Under the direction of the Senior Program Officer - Early Inntervention the Program Officer - Early Intervention is responsible for the coordination, long range planning and managing of the day-to-day operations of the Early Intervention program. The Early Intervention program has approximately 80 staff serving 1600 preschool children with disabilities in several hundred sites within the city of Pittsburgh. The Program Officer is responsible for program compliance monitoring and the supervision and rating of direct service, contract staff and central office staff.

Qualifications

Candidates must be committed to continuous improvement with the fundamental goal of advancing student achievement in an urban public school district. Candidates must be comfortable working on a team committed to better meeting the needs of our student population. In addition, we are seeking candidates with:

- Master's degree + 10 years of experience in management and supervision required

- Pennsylvania Department of Education Early Childhood or Special Education Certification

- Supervisory or Principal Certification required (Special Education preferred)

- A Pennsylvania Department of Education (PDE) issued supervisor of pupil services certificate (or equivalent). Candidates without this certification must complete the necessary steps to acquire the certification within 1 year of their start date.

-Strong understanding of Early Intervention regulations and school code.

-Experience conducting staff evaluation processes and collaborating with staff in leadership positions.

-Demonstrated ability to supervise staff, lead teams, and work collaboratively with school leaders, school staff and other district stakeholders.

-Working knowledge and experience with supporting underrepresented students.

- Must have a valid PA driver's license and the ability to travel form school to school frequently.

- Ability to exercise a high degree of confidentiality, professionalism, poise, tact, and diplomacy to accomplish objectives.

--Ability to cultivate relationships, work independently and collaboratively as a team player, under pressure with multiple competing deadlines, and with culturally, educationally, and racially diverse internal and external customers

- A capacity to solve problems, conflict manage, and to stay organized and manage multiple priorities.

- Excellent verbal and written communication skills.

-Demonstrated proficiency in MS Excel, PowerPoint, Outlook, and Word (State PELICAN system preferred)

Essential Job Functions

1. Oversees the day-to-day program operations; supervises the administration of Early Intervention services for preschoolers with disabilities under the Individuals with Disabilities Education Act (IDEA) and School Code, Chapter 14.

2. Stays abreast of knowledge regarding Individualized Education Plan (IEP) processes, paperwork review and legal mandates surrounding Early Intervention.

3. Functions as LEA (Local Education Agent) to secure proper services and resources for students.

4. Coordinates the process and procedures for screening, referral, evaluation, placement, review, and transfer of Early Intervention students.

5. Directs the IEP process and conducts parent meetings. Provides conflict resolution for parent and staff issues.

6.Organizes and supports district, state and federal audits and reviews.

7. Implements the district?s evaluation system; evaluates teachers, therapists, contracted workers, and central office staff.

8. Supervises EI classrooms.

9. Manages APS (Approved Private School) placement processes.

10. Assists with management of PELICAN state data system.

11. Serves as a local liaison with parents and parent organizations such as, LICC (Local Inter-agency Co Coordinating Council) and SICC (State Interagency Coordinating Council).

12. Resolves conflicts and negotiates with others by handling complaints, settling disputes, and resolving grievances and conflicts, or otherwise negotiating with others.

13. Provides documentation and any other data requested by Office of Child Development and Early Learning (OCDEL) or District administration.

14.Oversees student progress monitoring process and data collection.

15.Develops and maintains a cohesive working relationship with parents, other stakeholders, staff, and principals.

16. Coordinates Transition to Kindergarten (T-K) transition process, as well as, Infant-Toddler transition, assuring for a smooth and seamless process.

17. Conducts professional development for staff regarding relevant special education topics.

18. Attends any district and OCDEL meetings as deemed necessary.

19. Provides managerial oversight of summer programming.

20. Assists with Medical Assistance billing system processes.

21.Screens and interview candidates to ensure that programs are staffed with qualified individuals while partnering with the Human Resources department in recruiting matters.

22.Participate in departmental, team, and individual planning and goal setting.

23.Communicate effectively and confidentially at all levels. over the phone, face-to-face, and electronically.

24. Other relevant duties as assigned by supervisor in support of the Departments goals and objectives and the District?s mission and strategic plan.
