Under the direction of the Superintendent the Executive Director, Office of Equity oversees the implementation of the District's Equity Plan and the strategies that serve to increase educational equity across all PPS schools. The Executive Director, Office of Equity is relentless in the pursuit of equity and excellence as it pertains to student achievement. This individual helps shape the district's reform work through a lens of equity aimed at supporting the district's goals of accelerating student achievement and eliminating racial disparities.

The Executive Director, Office of Equity must successfully build and maintain relationships with a variety of internal and external stakeholders and leverage the relationships to continually monitor, analyze, and improve district policies and practices to create equitable outcomes for students. Additionally, this individual works to ensure district compliance to the Memorandum of Understanding established with the Equity Advisory Panel through the Pennsylvania Human Rights Council, manages district grants related to equity, coordinates and facilitates equity focused professional learning opportunities, and supports collaboration between communities, schools, and central office. Finally, the Executive Director, Office of Equity supervises the staff of the Equity Office and serves as a member of the superintendent's executive cabinet.

Qualifications

The successful candidate will possess the following:

- An advanced degree in an education related field, a PDE issued Principal certification, and a minimum of 5 years of related experience in urban education required.

- Excellent oral, written, and interpersonal communication skills required.

- Experience working with diverse internal and external stakeholders.

- Knowledge and understanding of the District's goals, initiatives, and needs.

- Considerable knowledge of and experience in urban environments and the diverse cultures and backgrounds represented by the district population.

- Demonstrated leadership experience, which includes demonstrated skills in developing, leading, implementing, and facilitating new initiatives; mediating conflict; mentoring colleagues; and building effective relationships.

- Technology skills including utilizing Microsoft 356 (Office, PowerPoint, Excel, Outlook, OneDrive, Teams and other related software) to perform work activities.

- Considerable ability to plan, organize and prioritize work.

- Considerable ability to analyze, interpret and use data in decision-making.

- Considerable ability to engage, deepen and sustain conversations about race and racism and the ability to coach others to do the same.

- Commitment to equity and passionate about eliminating the achievement disparities based on race and socioeconomic status.

- Dedicated to reforming education to create a system in which all students are high performing, including traditionally under-served students, such as students of color and students in poverty.

- Ability to quickly establish credibility among team members including partners, peers, and executive leadership.

- Must be a team player and able to effectively work with and through others.

- Must possess effective communication (oral and written) and interpersonal skills.
- Demonstrated ability to broker resources (human and material) based on identified needs.

Essential Job Functions

1. Represent the District as the executive leader to oversee the District's On Track to Equity Plan, Equity MOU and Independent Equity Audit designed to reduce racial disparities in Student Achievement and report on progress annually.

2. Serve as the superintendent's cabinet lead on Equity and the District Executive Leadership Team.

3. Serve as the point of contact for the PA Human Relations Commission and key liaison between the Superintendents' Office and the community-based Equity Advisory Panel (EAP).

4. Provide managerial oversight of the projects and staff and/or consultants for equity focused initiatives.

5. Coordinate and co-facilitate meetings with the Equity Advisory Panel and various district departments.

6. Develop and implement programs and initiatives and otherwise take all steps necessary to remedy racial and ethnic isolation and imbalance.

7. Compile, review and analyze the District's data disaggregated by race and gender in the areas of achievement, discipline, and special programming on a consistent and proactive basis; maintain, monitor and at least annually distribute data reports to the Board of Directors, PA Human Relations Commission, and Equity Advisory Panel; review and make recommendations for actions based upon the District's racial disparity data.

8. Lead efforts to support strategies that address racial disparities including activities that establish:

a. New knowledge, attitudes, and beliefs about the role race plays in schools and school systems;
b. District processes and procedures that have been adjusted through the lens of equity;
c. Identification of policies and procedures which may inadvertently contribute to disparities

9. Consult with school and District leaders around strategic planning for racial equity to ensure equity efforts are explicit and embedded throughout all departments in the district; partner with departments in sustaining and deepening Courageous Conversation about Race? in everyday practice.

10. Coordinate, lead and supervise equity professional learning at school, central office, and district levels, including for monthly principal meetings and annual leadership academies; design in-person, synchronous and asynchronous professional learning modules on demand.

11. In collaboration with the Office of School Performance, visit schools intermittently to examine the impact of policies, processes, and practices on equitable access to learning.

12. Supervise the Director of Equitable Learning Environments, Equity Project Manager, Student Equity Advocates and other staff as required or necessary.

13. Complete other duties as specified by the Superintendent or his/her assigned designee.
