    Duties
  • Serve as the Customer Liaison between the Contracting Office and serviced customers to understand contract requirements, specifications, prevailing market conditions, socioeconomic concerns, and similar matters.
  • Provide acquisition and contracting advice, assistance, and policy/procedure interpretation to personnel at the customer activity and the contracting office.
  • Advise management and subordinate echelons on procurement issues and policy proposals that may have exceptional controversy, intensive Congressional interest, or impact major segments of affected industries or sensitive statues.
  • Identify situations which could significantly improve efficiency, economy, and/or effectiveness in contractor support of the Army.

  • In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Requirement:
    Bachelor's degree (or higher degree) from an accredited educational institution. (You must submit transcript).

    OR

    Exemption:
    You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

    AND

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Specialized Experience: To qualify, applicant must possess one year of specialized experience equivalent to the next lower grade/level GS-11 in the Federal service which includes four of the five items: 1) Providing pre and post award contracting advice and assistance to personnel at the customer activity ; 2) Preparing and providing procurement analysis of contracting documents for pre and post award commercial and noncommercial requirements ; 3) Analyzing and interpretation of acquisition laws, regulations, policies, and procedural requirements, and resolving issues and/or problems associated with contract operations to include negotiation and source selection ; 4) Providing technical guidance to team members regarding contract award and administrations functions, acquisition policies and procedures; 5) Analyzing findings and recommendations contained in inspections reports and contract management reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    Education cannot be substituted for specialized experience.
