ERSEA & Family Partnership Associate Manager is responsible for the administration and ongoing monitoring of the Head Start eligibility, recruitment, selection, enrollment & attendance (ERSEA) system of MPS Head Start Program to ensure compliance with the Head Start Federal Performance Standards. The direct supervision of Family Partnership Associate to assure enrolled Head Start family receives the support and services required by the performance standards.

Salary: $70,406 - $101,449 (260 days)

Qualifications

  • Master's degree in Education or related field is required.
  • Three years fully certified (5 year license) teaching experience in an early childhood environment.
  • Valid Department of Public Instruction Director of Instruction license (#10) or the ability to obtain with two years.
  • Supervisory experience preferred.


Responsibilities

  • In collaboration with other MPS Head Start Managers and Support Staff, implements a process for ongoing monitoring, including site visits and home visits, to assure each enrolled family receive the support and services required by the Head Start Performance Standards. This would also include implementing a process for ensuring family needs are assessed, and that all identified family concerns receive appropriate follow up for resolution.
  • Works with Family Partnership Associates to facilitate the enrollment process for Head Start students and families.
  • Reviews and analyzes children and family records to assure that they are up to date, accurate and appropriately documented. Collects, prepares, reviews and analyzes records and other data for the purpose of monitoring, planning, evaluating and implementing procedures to improve services to family and children in Head Start.
  • Interprets the Head Start Performance Standards and Federal Regulation for the development and implementation of policies and procedures for ERSEA to ensure eligibility, recruitment, selection, enrollment and attendance of Head Start students are in compliance with Performance Standards. This is done by: Meeting and maintaining 100% funded enrollment of 1,026 Head Start families/children. Oversee and coordinate recruitment activities for Head Start enrollment i.e. WIC Sites, health clinics, W2 Offices. Coordinate and facilitate Head Start enrollment periods in collaboration with the MPS department of Parent and Student Services enrollment periods. Review all enrollment documentation to determine age and income eligibility in accordance with Head Start Performance Standards and Federal Regulations.
  • Facilitates weekly staff meetings with Family Partnership Associates.
  • Ensures quality services to families by; Monitoring Family Partnership Associates case management tracking systems to ensure service delivery to meet family needs. Monitor the referral tracking systems for all family referrals and follow ups for Head Start Families.
  • Provide direct supervision and evaluation for Family Partnership Associates including facilitating and providing ongoing training to Family Partnership Associates on the ERSEA requirements.
  • Manages the Head Start Data Base by the use of the MPS ESIS system.
  • Collaborates with various other MPS Departments and/or Divisions, i.e. Department of Student Services.
  • Monitors FPA's progress in carrying out their daily job responsibilities including but not limited to obtaining student health information and health follow ups monitoring student daily attendance. Observe, providing feedback and evaluate Family Partnership Associates.
  • Actively supports the MPS Strategic Plan.
  • Performs other duties as assigned.
