JOB DESCRIPTION

GENERAL STATEMENT OF DUTIES:
The Federal Program Coordinator coordinates the effective implementation of federally funded school improvement initiatives in accordance with Federal, State, and District policy, procedures and regulations. The Coordinator collaborates with multiple stakeholders in Federal Programs, Teaching and Learning, Administration, and schools to maximize federal dollars to ensure strategic, equitable programs that create student success.

SUPERVISION RECEIVED:
The Federal Programs Coordinator reports to the Chief Academic Officer, or designee.

SUPERVISION EXERCISED:
The Federal Programs Coordinator works in collaboration with multiple departments and schools in PPSD.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:
  • Manage the completion of the district Consolidated Resource Plan (CRP) in partnership with teaching and learning and Coordinator of Grant Oversight.
  • Coordinate grants associated with School Improvement activities among the relevant stakeholders - schools, families, the Rhode Island Department of Education and district office staff.
  • Support school teams to strategically align multiple federal funding sources, including title funds, competitive and formula-based grants in support of equitable student outcomes.
  • Coordinate an effective and compliant process to notify families and the community of school improvement options.
  • Design, publish and maintain effective communication with the public regarding the guidance and rules associated ESSA program options.
  • Manage curricular resource vendor fair and master pricing sheet procurement process which includes: development of RFPs, coordinate review of RFP bids, development of master pricing sheet, organization of vendor fair, coordination of contract status document in partnership with the Offices of Finance, Research Planning and Accountability, and IT, liaison with City of Providence Board of Contracts and Procurement Office, and coordinating delivery of products and uploads for technical products.
  • Collaborate with content leads and school leadership to maintain up-to-date and accurate vendor information, including performance metrics.
  • Generate reports including enrollment, attendance and student progress information as well as other pertinent reports for vendor's activities and students enrolled in Title I programs.
  • Ensure that all District and State reports are prepared and records relating to the district/federal program requirements are maintained.
  • Work in collaboration with various departments of the Teaching and Learning Division and school staff to support school improvement initiatives and practices.
  • Serve as lead for the non-public/private schools to coordinate funding for Title I, II and IV or as required
  • Collaborate with non-public/private schools to evaluate, design and implement programs consistent with the Federal, State and District requires
  • Perform other tasks as assigned consistent with the goals and objectives of this position.
EDUCATION TRAINING AND EXPERIENCE

Bachelor's degree (Master's preferred) in education, social sciences, or related field.

DESCRIPTION OF DUTIES, RESPONSIBILITIES AND CURRICULAR LINKAGES
  • Proven ability to positively impact educational programs through the constructive use of data to inform planning and instruction.
  • Demonstrated supervisory/management experience with oversight of program implementation and expenditures. Minimum of two years program oversight/management.
  • Under supervision, ability to design and be accountable for appropriate and accurate budgeting for complex, multi-million dollar initiatives.
  • Ability to work independently and without oversight by effectively managing time and prioritizing projects to ensure timely completion.
  • Ability to write reports, correspondence and procedure manuals.
  • Ability to effectively present information and respond to questions from groups, employees and the general public.
  • Ability to work effectively with executive staff, teaching and learning staff, school-based administrators, teachers, and community members.
MINIMUM QUALIFICATIONS STANDARDS
  • Sophisticated knowledge of MS Word, Google Suite, Excel, and web-based interfaces for the purposes of implementing, tracking, monitoring, and reporting of ESSA programs.
  • Ability to read, analyze and interpret technical procedures and governmental regulations.
  • Demonstrated outstanding interpersonal, verbal, and written communication skills; Bilingual (Spa/Eng) preferred.
  • Must complete all compliance videos prior to first day of work
  • Selected candidate will be required to pass a pre-employment criminal history background check. Selected candidates cannot begin work until passing their background check.
