PURPOSE OF JOB: Provides Employee Services (Human Resources) support to include, Benefits, Recruiting and Staffing, Certifications, Records Administration and Data Integrity, for assigned employee population. Provides cost-efficient and timely compensation administration to District employees. Provides analysis and recommendations on compensation matters in order to attract, retain and motivate employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following.

  • Analyzes District compensation plans and policies in relation to government wage and hour regulations, prevailing rates for similar jobs in comparable school districts. Conducts market index analysis and recommends changes as appropriate to establish and maintain competitive rates.
  • Establishes and implements salary upgrade review process, as needed.
  • Manages certified employment contracts and supports annual rollover process.
  • Reviews, updates and grades job descriptions for proper salary placement.
  • Conducts job evaluation using a point factor system and pricing for new positions and requested changes in positions.
  • Performs routine compensation audits of all positions and salaries within the organization to ensure equity and accuracy in salary assignments.
  • Processes basic and complex Human Resource issues and inquiries generated from email, telephone, and in-person visits from current and former employees.
  • Communicates solutions/action plans to employees, and provide sufficient follow-up as needed to ensure the customer inquiry is effectively handled.
  • Supports documentation processes for employees such as life event changes, updating records, filing, tracking issues, etc.
  • Provides full-cycle recruiting and employee support services for principals and managers.
  • Participates in the New Hire Orientation and Onboarding processes.
  • Carries out other Human Resources related jobs as assigned.
  • Other duties as assigned.


SUPERVISORY RESPONSIBILITIES: None

REQUIRED QUALIFICATIONS:
  • Bachelor's degree in Human Resources, Business or related field; OR equivalent experience (two years of experience for each year of college)
  • Experience in compensation in a public environment, or a private environment with a union.
  • Experience in the design, development and implementation of compensation programs.
  • Practical knowledge of prominent point factor evaluation systems and techniques.
  • Applied knowledge of various compensation software programs.
  • Excellent communication skills (written and oral), ability to deal with candidates and employees at all levels.
  • Strong attention to detail and good interpersonal skills.
  • Ability to multi-task in fast-paced dynamic environment.
  • Strong customer service orientation required.
  • Ability to work flexible hours and travel
  • Proficient with use of Microsoft Office Suite

TERMS OF EMPLOYMENT:

Length of work year: 12 months (7.5 hours per day/5 days per week)

KCPS Defined Benefit Pension plan - mandatory 9.0% contribution effective 1/1/16 is required from employee and matched by KCPS; Voluntary retirement savings plans are also available.
