RISK MANAGEMENT SPECIALIST

SUMMARY DESCRIPTION

Under general supervision, performs highly responsible, complex and diversified clerical, administrative, and technical support functions in Employee Benefits of Risk Management. Incumbent performs related duties as required.

EXEMPLARY DUTIES/RESPONSIBILITIES

Duties include:

Assumes responsibility for the maintenance and processing of employee group insurance records to include active employees and retirees. Oversees the Retiree Health Insurance program and data to include the processing of insurance requests, the retiree database, and working with PERS on retirees enrolled in WCSD's insurance programs, including monthly auditing of transfer of funds between the two agencies, tracking monthly insurance premiums, changes in life status of retirees and dependents, while also providing file and data management. Also works with an outside insurance agent coordinating Medicare benefits with WCSD plans. Works with the associations to deliver information in regards to retirement and the potential of ongoing benefits.

Oversees and implements necessary changes in the administration of claims processing and insurance eligibility management through the third party administrators; analyzes problems, identifies alternative solutions, projects consequences of proposed actions and implements the recommended actions for resolve; resolves difficult and sensitive employee inquiries and complaints/problems pertaining to medical diagnoses/claims processing; provides information and assistance to the Wellness Program Coordinator to ensure a smooth and consistent interface of wellness benefits/requirements with the group insurance programs.

Handles sensitive data collection and is instrumental in dealing with data integrity. Monitors on-going data collection, data reporting, monthly program audits which are performed and require working knowledge of Microsoft Excel and Access. Responsible for monthly file submissions and yearly Federal reporting requirements.

Consults with third party administrators and vendors to ensure programs are working correctly, recommends changes as needed; serves as liaison for the benefits programs with other divisions, departments, and outside agencies. Works with the associations to deliver information in regards to retirement and the potential of ongoing benefits.

Monitors on-going program activities initiating or recommending changes to improve program efficiency. May review the work of subordinate account clerks, office assistants and/or Program Service Technicians.

Adheres to HIPAA rules and procedures.

EMPLOYMENT STANDARDS

Education/Experience: Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain that knowledge and skills would be:
  1. Equivalent to a high school diploma. Coursework in management, accounting or statistics, and personnel management is desirable.


AND

  1. Five (5) years of responsible office experience working independently and exercising reasonable discretion.

Knowledge of: State and federal laws pertaining to self-insured health benefits; Modern office methods, practices and equipment; interviewing and data gathering techniques; Microsoft Excel and Access programs, Business Plus, business letter and report writing; correct business English, spelling, grammar, punctuation, composition and vocabulary; record-keeping and filing systems; basic accounting and budgeting practices; principles of law and contractual agreements, practices and procedures related to personnel or risk management functions.

Skill at: Researching, learning and applying applicable laws, regulations and procedures; interpreting and communicating policies and procedures; using sound judgment in making decisions within scope of authority; acting independently in seeking information verbally or by correspondence in processing personnel documents; establishing and maintaining working relationships with those contacted in course of work; typing and operating a variety of office machines. This position can deal with high stress situations and must be able to work under pressure and multi-task.

Salaries are subject to adjustment and may increase and decrease each fiscal year.
New employees hired by Washoe County School District are normally placed on the entry step of the grade of the position.

Additional Job Information:

This is a 40 hour per week, 260 day position.

Eligible employees who are regularly scheduled to work less than 20 hours per week receive Social Security benefits, and the Salary Increases, Longevity Bonuses, and Credit Union benefits; eligible employees who are regularly scheduled to work 20 to 24.75 hours per week received PERS retirement benefits, and the Salary Increases, Longevity Bonuses and Credit Union benefits listed below; eligible employees who are regularly scheduled to work 25 to 27.25 hours per week receive the benefits listed below, with the exception of Medical, Dental, Vision Insurance; eligible employees who are regularly scheduled to work 27.5 hours per week or more receive full benefits of the District.

Holiday: Eligible employees receive up to eleven (11) paid holidays each year. Vacation: Eligible employees receive up to twenty (20) days of paid vacation each year. Sick Leave: Eligible employees receive up to fifteen (15) days of paid sick leave each year. Medical, Dental, Vision Insurance: Eligible employees may select an insurance plan wherein WCSD contributes 100% of insurance premiums. Eligible employee paid dependent medical insurance is available for an employee's dependents. Insurance Premiums - Summer Months: WCSD contributes 100% of the district paid portion of eligible employee's insurance premiums for employees who are not scheduled to work in the summer. Life Insurance: The District contributes 100 % of employee's life insurance premiums. Salary Increases: In addition to any negotiated increases each year, eligible employees receive salary increases each July, for the first fifteen (15) years of employment. Longevity Bonuses: Eligible employees receive annual bonuses as follows: 12-14 years of employment, $700; 15-17 years of employment, $1,000; 18 + years of employment, $1,100. Credit Union: Outstanding benefits are available through the Credit Union.

No State Income Tax. No Social Security deductions for most positions working 20 hours per week or more. Retirement benefit offered is the State of Nevada retirement system, Public Employees Retirement System (PERS), which is one of the best in the country.

PERS ELIGIBLE POSITIONS:

Eligible Employees who select the employer paid salary schedule (Schedule A) will have Washoe County School District (WCSD) contribute 100% of the employee's retirement contributions. Eligible employees who select the employer-employee paid salary schedule (Schedule B) will have a portion of the legislatively designated amount paid by WCSD to PERS for retirement benefits and the employee, in turn, will pay the remaining portion of the legislatively designated amount of his/her salary to PERS. These options are introduced and explained in detail during the New Employee Orientation upon selection for employment.

New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting.? Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
