CONTROLLER

SUMMARY DESCRIPTION

Under administrative direction, plans, coordinates, and supervises the accounting, payroll, accounts payable, revenue collection and student activity fund accounting functions of the Washoe County School District, including preparation of the District's financial statements. The incumbent is responsible for ensuring that the District's accounting practices are in compliance with law and General Accepted Accounting Principles (GAAP). Incumbent performs related work as required.

EXEMPLARY DUTIES/RESPONSIBILITIES

Supervises the accounting functions for the district and reviews reconciliation of all funds and major accounts including but not limited to; proceeds of medium and long-term debt; capital projects funds, debt payments on property and services; works with Risk Management regarding insurance (health, property & casualty, workers' compensation) spending; responsible for the nutrition services accounting; is responsible for oversight, training, and review of student activity fund accounting for all schools in the district.

This is the primary position responsible for timely completion of the comprehensive annual financial report. Other accounting duties include: reviews or prepares journal entries for correction and input; prepares or reviews monthly, quarterly and year-end financial statements as necessary showing results of operations; supervises closing and opening accounting entries; maintains subsidiary records on selected funds; prepares or reviews debt schedules and related reporting including the processing of debt payments throughout the fiscal year; conducts special accounting and other financial assignments including legislative analysis and testimony, meetings with the State Department of Education, Cities, the County and other Districts in the State and serves on District committees; and managing, supervising, and training of Departmental staff, as required. This position is an essential part of the Business Leadership Team which makes presentations to the Superintendent and/or Board of Trustees, as needed.

Supervises the general operation of payroll activities including the coordination of activity with Human Resources; working with and advising Information Technology in the development of payroll processing programs; reviewing the filing of quarterly tax reports; reviewing the preparation and distribution of W-2 statements; approving special payments; approving early release of payroll checks; reviews all state and federal rates and regulations for application to the school district.

Manages all banking and investment activities of the District which includes working with the District's investment manager to invest short-term and core monies; authorizing wires to and from institutions; preparing, reviewing, and adjusting cash balances and projections; maintaining subsidiary detailed records of investment transactions; calculating, distributing and recording interest in the appropriate invested funds; supervising deposits; preparing transfers between accounts; preparing agreements for wires or transfers; preparing signature cards; processing wire and inter-bank transfers; maintaining adequate daily cash balances.

This position may perform the full duties of the CFO when the chief financial officer is absent.

EMPLOYMENT STANDARDS

Education/Experience: Any combination equivalent to education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
  1. Equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting. An MBA and/or CPA is highly desirable;

AND
  1. Four (4) years of professional experience in accounting, auditing, supervision, investing, and budgeting.

Knowledge of: Governmental accounting, auditing, and financial accounting; Nevada Revised Statutes; Nevada State Commission and Local Government Syllabus; Office of Management and Budget; compliance requirements for federal grants and standards for financial grant management; general accounting principles; principles of supervision.

Skill at: Working independently; organizing, planning, directing, and controlling major accounting and payroll operations; communicating verbally, in writing, and in making presentations; effectively managing people; analyzing problems and making major decisions; understanding and applying a variety of standards and regulations pertaining to accounting; analyzing cash flow and making major decisions that utilize the District's resources effectively and economically; staff supervision and interacting effectively with a wide variety of professional personnel.

Salary Range: $108,289 - $121,171

Salaries are subject to adjustment and may increase and decrease each fiscal year.

The Washoe County School District pays an additional legislatively-designated amount to the Public Employees Retirement System on behalf of the employee for retirement benefits. No retirement contribution is made by the employee.

New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting. Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
