This is an 8hr day/12mo position BASIC FUNCTION: The Budget Analyst is responsible for performing various analysis duties that may be complex in nature and requires substantial interaction with school-based and administrative personnel. This position will assist with budget development, monitoring, management, and reporting, and is responsible for the district's monthly enrollment reporting to OSPI. This position will also serve as liaison between Finance and school and program staff.
REPRESENTATIVE DUTIES:

E = ESSENTIAL FUNCTIONS

  • Assumes primary role for providing budget assistance to school-based administrators and staff, and assist with supporting the central office staff, and Finance team for issues related to assigned budgets; (E)

  • Analyze budget discrepancies in assigned budgets; alerts and advises budget managers regarding budget concerns; (E)

  • Coordinates communication with principals, office managers, or other budget managers regarding the status of their budgets; (E)

  • Serves as primary contact and financial resource to principals and office managers, and and assists with supporting the budget managers for all budget concerns; ()

  • Develop and maintain tools, provide support and training to assist budget managers in monitoring their budgets; (E)


  • Monitors actual expenditures against budget allocations to prevent overruns or errors; tracks discrepancies; researches conflicts; and analyzes and implements budget adjustments as appropriate; prepares journal entries. (E)

  • Analyzes and calculates costs and budget impact of a variety of requests for changes or additions to programs; determines appropriateness of budget transfers according to funding source guidelines and regulations; assists managers to accomplish objectives within budget parameters; implements budget transfers as appropriate. (E)

  • Assist with annual budget development process; run reports for departments and schools to assist in budget development; coordinates input of data; audits data for accuracy and correction of mistakes. (E)

  • Serves as resource on district budget; may attend meetings such as budget work sessions or other budget training; provides a variety of information and guidance on budget details. (E)

  • Communicate guidelines and requirements for enrollment reporting with school and information technology staff to ensure proper count of students. (E)

  • Update annually the district Enrollment Counting & Reporting Procedures manual. (E)

  • Collect and maintain monthly enrollment data. (E)

  • Troubleshoot discrepancies with school registrars and data processors. (E)

  • Track the district's Running Start students to ensure FTE is accurate at both the high schools and colleges, and compare Running Start enrollment data with college invoices for accuracy. (E)

  • Submit online P223 monthly enrollment reports to the state. (E)

  • Prepare monthly enrollment reports for distribution to administrators. (E)

  • Attend and participate in monthly user's group meetings and in the training of new staff. (E)

  • Collect historical and current enrollment data as needed by administrators. (E)

OTHER JOB DUTIES:
  • Provides assistance for all finance and budget team assignments and projects, as needed.

  • Calculates salary and benefit costs for a variety of projections.

  • Maintains current knowledge of rules, regulations, legislation, technology, and procedures governing budgets; develops and recommends new procedures.

  • Serves as member of the finance team of the district; performs related duties consistent with the scope and intent of the position as assigned.





REQUIRED QUALIFICATIONS:

Education and Experience

  • Bachelor's degree in business administration with emphasis in finance or accounting, or related analytical field.
  • Four (4) years of work experience in accounting, budgeting, or related field may be considered in lieu of Bachelor's degree.
  • Experience in a large and complex .

Licensing and Certification

None.

Employment eligibility that may include fingerprints, health (TB), and/or other employment clearance.
Must have valid driver's license and automobile available for use. Must be willing to attend evening and weekend meetings.

REQUIRED KNOWLEDGE AND ABILITIES:

Knowledge of:

Must demonstrate a successful level of the knowledge, skills, and abilities listed below:

  • Considerable knowledge of general accounting practices and procedures.
  • Considerable knowledge of budget procedures and guidelines as applicable to school districts.
  • Considerable knowledge of school finance.
  • Knowledge of computer operation and ability to identify problems with specific software programs.
  • Ability to learn and interpret laws and regulations governing Washington State school finance.
  • Ability to learn existing district budgeting procedures and assist with development of new procedures.
  • Ability to construct, implement, and monitor timelines and meet deadlines on projects and reports.
  • Ability to analyze and synthesize data.
  • Ability to organize and prioritize work.
  • Ability to interpret technical data for non-technical staff.
  • Ability to establish and maintain effective working relationships with a variety of others.
  • Skill in operating business-oriented technology including 10-key calculator and personal computer.
  • Skill and accuracy in arithmetic and mathematical calculations.
  • Skill in detecting errors and verifying data.
  • Excellent communication skills, both written and verbal.
  • Excellent customer service skills.
WORKING CONDITIONS: Environment:

  • Subject to driving to a variety of locations to conduct work during day and evening hours.

Physical demands:

  • Bending at the waist, kneeling, or crouching, and reaching to retrieve and maintain files and records.
  • Reaching overhead, above the shoulders and horizontally.
  • Dexterity of hands and fingers to operate standard office equipment, computer keyboard, and other equipment necessary to complete the required duties.
  • Hearing and speaking to exchange information in person and on the telephone.
  • Visual ability to read, and to prepare/process documents and to monitor various services and personnel.
  • Sitting for extended periods.

  • Walking over rough or uneven surfaces.
  • Climbing, occasional use of stepladders.
  • Physical activity may be required, which could include moderate lifting.
