INSTITUTIONAL BACKGROUND:
Founded in 1647, Boston Public Schools (BPS) is the oldest public school district in the country. With approximately 50,000 students from over 114 different countries, nearly 9,000 employees (including 4,800 teachers) and an annual budget of $1.1 billion, BPS is the largest school district in Massachusetts and one of the most diverse as well. About half of all BPS students are from a multilingual household.
We are excited to re-vision the work of the new Office of Multilingual and Multicultural Education (OMME) inclusive of our priorities in serving our leaders and teachers with direct support at schools. Shifting the office's primary focus from compliance to one that also focuses on quality te aching and learning will have a direct benefit and impact on our students' growth, schooling experience and future outcomes. OMME envisions that all multilingual learners feel a sense of belonging, joy for learning in a healing-centered learning environment so that they have the opportunity to be academically proficient in their home language and English and to graduate with the Seal of Biliteracy. In order to shift our work toward this vision, the office will center a multicultural framework with a social justice lens to address systemic racism and systems of power in all forms that perpetuate inequities for multilingual learners, their families and communities from anti-blackness, colorism, xenophobia, linguicism/glottophobia, islamophobia, implicit and explicit bias, bigotry of low-expectations, nativist microaggressions, colonizer language dominance, indigenous and spoken vs. written language access, language loss, refugee status and linguistic imperialism.

Through OMME's work, Multilingual Learners receive the services and programs they need, aligned with current research and the BPS vision, mission, and goals.

GENERAL DESCRIPTION & GOALS:
As the focus of the department to ensure that students are making gains in language acquisition so that they may be college and career ready, the Equity & Accountability Team of OEL also provides guidance and support to schools and central administration for legal compliance and equitable access to services. The core work of the team is to provide support to schools to ensure that ELs have access to the services that they are entitled to receive.

Although team members may serve as the lead for some projects or jointly collaborate with other members within the team, the overarching responsibilities for the Equity team are as follows:

Provide tailored support to schools within the structure of the strategic vision of the district and provide information and training on best practices for EL and FEL service monitoring, entering EL information for ESL scheduling, proposing ELD levels, FEL reclassification decisions, processing opt out requests, leveraging qualified EL staff, maintaining ELD folders and related forms, and reviewing EL program effectiveness and quality. Effectively serve as an advocate for English Learners and contribute to district wide planning activities such as but not limited to a) class size review, 2) student projections review, 3) budget collaborative, and 4) probable organization meetings.

Develop EL Guidance and Other Policy Documentation through an understanding of federal, state, and local policies and protocols pertaining to English Learners; support the OEL Director of Equity and Accountability in compiling, distilling, and transferring that information and knowledge so that complex English Learner service and program requirements can be easily understood by central and school-based staff, which includes the creation of new, and the revision of existing, guidances and other policy documents.

Policy Implementation :
Continuously reflect upon existing practices, protocols, and policies in BPS; evaluate effectiveness through a variety of methods and data points, including but not limited to teacher and external stakeholder related feedback, interdepartmental collaboration, and needs from OEL. Revise, problem solve, and improve current methodology to increase effectiveness and efficiency for both central and school based staff around servicing ELs; ensure strategic, data driven, and continuous improvement of systems and structures; innovate and refine to maximize equity, access, and agency of English Learners, and implement EL Programming with fidelity.

Data Analysis and Quality Control :
Ensure the integrity of data for ELs and EL staff, including ongoing monitoring of EL data and EL staff data, data extraction, processing, storage, manipulation, analysis and processing EL change and opt out requests from schools. Analyze data with basic statistical methods, interpret results, and provide written summaries of data analysis.

Report Generation :
Under the guidance of the OEL Director of Equity and Accountability, generate assigned reports that will provide internal and external stakeholders with actionable information about English Learner services and academic outcomes in particular with required reporting stemming from legal edicts that pertain to ELs including reports from ad hoc requests and school visits from stakeholders.

Provide training in an effort to develop educators' knowledge of and their ability to effectively implement equity and accountability requirements pertaining to English Learner and Former English Learner students by organizing and delivering professional learning sessions at LATF and other meetings, providing on-site school consultation, and other direct support and technical assistance.

Implement DESE mandated training with respect to Rethinking Equity and Teaching for English Language Learner (RETELL ) that is required for instructors providing core content instruction to ELs by way of organize and manage the implementation of RETELL courses in BPS, serving as a point of contact with the Massachusetts Department of Elementary and Secondary Education (DESE), managing the registration process, hiring trainers and creating course schedules and working with BPS schools, the Office of Human Capital and DESE to ensure all BPS core content teachers are SEI endorsed.

Supporting schools with state mandated testing for ELs by the implementation of Assessing Comprehension and Communication in English State-to-State for English Language Learners (ACCESS) testing by means of managing overall logistics and annual test administration of ACCESS 2.0 for all K2-12 English Learners districtwide, serve as the District ACCESS Test Administrator, manage and sustain the transition to online testing to all schools and troubleshooting various situations pertaining to ACCESS administration.

Provide hardware support by troubleshooting production issues, implementing short term break/fix solutions, and participating in continual improvement of online OEL interfaces with schools. This includes providing technical support for OEL including managing reports pertaining to ELs on DataWarehouse and managing the interactions with OIIT in troubleshooting laptops, desktops, cellular phones.

Manage EL communications and media by supporting OEL leadership in composing online content and data visualizations that engage audience segments and lead to measurable action. Set communications vehicles in place to create momentum and awareness as well as to test the effectiveness of communications activities, including the tracking of and measurement of the level of engagement within the network over time.

Develop and manage web design for interactive platforms and interfaces for schools to learn about EL compliance requirements (Title I, Title III, and other federal/state mandates), for schools to submit required reports and for the department to track relevant metrics around school capacity to meet obligations.

Implement application programming by developing and delivering application solutions for OEL, other central office departments and schools in accordance with organizational standards and project delivery timelines. Identify and recommend design and implementation improvements across the organization's application suite that will assist in streamlining EL data collection from schools.

Manage and assess EL program implementation by triaging issues from schools and central office both at the school level and district level for current and prospective EL program models. This includes developing and updating program management practices and policies as the need arises and participating in district meetings that pertain to programming for ELs, such as SEAT and meetings with Welcome Services.

QUALIFICATIONS - REQUIRED:
  • A Bachelor's degree in Business, Economics, Statistics, Education or other related quantitative field.
  • Ability to assume responsibility for data collection, data cleaning and manipulation, report generation, and statistical analysis.
  • Must possess excellent communication skills, including the ability to communicate complex information in written, narrative form.
  • Ability to perform requested tasks from start to completion as directed.
  • Willingness to grow knowledge-base for additional analytic approaches.

Job Requirements:
  • Minimum 3 years experience working in a school or central office setting
  • Demonstrated excellence in analytical thinking and problem-solving
  • Experience organizing multiple complex projects under tight deadlines and achieving goals successfully
  • Demonstrated experience leading a team and/or coordinating work with multiple internal/external partners and legal stakeholders
  • Ability to integrate data analysis into strategy development and to use data to support implementation of strategies at school and district levels
  • Working knowledge of federal and state regulations concerning English Learners
  • Ability to work with diverse groups of people
  • Excellent customer service skills, with strong ability to problem solve
  • Ability to use the internet to conduct research and data analysis
  • Facility with and knowledge of a wide variety of computer programs including MS Office (particularly Word, Excel, Access, and PowerPoint) to create data reports and presentations
  • Proven ability to work independently, exercise judgment, manage multiple tasks and priorities while meeting deadlines.
  • Excellent verbal and written communications skills, with good editorial skills
  • Excellent organizational skills with attention to detail
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment

QUALIFICATIONS - PREFERRED:
  • Master's Degree in Business, Economics, Statistics, Education or other related quantitative field.
  • EL Literacy knowledge and expertise across grades K2 to 12 and Content Areas (ELA, Math, Science, History).
  • Knowledge of database manipulation with SQL.
  • Experience with the Follett Aspen Student Information System (SIS).
  • Working knowledge of national research and best practices theories in closing the achievement gap for EL students.
  • Second Language Proficiency in Spanish, Haitian Creole, Chinese, Vietnamese, Somali, Portuguese ,Cape Verdean Creole, Arabic, French or another language preferred.
TERMS: Managerial, C41. City of Boston Residency is Required.
