    Principal Personnel Technician

    The Superintendent invites qualified and interested persons to apply for the position of Principal Personnel Technician within the Office of Human Resource Services.

    This title is governed by the New Jersey Civil Service Commission; meaning that if you are the successful candidate for this position, you will be placed as a provisional employee. At a later date you will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.

    DEFINITION: Under direction, performs highly responsible technical duties in all phases of personnel work, conducts investigations or procedures, complaints, grievances, and other personnel matters and may supervise other personnel technicians; does other related duties.

    QUALIFICATIONS AND REQUIREMENTS

    1. Graduation from an accredited college or university with a Bachelor's degree.
    2. Applicants who do not meet the above education requirement may substitute additional experience as described below on a year-for-year basis, with thirty (30) semester hour credits being equal to one (1) year of experience.
    3. Three (3) years of technical experience in personnel work which shall have included classification, compensation, benefits, administration, testing, interviewing and/or related functions.
    4. Experience gained in a clerical, technical or paraprofessional level personnel title is not acceptable in meeting the experience requirement.
    5. Possession of a Master's degree in Personnel Administration, Applied Psychology, or other related field may be substituted for one (1) year of the above experience.
    6. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the duties of the position.

    BASIC FUNCTIONS AND RESPONSIBILITIES

    1. Performs highly responsible field investigations of procedures, complaints, grievances, and other personnel matters.
    2. Interviews employees and applicants for positions.
    3. Conducts exit interviews.
    4. Carries out confidential investigations.
    5. Assists in administering the employee performance rating program.
    6. Assists in the development and carrying out of training programs and methods.
    7. Prepares reports and correspondence in connection with personnel work.
    8. Processes Civil Service Commission action forms.
    9. Processes social security applications.
    10. Acts as social security liaison and prepares social security quarterly and supplementary reports of contribution.
    11. Assists employees in pension procedures.
    12. Contacts the Civil Service Commission for discussion of mutual problems.
    13. Prepares job specifications.
    14. Interprets Civil Service Commission rules and regulations affecting employees.
    15. Processes Civil Service Commission position certifications.
    16. Conducts desk audits and other reviews of existing positions and groups of positions to determine the scope and character of duties and responsibilities and existing organization relationships.
    17. Gives appropriate assignments and instructions to technical and clerical employees.
    18. Maintains records and files.
    19. Prepares and reviews organization charts.
    20. Ascertains and records duties, responsibilities, and organization relationships in reference to proposed changes in the structure of units within the agency or jurisdiction.
    21. Collects, analyzes, and tabulates payroll data.
    22. Prepares and/or revises salary plans.
    23. Represents supervisor in conducting departmental hearings as may be required.
    24. May recommend the hiring, firing, promotion and disciplining of employees.
    25. May coordinate activities of personnel unit or other personnel technicians.
    26. May provide instruction and assign tasks to other personnel technicians.
    27. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

    KNOWLEDGE AND ABILITIES

    1. Knowledge of the fundamental principles of position classification and their application to specific situations.
    2. Knowledge of the laws of New Jersey and the regulations of the Civil Service Commission relating to the varied types of personnel actions and of social security regulations and procedures after a period of training.
    3. Ability to organize assigned technical tasks and interpret basic law and regulations.
    4. Ability to communicate effectively both orally and in writing with employees and public officials.
    5. Ability to prepare detailed correspondence.
    6. Ability to prepare clear, sound, accurate, and informative statistical and other reports on personnel transactions and problems containing findings, conclusions, and recommendations.
    7. Ability to maintain essential records and files.
    8. Ability to provide assignments and instructions to lower level employees.
    9. Ability to supervise and evaluate the performance of lower level employees.
    10. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
    11. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

    SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION
    1. Salary: $76,039 - $99,406
    2. Employment Period: Twelve (12) Months
    3. Union Affiliation: Local 32
