Job Description
Job Title: Operations Manager
Location: Central Office
Job Group: Non-Union Support Staff
Pay Level: Exempt, Grade 11
Reports To: Finance Director
Summary: Assists the Finance Director in the supervision of assigned departments and special projects. Provides
general administration for operational functions such as the purchase and bid process, safety and security, and
district telephony systems. Functions as a liaison between the district and vendors, consultants, and agencies.
Works in a highly visible office dealing frequently with confidential communications and information.
Essential Duties and Responsibilities (other duties may be assigned):
1. Supervises and provides support to the Transportation supervisor by:
a. Ensuring that the appropriate staffing, assignment of trip and regular routes, and staff on-boarding occurs.
b. Providing relevant training annually; maintains documentation as required.
c. Conducting Annual clearinghouse drug and alcohol license checks for drivers.
d. Completing Quarterly International Fuel Tax Association (IFTA) Fuel Tax Reports and requests for IFTA
decals for qualified buses.
e. Completing bi-annual reimbursable mileage reports for vocational tech travel.
f. Communicating district bus routes to the school community in timely and appropriate ways.
g. Works with the Transportation Manager to resolve staff, parent and student concerns.
2. Facilitates the District Crisis Management Planning and implementation by:
a. Maintaining the District's Emergency Management and Response Plan and associated records such as:
emergency procedures/protocols, contact numbers, and crisis team membership and website.
b. Scheduling and preparing for periodic joint City/District Public Safety Committee and Crisis Team meetings.
Develops agendas, practice scenarios/training materials, communications, and evaluations of progress,
and makes recommendations for changes for each District location. May conduct crisis training meetings
in the absence of the Superintendent/administration.
c. Reviewing, evaluating, and recommending to the administration the implementation of safety improvements
identified from safety audits, course work with the Vermont State Crisis Planning Team, and best practice.
d. Preparing information for new hire onboarding and community members as needed.
e. Serving as a District liaison to the South Burlington Police Department on emergency response planning.
f. Maintaining the VSBIT Safety Grant and actively searches for annual funding sources.
g. Serves as a member of the Superintendent's Crisis/Emergency Response Team and carries out
assignments as directed.
h. Maintaining the District's Emergency Management webpage.
3. Oversees the District Safety and Security Program by:
a. Evaluating, establishing and maintaining security protocols for each district location.
b. Co-supervising security personnel at assigned locations.
c. Maintaining access to security camera systems. Works with local law enforcement agencies as
appropriate.
d. Acts as the conduit for Freedom of Information Act requests and responses.
e. Coordinates a plan for the purchase and maintenance of Automated External Defibrillator (AED)
4. Oversees the district's telephony network and related equipment by:
a. Coordinating with third-party vendors for upgrades, repairs, and replacements and filing support work order
requests for repairs and moves for telecommunications, paging systems and cellular devices.
b. Issuing district telephone numbers, voicemail, cellular equipment and radios.
c. Maintaining accurate records for E911 and providing appropriate training.
d. Programming equipment and troubleshooting equipment concerns, as necessary.
e. Coordinating with the district E-rate consultant to apply for available grant funding (i.e., E911
telecommunications and ECF for remote services), managing contracts for Direct Lines (Fire Alarms,
Failover, Panic buttons and elevators), and E-rate filing with USAC (Category I and II).
5. Coordinates the district's bidding and purchase processes:
a. Ensuring compliance with federal and state requirements for bid processes.
b. Preparing bid documents and advertising, scheduling bid openings, notifying vendors of bid process and
results, and preparing recommendation for the school board.
c. Maintaining purchasing contracts/agreements, invoices and files. Monitoring contracts/invoices for furniture,
copiers, printers, telephony and telecommunications.
d. Monitoring purchases of furniture and carpet to ensure compliance with safety and fire rating requirements.
e. Maintaining the order form for personal protective equipment (PPE). Coordinates with facilities for PPE
orders and deliveries to district locations.
6. Assists the Finance Director with special projects such as, but not limited to:
a. Preparing the annual school-city budget book in collaboration with city officials and assists in the publication
of school budget information.
b. Serving as the Project Coordinator for financial services software upgrades and implementations.
c. Coordinating with Facilities Director and Nutritional Services Director with special projects and functions.
d. Providing supervision to support persons, as assigned.
7. May perform other duties as assigned.
Supervisory Responsibilities: Responsible for the overall direction, coordination, and evaluation of assigned
employee(s). Carries out supervisory responsibilities in accordance with the District's policies and applicable laws.
Supervisory responsibilities include interviewing, hiring, training; planning, assigning, and directing work; appraising
performance; rewarding and disciplining employees; addressing complaints; and resolving problems. Regular
attendance in accordance with established work schedule. Demonstrated ongoing commitment to workplace diversity,

Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential

Education and/or Experience: A Bachelor's degree preferred. An Associate's degree or the equivalent
combination of four years of school and work experience required in the area of accounting, project/crisis
management, or administrative work. Knowledge of telephone systems, purchasing, and crisis planning is preferred.
Licenses and/or Certificates: Certified in Introduction to Incident Command System - IS-00100. b. Certified in First
Aid/AED & CPR
Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, regulations, architectural contracts (AIA documents), and procedure manuals. Ability to develop and
write routine correspondence. Ability to communicate clearly and concisely, both orally and in writing is essential.
Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic math and algebra.
Reasoning Skills: Ability to apply common sense understanding to carry out instructions furnished in written, oral
or diagram form. Demonstrated ability to deal with problems involving several variables in situations with limited
standardization.
Other Skills and Abilities: Demonstrated skill with Microsoft Office products, including spreadsheets, the internet,
Google, and data base applications is required. Effective organization skills and the ability to manage multiple tasks
in a fast pace environment is essential. Knowledge of state education bid requirements and practice.
Must possess the ability to work well both independently and as a member of a team. Must demonstrate knowledge
of FERPA, student privacy and basic tenets of confidentiality.

While performing the duties of this job, the employee is regularly required to remain stationary, talk, see, and hear.
The employee is frequently required to move from location to location and operate computers, office equipment and

Specific vision abilities required by this job include close vision, distant vision, and depth perception. Position
requires a calm and friendly approach to manage a constant flow of interruptions from walk-ins, phones, and emails.

The noise level in the work environment is usually moderate. Work performed is generally performed in an office
setting, however, occasional travel to other work locations may be required. The position demands meeting
deadlines with severe time constraints.
