SUMMARY Under general supervision, directs the daily activities of the Finance Department, including providing general supervision, problem solving, and strategic direction to ensure the department's activities are functionally coordinated around reconciliation, reporting documentation and process.

  • Manages and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations; ensures appropriate scheduling of staff to ensure proper operational coverage.
  • Plans, prioritizes, assigns, supervises and reviews the work of assigned staff directly or through supervisors.
  • Provides complex financial management support; oversees the preparation and administration of the budget, budget augmentations, projections and financial analyses.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Oversees and conducts studies regarding financial projections and revenue source development; advises on the financial policy and the integrity of the District's assets and financial systems.
  • Provides financial analyses and counsel to Departments on revenues, expenditures and budget issues; trains staff in various budget and financial matters.
  • Directs the conduct of and conducts analytical and technical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
  • Provides support and assistance to the Senior Financial Officer in the strategic management and decision making process related to the Department's process and systems improvement.
  • Ensures the department processes incorporates appropriate internal controls.
  • Serves as key member of Finance Management team to develop/improve consistent procedures and focus on pertinent business and accounting issues.
  • Ensures the Finance Department procedures are in compliance with state and Federal rules and regulations, and MPS policies and procedures.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Master's Degree in Accounting, Finance or related field; AND five (5) years of professional experience managing financial operations; OR an equivalent combination of education, training and experience as determined by Human Resources.

PREFERRED QUALIFICATIONS

Three (3) years of experience managing financial operations for a public school district.

Knowledge of:

  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Generally Accepted Accounting Principles and Generally Accepted Auditing Standards for Public Sector financial management, including payroll, treasury, grant funds and public debt management.
  • Principles and practices of financial analysis.
  • Legal, ethical and professional rules of conduct for public sector finance officers.
  • Federal and state fund accounting regulations, procedures, and accountability standards.
  • State and Federal laws governing public sector financial functions and funding.
  • Specialized MPS and state agency accounting software applications.
  • Principles and practices of public sector administrative management, including strategic planning, budgeting, purchasing, contract management, customer service and employee supervision.

Skill in:

  • Reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal and state rules and regulations, and MPS policies and procedures.
  • Monitoring and interpreting financial documents, and assuring compliance with all regulatory requirements governing public sector financial activities.
  • Using initiative and independent judgment within established procedural guidelines.
  • Supervising programs, projects and staff.
  • Training others in policies and procedures related to the work and providing for their professional development.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
  • Planning, organizing and administering a comprehensive financial management and reporting program.
  • Overseeing and coordinating the conduct of comprehensive annual financial audits.
  • Overseeing and performing complex problem definition and resolution activities.
  • Setting priorities, coordinating multiple activities and meeting critical deadlines; reading and interpreting plans, specifications and contracts.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
LICENSE AND CERTIFICATION REQUIREMENTS A valid Minnesota State Driver's License may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
