PURPOSE OF JOB: The Executive Director of Student Support Services provides oversight and leadership across the Kansas City Public Schools (KCPS) in regards to Student Support, Mental and Physical Health, Student Discipline, Students in Transition, Nursing, and Medicaid Reimbursement and the Trauma Sensitive Schools Initiative (TSSI) to create and maintain systems that promote overall student wellness and improve student achievement.

The Executive Director oversees multiple departments and offices who provide support to students implementing systems and programs that impact the social and emotional wellness of students and families. The Executive Director is accountable for improving overall student achievement, decreasing student discipline rates, increasing student attendance, and increasing graduation rates. Through the effective oversight and management of the assigned areas: Improve KCPS District culture that promotes Trauma Sensitive Practices throughout all systems; Promote and create systems that focus on prevention and overall student wellness; and Maintain strengths-base, student-centered framework to build up protective factors to support social and emotional wellness for students and families. Create and promote a culturally responsive environment of responsibility, safety, trust, and collaboration between district staff, families, and community leaders in support of students' socio-emotional wellness and success. Provide assistance and support to the Deputy Superintendent in development, implementation, and evaluation of the Division of Student Support programs, procedures, and policies, weaving in trauma-sensitive language throughout all systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following
  • Develops and oversees policies, procedural development, systems services, and programs relating to Physical/Mental Health, Discipline, Medicaid, and Trauma Sensitive Systems impacting departments and campuses across the district that interact with families and the student population ensuring conformity in practice and understanding as well as consistency in application.
  • Manages and evaluates Physical/Mental Health, Discipline, and Medicaid staff and other Student Support staff to implement, maintain, modify all programs related to physical/mental health, discipline, Medicaid, and trauma-sensitive schools by determining objectives, monitoring progress weekly, redirecting work efforts and focus as needed retraining staff when necessary to increase the effectiveness of the programs.
  • Oversees the operation of the following departments/offices: Nursing Department, Mental Health Department, Medicaid Office, Discipline Office, Students in Transition, and Plaza Communitaria Programs to ensure effective support for KCPS students and families.
  • Provides coordination and support for the following subsets of personnel and programs as needed: Homeless, school health, and medically trained professionals Counselors, School Counseling, School Safety, Behavior Interventionist, family and community liaisons, and dropout prevention specialists.
  • Ensures culturally responsive and effective internal and external referral systems and communication systems are created and used by staff to provide families with effective access to assistance. Reviews referral systems effectiveness annually and adjust accordingly, determining rates of usage when possible and measuring whether the system fosters resilience and impacts academic achievement
  • Assesses the overall effectiveness of TSSI efforts by creating, monitoring, reviewing, and analyzing reports as well as community and district feedback; plans and adjust programs according to school system goals and service needs
  • Seek and secure outside funding from local, state, and national organizations to develop and maintain district programs and initiatives related to Trauma Sensitive Schools, behavioral health, and socioemotional supports/programs.
  • Provide leadership and direction in the use of school and community resources that will enable KCPS to build strong, effective, and collaborative partnerships to enhance student success.
  • Create effective, culturally responsive programs and systems that support KCPS students and families by providing information, educating on systems, and create mechanisms for effective referral assistance.
  • Serves as district point of contact on Physical and Mental Health matters requiring partnership including legal, local, state and other government entities to ensure all students receive appropriate protection and treatment, manage all behavioral health contracts and partnerships.
  • Manages and ensures the implementation for physical and mental health training and processes on person-centered services /treatment involving all support systems identified by the student to increase family participation and understanding to promote safety and trustworthiness
  • Provides clinical supervision and managerial oversight of assigned departments and related programming
  • Manages and ensures that the all assigned staff/departments provide services in a culturally sensitive manner that is appropriate for the students' age; demonstrate knowledge and skills necessary to meet the student's physical, psychosocial, and educational, promoting the overall safety of the
  • Oversees Division of Student Support Services,
  • Collaborates with local and state agencies to stay abreast of policies and best practices related to overall student wellness.
  • Co-creates, co-facilitates and consults with partnering organizations to provide training and education in the development of their programming, policies, and procedures related to Trauma-Informed Care to effectively meet the needs of KCPS students, using clinical experience and knowledge
  • Advises KCPS Leadership, the School Board, and School Leadership on procedures and protocols related to physical/mental health, discipline, Medicaid, and trauma-informed care and recommends changes where appropriate.
  • ED consults with KCPS divisions, departments, and schools on the development and implementation of effective behavioral health models and support systems.
  • Oversees and manages budgets of all assigned departments and offices, monitoring all expenditures and ensures adherence to administrative procedures; plans and secures financial resources (philanthropic, grants, Medicaid billing, etc.) to sustain program implementation and growth.
  • Creates short and long-range goals for the physical/mental health/trauma-informed program that aligns with the districts' academic mandates, culture, and Superintendent's Strategic Plan goals.
  • Oversees fundraising activities related to the promotion of physical/mental health/trauma-informed care where appropriate

    REQUIRED QUALIFICATIONS:
    • Master's degree in Counseling, Psychology, Social Work, Family Therapy or closely related field
    • Missouri Licensed as Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Counselor (LPC)
    • Five (5) years' experience in clinically supervising master's level and bachelor level staff
    • Five (5) years' experience working with youth and families with a high prevalence of trauma/mental health needs.
    • Experience working within a school system and local, state social service systems
    • Knowledge of psychiatric terminology and the process of psychiatric diagnosis and the latest research and evidence-based practices related to treating children with trauma
    • Excellent written and verbal communication skills are required, as is the ability to function as a member of a multidisciplinary team.
    • Strong organizational and leadership skills
    • Able to demonstrate good independent judgment, adapt to new duties and work in a changing environment
    • Able to work flexible hours as needed and where appropriate.
    • Able to participate in community events on some weekends.


    PREFERRED QUALIFICATIONS:
    • Experience establishing trauma-sensitive school initiatives within a major urban school district
    • Ed.D. or other Doctoral Degree

    TERMS OF EMPLOYMENT:

    Length of work year: 12 months (7.5 hours per day/5 days per week)
