About the Commission
 

Charter public schools provide education choices for families seeking resources that best empower their children to learn and thrive. Like all public schools, they are open to all students, tuition-free, publicly funded, staffed by certified teachers, and held accountable to state and national standards. 

The Washington State Charter School Commission (Commission) is an independent state agency. The Commission’s mission is to authorize high-quality charter public schools, especially schools designed to expand opportunities for students who have been underserved, and to ensure the highest standards of accountability and oversight for these schools. The Commission works to ensure that charter public schools respect the rights of students, staff, and families within the schools as well as the interests of the general public while meeting the legal requirements and obligations of state and federal government.

Position Objective

The Director of School Quality and Accountability will coordinate the planning, development, implementation of systems designed to assess the performance and success of charter schools within the Commission’s portfolio.  This position will use data from a variety of sources to assess a school’s overall academic, financial, and organizational effectiveness and its ability to positively impact student performance outcomes. The Director will work collaboratively with the administrative and instructional staff and communicate effectively with families, communities, and colleagues in other state agencies and charter/traditional public schools.

 

Key Responsibilities

  • Data Management, Research Methodologies and Policy Development
  • Refinement of data collection and tracking systems for schools’ annual accountability goals 
  • Acquire data from primary or secondary data sources and maintain databases/data systems
  • Interpret data, analyze results using statistical techniques, and provide ongoing reports
  • Develop strategies to optimize reporting efficiency and data quality
  • Develop and present oral, written, and visual summaries of analyses focused on implications of key findings for policy and practice
  • Locate and define new process improvement opportunities

 

 

  • Compliance and School Accountability
  • Execute and oversee the Commission’s performance framework (academic, financial, and organizational) to provide ongoing oversight and assessment of public charter school accountability in the Commission’s portfolio.
  • Lead the Commission’s Oversight Team in negotiations with schools around accountability goals and contract negotiations
  • Contribute to the development and documentation of programmatic interventions
  • Co-lead qualitative school reviews, first year site visits and renewal site visits
  • Co-lead the monitoring of schools’ adherence to their educational program terms and charter contract
  • Oversee and facilitate the training, technical assistance and compliance monitoring of state and federal statutory requirements of charter public schools, to support school compliance with the Commission’s academic, financial, and organizational performance frameworks.
  • Provide support to the Commission’s Committees regarding interventions with charter schools regarding their performance.
  • Communications
    • Facilitate regular conversations with key stakeholders including the Commission, Performance Committee, Commission staff, school boards and school leadership about school performance
    • Manage and grow external partnerships with state and national organizations, school community, education advocacy groups and others 
    • Present at open public Commission meetings, board meetings, committee meetings and national conferences


 

 

  • Supervision
    • Supervise the Oversight Managers in accordance with state human resource rules and regulations
    • Oversee the development and monitoring of annual goals, annual performance evaluations, and professional development of team members

 

Candidate Profile:

  • Excellent analytical, written and verbal communication, and organizational skills
  • Proven ability to establish solid working relationships with school officials, staff and key stakeholders 
  • Ability to work effectively with individuals from diverse communities and cultures.
  • Experience with and commitment to applying, diversity, equity and inclusion lenses in service of students who have been historically marginalized. 
  • Excellent analytical analysis ability to accomplish correlation analysis and ensure proper inquiry regarding various data sets. Ability to intersect various groups of data, including internal and external data, and use that data to make recommendations to improve programming and evaluation processes  
  • Demonstrated success in executing qualitative and quantitative research
  • Exceptionally detail-oriented and highly organized 
  • Collaborative problem solver with strong customer-service orientation and eagerness to seek out answers to challenges 
  • Flexible, record of working effectively in a fast-paced, deadline-driven work environment 
  • Understands the role that support work contributes to the broader team’s effectiveness and the role that s/he must play across teams to be effective in the role 
  • Adept at queries, report writing and presenting findings

 

 

Required Education, Experience and Competencies

  • Bachelor’s Degree in education, business administration, and 5 years of experience in the required experience above, OR Master’s Degree in education, public administration, business administration, and 3 years of the required experience above. 
  • Experience creating systems for the collection and analysis of data, the creation of reports which include significant amounts of information with attention to detail and accuracy. 
  • Proficiency in MS Outlook, Word, Excel, and Power Point, as well as web-based technologies such as Smartsheets, Google Docs and Forms 
  • Knowledge of statistics and experience using statistical packages for analyzing large datasets (Excel, SPSS, SAS, etc.)
  • Knowledge of research methodology, principles and procedures

 

Preferred Education, Experience, and Competencies 

  • Knowledge of Washington public school data metrics
  • Experience in school or district operations (charter school experience is a plus)

 

Compensation

The salary range for this position is $110,000 to $120,000 annually. This position serves at the pleasure of the Executive Director of the Washington State Charter School Commission and is exempt from civil service laws. Washington State has a generous benefit package including health, dental, and life insurance, retirement, and an optional deferred compensation program.
