General Statement of Duties

Installs, maintains, programs, troubleshoots and repairs traffic control and traffic detection devices, wired and wireless communication and related components and supporting equipment Countywide; does related work as required.

Essential Duties

Install and troubleshoot communication issues for the Automated Traffic Management System involving wireless communication, fiber optic lines, Layer 3 switches, Layer 2 switches, field modems, Ethernet ports, server communication, line of sight antennae, omni-directional antennae, and FIOS drops. Also, programs Layer 3 and 2 switches, antennae, and IP addresses. Inspects new signal installation work done by contractors working on County traffic signal equipment so that work is done to County standards. This includes on-site inspections, documenting daily activities of the contractor, identifying work not performed to proper specifications and standards and requiring rework, and approving payment.
This position is responsible for the installation and maintenance of traffic signal equipment and peripherals. Duties include: Installs and maintains vehicle loop detectors, video detection systems, signal heads, controllers, amplifiers, uninterruptable power supplies, overhead traffic signs, luminaires, emergency vehicle preemption equipment (Opticom), and associated wiring; troubleshoots traffic signal equipment as required; performs preventive maintenance on all traffic signal equipment and cabinets; performs conflict monitor testing; responds to emergency calls during regular business hours and one week on-call standby periods (1 week on/5 weeks off); works snow removal operations during overnight shift; performs related work as assigned.
Operates bucket truck, platform truck, dump truck (snow removal), concrete saw, trencher, jack hammer, and forklift. This position also uses hand tools, power tools, and hydraulic tools. Fills out daily work logs and bi-weekly timesheets on computer. Knowledge of Microsoft Excel and Access a plus; Knowledge of video detection and Opticom a plus.
Basic knowledge of traffic control equipment; requires sound understanding of work zone traffic control; basic mechanical aptitude; basic working knowledge of the standard practices, materials, tools, and equipment of the electrical trade; basic working knowledge of electronic equipment, specifically programmable electronics; basic working knowledge of the principles and practices of electrical and electronic theory as related to work assignments; knowledge of installation and troubleshooting of wireless communication equipment; ability to read and interpret typical wiring diagrams; ability to read and write and to understand and follow oral and written instructions; ability to read and accurately interpret traffic control blueprints and plans; good knowledge of the occupational hazards of and safety precautions involved in electrical work; ability to perceive hazards and to take precautionary measures while working in the County roadways; basic skills in the use and care of hand, power and hydraulic tools, equipment, and materials; physical condition that permits such activities inherent to installing, servicing, repairing and maintaining traffic control and detection equipment and lighting and performing other assigned tasks such as heavy lifting, bending, stooping, moving and carrying equipment, and safely driving and working in/around varying traffic conditions and working under adverse temperature and/or weather conditions; ability to work safely in elevated work sites; ability to successfully complete assigned tasks in accordance with applicable guidelines, blueprints, schematics and other requirements within given deadlines; critical thinking and problem solving skills with the ability to cost-effectively and appropriately solve a variety of problems occurring at work sites; good oral and written communication skills; ability to express ideas clearly and concisely, orally and in writing; ability to establish and maintain good working relationship with County staff, contractors, customers and the public; ability to accurately track and report detailed information on work assignments; basic computer skills with ability to use computer for timecards, leave slips, and for creating and maintaining accurate records in County systems; personal accountability including teamwork and establishing and maintaining positive relationships with coworkers, department and other County staff; ability to work independently and as part of a team; excellent customer service skills; tact; and courtesy. Must be able to positively represent the County with the public. Requires ability to work a flexible schedule as needed.

Minimum Qualifications

High school graduation/GED, preferably with some coursework or formal training in electrical maintenance or programmable electronics and three (3) years of relevant electric or electronic maintenance, wired or wireless communications, or other relevant experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
