    Job Description:
    Instruct students, school staff, and central office personnel in the establishment, maintenance and sustainment of school discipline procedures and standards. Effectively design and instruct holistic programs of student climate in collaboration with school leadership and staff. Assist the School Safety and Preparedness Supervisor, alongside school leaders, in developing an atmosphere of student rapport that promotes a positive school climate in compliance with district rules/policies, state directives and legislation as applicable to suspension and removal from class. Develop a spirit of collaboration with parents, promoting a positive school climate and awareness of the code of conduct, district policies, and State regulations concerning student discipline in the best interests of the district, schools, and students. The District Suspension Supervisor reports to the Assistant Superintendent of Business and Operations, receives direction from the District School Safety and Preparedness Supervisor, and collaborates with the school principals, assistant principals, as well as with Norwalk Emergency Management and First Responders.
    Duties and Responsibilities:
    1. Planning:
      1. Coordinate with the School Safety and Preparedness Supervisor in the development of NPS School Preparedness (school safety, school security, school climate, student mental health, and first aid) Strategy and Curriculum for the academic year.
      2. Develop Student Discipline and Behavior Intervention training and a progress monitoring system that executes the NPS strategy and encompasses school climate and student positive behavior best practices.
      3. Develops, in tandem with school and district leadership, strategies to reduce student discipline infractions and promote positive school climate.
    2. Preparation:
      1. Instruct and train staff in the NPS Behavior Expectations and Interventions standards and procedures.
      2. Prepare walkthrough protocols and a calendar for planned and pop-up visits. This protocol will have a rating system that allows the District Suspension Supervisor to analyze the data gathered on how schools are progressing in meeting the highest standards of school safety and responsiveness as it relates to student behavior.
      3. Instruct and assist in the maintenance of Central Office Incident Support Team capabilities, providing support to schools involved in behavior incidents.
      4. Create centralized system for gathering incident reports that captures data on the number of student infractions, arrests, emergency calls, DCF calls, 211 calls, hazards infractions, along with any other incidents outlined in the areas School Safety and Preparedness.
    3. Execution:
      1. Review Suspensions:
        1. Require documentation of positive support and interventions provided by the school prior to a suspension and ensure that additional mitigating factors are considered in the determination of disciplinary action.
        2. Act as a multi-stakeholder team to conduct a thorough review of the length of suspensions with the goal of ensuring that the number of days is appropriate and proportionate to the infraction and minimizing time away from the student's home school.
      2. Act as the Superintendent's Designee
        1. Ensure student's due process rights as stated by the state of Connecticut.
        2. Ensure schools provide proper documentation when submitting a request for expulsion.
        3. Review all requests for expulsion and explore alternatives that support the student.
        4. Represent Norwalk Public Schools at Expulsion Hearings.
      3. Responsible for overseeing the NPS Suspension Site and ensuring that appropriate protocols are being followed in collaboration with the supervising Administrator.
        1. Create additional school climate questions within the NPS School Survey or create an additional climate survey for schools receiving restorative funding.
        2. Track, monitor and assess school suspension, arrest and summons data by race/ethnicity, disability status and gender on an ongoing basis.
        3. Responsible for collecting, analyzing, and actioning data in support of the district's objectives and priorities.
    4. Assessment:
      1. Oversees the evaluation of the district In School and Out of School Suspension Program.
      2. Develop positive school climate measurements of performance and effectiveness, to assess the execution of the NPS School Preparedness strategy, in compliance with state directives and legislation, and the direction set by the District Safety and Preparedness Supervisor.
      3. Conduct monthly reviews of school discipline data and analyze this data for trends for the purposes of establishing targeted interventions.


    Required Qualifications:

    Demonstrated ability to collaborate effectively with students, school staff, principals, assistant principals, central office staff as well as with emergency management, first responders, and other school community stakeholders. A minimum bachelor's degree.

    Preferred Qualifications:

    Experience with school safety, security and school climate. Experience working with schools, and/or experience as a Dean (or similar position) is an asset. Fluency in Spanish is also an asset, but not required. Proficient in Microsoft Suite applications is a must and any other additional suspension related platforms is valued.

    Compensation: $60,000-$75,000
    Schedule: 12-month position (Monday - Friday)
