develop effective work methods.
    6. Ability to instruct, assign, and supervise subordinate employees and to devise and implement work schedules and procedures to meet the needs of various assignments.
    7. Ability to supervise the preparation and checking of varied arithmetic calculations.
    8. Ability to supervise the preparation of detailed, highly complex, technical, and confidential forms and correspondence.
    9. Ability to deal effectively with associates and employees of various outside agencies.
    10. Ability to devise and implement work schedules and procedures to meet the needs of various assignments.
    11. Ability to supervise the use of applicable forms and to supervise the performance of detailed and highly complex technical work of varied nature.
    12. Ability to accurately prepare detailed and complex forms and documents.
    13. Ability to assist prospective and new employees in the completion of required forms.
    14. Ability to supervise the maintenance and confidentiality of essential records and files.
    15. Ability to comprehend complex changes in rules and regulations and apply them effectively.
    16. Ability to effectively convey information and/or advise department employees on the pertinent aspect of the personnel function.
    17. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
    18. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
