  • QUALIFICATIONS: This position requires knowledge of proper English usage, grammar, punctuation, and spelling; word processing techniques; and the Spanish language; knowledge of specialized procedures, methods and policies as designated.

    Requires the ability to communicate orally and in writing in English and in Spanish; translate basic documents from English to Spanish, and vice-versa by passing the District's translation test; establish and maintain routine records and files; understand and effectively follow oral and written instructions in an independent manner; adequately perform typing and computer skills as required for clerical duties; establish and maintain cooperative and effective work relationships with those contacted in the performance of required duties; interpret and translate in Spanish; communicate orally and in writing in Spanish; perform a variety of clerical activities related to the function of the assigned operational unit; type accurately at a rate of 40 net words per minute; type letters, reports, case records, invoices, requisitions, and other materials from copy or drafts; type prescribed information on forms, cards, and records from clearly defined sources; receive the public and provides routine information or direct them to appropriate information source; answers telephones, takes messages, and/or refers caller to appropriate resource.

    Must possess the skill to analyze Home Language Survey forms and 8th grade Limited English Proficient (LEP)/Fluent English Proficient (FEP) lists to determine which students should be tested for English language proficiency; schedule students for English and Spanish proficiency testing and administer appropriate English and Spanish oral, reading, and writing tests, as well as an optional math placement test; score oral and reading portions of English language proficiency tests and make ESL placement recommendations based on test results; score oral and reading portions of Spanish language proficiency tests; set up and maintain LEP program checklists for each student; test eligible students for re-designation to FEP status and perform associated record-keeping tasks and follow-up monitoring of students; send out appropriate notification letters and make telephone contacts as necessary with parents of LEP/FEP students; maintain accurate and current LEP/FEP students; maintain accurate and current LEP/FEP computer data entries and student Individual Learning Plans(ILP) as determined by the site LEP coordinator; assist ESL coordinator in all phases of program for LEP students which specifically address the unique needs of the students; communicate orally and in writing in both Spanish and English with parents, LEP students, and school or district personnel; provide translation or interpreting services as needed for school site bilingual advisory committee meetings; as time permits assist school personnel with registration, orientation, and scheduling of Spanish-speaking LEP students; upon satisfactory completion of assigned duties, serve as an auxiliary bilingual instructional assistant for classroom assignment or student tutoring as assigned by the site ESL coordinator.

    EDUCATION AND EXPERIENCE: Must be bilingual.No experience is required, although general clerical experience and work involving the supervision of students is desirable. Completion of twelfth grade is required, preferably supplemented by college level courses. Certification of proficiency in the areas of basic writing proficiency in a second language and demonstration of familiarity with a minority culture is required.

    CERTIFICATION OF DISTRICT PROFICIENCY IN THE AREAS OF BASIC READING, WRITING AND MATHEMATICS SKILLS MUST BE SUBMITTED WITH THE APPLICATION TO CONSIDERED. ONE OF THE FOLLOWING MAY BE SUBMITTED IN PLACE OF THE DISTRICT PROFICIENCY CERTIFICATE.
    • DIPLOMA FROM A PUBLIC CALIFORNIA HIGH SCHOOL AFTER JANUARY 1, 1981

    • POSSESSION OF A VALID CALIFORNIA TEACHING CREDENTIAL

    MUST PASS THE DISTRICT'S BILINGUAL CERTIFICATION TEST IN ORAL, READING, AND WRITING PROFICIENCY IN SPANISH.

    A RECENT FIVE MINUTE TYPING CERTIFICATE MUST ACCOMPANY APPLICATION TO BE SUCCESSFUL. Certificates must be less than two years old and cannot be completed through an online website. Kern High School District employees who currently work in a position requiring the same or higher minimum typing speed do not need to submit a typing certificate.

    A CRIMINAL HISTORY CHECK WILL BE REQUIRED OF SUCCESSFUL CANDIDATE PRIOR TO EMPLOYMENT.

    DUTIES OF THE POSITION: Assist the school site ESL coordinator in all aspects of the program for Limited English Proficient students. Primary responsibility is the identification, primary language testing, reclassification testing, and associated records maintenance for LEP students. This job classification requires a high degree of contact with Spanish-speaking parents of LEP students, both orally and in writing. Secondary interim responsibilities include interpreting and translation services for school site administrators, registrar, attendance personnel, and counselors in matters that directly affect LEP students. When all essential functions as a bilingual technician have been fulfilled and as time permits, the bilingual technician may also perform as an auxiliary classroom bilingual instructional assistant as assigned by the school site ESL coordinator. To provide a wide variety of responsible and specialized clerical/technical support services to administrators, managers and professional staff members. Interprets orally and translates written material in Spanish as required. Employees in this classification receive general supervision from an administrative or management level or his/her designate within a framework of established policies and procedures. This job classification performs journey level clerical duties and requires knowledge of specialized procedures, precedents, or skill area. This job classification must be able to choose among a limited number of alternatives in solving routine problems.

    STARTING SALARY: $2,455.36 (monthly)

    NUMBER OF MONTHS: 9.4 (to begin as soon as possible)

    NUMBER OF HOURS: 8 (daily working hours to be 8:00 a.m. to 4:30 p.m.
    Bilingual Technician - 5 hrs.; Bilingual Clerical Specialist - 3 hrs.)
