Under the supervision and direction of the Fiscal manager, Executive Director of Early Childhood, the Senior Program Officer of Early Intervention, the Fiscal Analyst is responsible for ensuring that the School District complies with the financial requirements of all state, federal and local funding sources within the required timelines for the Early Childhood and Early Intervention Programs.

Support Exempt Level 3 (Starting at $58,503)

Qualifications

Candidates must be enthusiastic about the fundamental goal of advancing student achievement in an urban public school district. Candidates must be comfortable working on a team committed to better meeting the needs of our student population. In addition, we are seeking candidates with:
- Bachelor?s degree in Business Management/Accounting or 3-5 years of related work experience
- Experience working with a knowledge of state and federal funding regulations in Early Childhood
- Experience using PA e-grants System
- Experience using Head Start Enterprise System and GrantSolutions
- Knowledge of accounting practices
- Extensive experience working with large data sets and an aptitude for data
- Capacity to solve complex problems, to manage multiple priorities, and coordinate project management efforts.
- Must be able to work non-traditional hours as needed, including evenings and weekends
- Ability to cultivate relationships, work independently and collaboratively as a team player, under pressure with multiple competing deadlines, and with culturally, educationally, and racially diverse internal and external customers.
- Excellent verbal and written communication skills
- Demonstrated proficiency in MS Word, Excel, Outlook, and PowerPoint (Proficient in Munis and ChildPlus preferred)

Additional Job Information

The Fiscal Analyst?s responsibilities include:
1. Collect, review, and submit documentation for purchasing card expenditures in Munis

2. Prepare projections for multiple budgets and alert supervisors of surpluses and deficits

3. Collect documentation for Time and Effort and Reports

4. Collect budgets, signed contracts, and final expenditure reports from agencies receiving Early Intervention pass through funds, and process payments to those agencies

5. Prepare report templates (budget and final expenditure) for Early Head Start partners, and review those reports to ensure fiscal regulations are followed

6. Send contractual, travel, and supply information for quarterly and annual reports to Medicaid Reimbursement Office

7. Document Non-Federal share for multiple grants

8. Monitor position control report for accuracy to ensure FTEs are properly allocated and report discrepancies to Budget Office

9. Review outstanding encumbrance reports in Munis, and ensure payments to vendors are completed before final expenditure reports are due

10. Assist with the preparation of Early Childhood and Early Intervention budgets in accordance with State, Federal and local regulations

11. Assist with the preparation of monthly, quarterly, and final financial reports to granting agencies for Early Childhood and Early Intervention funds (Federal, State, and local governments and private foundations)

12. Assist with processing requisitions

13. Assist with Federal and State, Local, and internal audits

14. Assist with the collection of Early Intervention activity fees

15. Attend Policy Council meetings and other meetings as necessary

16. Assist with cash flow management as needed

17. Prepare and submit budget transfers as needed

18. Submit payroll sessions in Munis as needed

19. Respond to inquiries from the Fiscal Manager, Executive Director, Senior Program Officer other administrators, and appropriate departments in the School District as needed

20. Perform other job related duties or responsibilities as assigned by the Fiscal Manager, Executive Director, and Senior Program Officer
