CLASS TITLE : Teacher - Infants and Toddlers Program (ITP) (12-month)

REPORTS TO : Infants and Toddlers Team Leader

DEFINITION : To provide special instruction services to children from birth to 3 years of age and their families. Performs other duties as assigned.

EXAMPLES OF DUTIES :

Provides special instruction/evaluation services to children in a variety of natural environment settings including but not exclusive to homes and childcare settings.

Plans and provides for appropriate learning experiences for children and families based on needs and concerns identified on the Individualized Family Service Plan (IFSP).

Serves as an ITP service coordinator conducting 6-month and annual reviews, helping the family access program resources and other community resources based on identified needs, and facilitating transition activities.

Monitors and evaluates child/family outcomes based on needs and priorities as defined by the IFSP.

Communicates and interacts with children, parents, staff, and community representatives.

Conducts developmental and educational assessments of children, including entry and exit assessments.

Maintains appropriate records and follows required procedures and practices in compliance with COMAR, IDEA, and Baltimore County ITP policies and procedures.

Collaborates with childcare teachers and other members of the child's early intervention team from the school system and from other public and private partners.

Complies with ITP requirements to document child and family progress and completes appropriate documentation for Medical Assistance billing for service coordination and statewide database.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS :
Education, Training and Experience :
Possession of a bachelor's degree in early childhood special education or early childhood education. Experience with early childhood population.
Possession of a bachelor's degree in education may be considered with additional experience with early childhood population.

Licenses and Certificates:
Possession of, or eligibility for, a Maryland Professional certificate with an endorsement in special education birth - grade 3.

Knowledge, Skills, and Abilities :
Thorough knowledge of IDEA Part C guidelines.
Demonstration of outstanding oral and written communication skills.
Demonstration of expertise and experience in early childhood assessment (birth to five) and early childhood education.
Demonstration of strong human relations, communication, and organizational skills.
Demonstration of strong computer/technology skills.
Ability to properly maintain confidential information

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
Although the work of this class is generally sedentary and performed in an office environment, some of the essential duties require traveling to a variety of community settings including homes. The work also includes the operation of office equipment, including personal computers, and occasional limited physical activities.

CONDITIONS OF EMPLOYMENT
On occasion the work requires a flexible work schedule to meet the scheduling needs of families and other community programs.

  • A copy of your MARYLAND IN-SERVICE COURSE SLIPS. (if applicable)

Pre-Employment Requirements :
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $106. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
