    SENIOR PROGRAM ANALYST
    Office of Deputy Superintendent

    The Superintendent invites qualified and interested persons to apply for the position of Senior Program Analyst in the Office of Deputy Superintendent.

    This title is governed by the New Jersey Civil Service Commission; meaning that if you are the successful candidate for this position, you will be placed as a provisional employee. At a later date you will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.

    DEFINITION
    Under direction, takes the lead over one or more program analysts; analyzes and evaluates the effectiveness of current or projected operating programs; provides information and advice to management; may participate with setting program goals and objectives and in developing programs and procedures; does other related duties.

    QUALIFICATIONS
    Graduation from an accredited college or university with a Bachelor's degree (Information Technology or related field preferred).
    Two (2) years of experience in the review, analysis and evaluation, of operating programs in an agency or organization.
    Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
    NOTE: Applicants who do not meet the above education requirement may substitute additional experience as indicated below on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

    NOTE: This title is intended to classify positions responsible for the evaluation of operating programs, not computer programs. Experience in the analysis of computer programs cannot be considered toward meeting the experience requirement.

    RESPONSIBILITIES
    1. Takes the lead over one or more program analysts.
    2. Collects and evaluates information.
    3. Conducts site visits.
    4. Reviews program records and expenditures.
    5. Analyzes and evaluates proposed or established programs, program objectives, policies, procedures, progress, utilization of available resources, and other related matters.
    6. Identifies actual or potential problem areas, trends, significant program accomplishments, or deficiencies and similar factors.
    7. Recommends changes in program objectives, procedures, operations, and resource utilization.
    8. Evaluates alternative or corrective actions on organizational programs.
    9. Participants in the development and implementation of programs and procedures.
    10. Establishes and maintains records and files.
    11. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

    KNOWLEDGE AND ABILITIES
    1. Experience in creating, editing and trouble-shooting coding language (preferred).
    2. Experience reviewing, analyzing and evaluating data in excel (preferred).
    3. Experience with R, python or other relevant coding languages (preferred).
    4. Knowledge of the methods used to gather and analyst data.
    5. Knowledge of methods used to conduct research, analyses and evaluations.
    6. Knowledge of the factors to be considered in review and evaluation of operational programs.
    7. Knowledge of methods used to develop and recommend program objectives and allocate of program resources.
    8. Ability to collect and analyze data.
    9. Ability to conduct studies and evaluate results.
    10. Ability to review and evaluate operational programs and activities.
    11. Ability to identify problems and develop solutions.
    12. Ability to provide assignments and instructions to employees and review work performance.
    13. Ability to establish records and files.
    14. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
    15. Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position. American Sign Language or Braille may also be considered as acceptable forms of communication.

    SALARY, TERMS & AFFLIATIONS
    Salary: $70,000 to $89,000
    Employment Period: Twelve (12) Months
    Union Affiliation: Local 32
