REPORTS TO : Team Leader, Infants and Toddlers

PURPOSE : To provide speech and language services to children from birth to 3 years of age and their families in the Infants and Toddlers Program (ITP). Performs other duties as assigned.

EXAMPLES OF DUTIES :

Provides speech therapy services to children and families in a variety of natural environment settings including but not exclusive to homes and childcare settings.

Demonstrates competency in the conducting both formal and informal assessment tools for children from birth through age 4 for program eligibility, ongoing progress monitoring, and exit testing for transition at age 3.

Plans and provides for appropriate communication and learning experiences for children and families based on needs and concerns identified on the Individualized Family Service Plan (IFSP).

Participates in the development of initial FSP and ongoing IFSP reviews developing fand monitoring functional IFSP outcomes for children and families in collaboration with families and the IFSP team

Serves as an ITP service coordinator conducting 6-month and annual reviews, helping the family access program resources and other community resources based on identified needs, and facilitating transition activities.

Communicates and interacts with children, parents, staff, and community representatives.

Maintains appropriate records and follows required procedures and practices in compliance with COMAR, IDEA, and Baltimore County ITP policies and procedures.

Collaborates with childcare teachers and other members of the child's early intervention team from the school system and from other public and private partners.

Complies with ITP requirements to document child and family progress and completes appropriate documentation for Medical Assistance billing for service coordination and statewide database.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS :
Education, Training and Experience :
Possession of a master's degree in the field of Speech-Language Pathology.

License and Certificate Requirements:
Possession of a Speech-Language Pathology License from the Maryland Department of Health and Mental Hygiene (DHMH) required.

American Speech-Language-Hearing Association (ASHA) Certificate of Clinical Competence (CCC) preferred.

Knowledge, Skills, and Abilities :
Knowledge of the principles and practices of speech-language pathology.
Knowledge of principles and practices of special education.
Knowledge of assistive technology.
Strong human relations skills and the ability to establish and maintain effective working relationships.
Strong oral and written communications skills.
Strong organization skills.
Skill in the use of word processing, database, spreadsheet, and email software packages.
Ability to appropriately maintain confidential information.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally performed in school, community setting, and office environments. Work includes the operation of office equipment, including personal computers, assistive technology, and occasional limited physical activities. Requires independent travel to school, community settings, and offices throughout the county.

CONDITIONS OF EMPLOYMENT :
Requires attendance at after-school and evening meetings and events.
Persons in this position classification will be required to apply for a National Provider Identifier (NPI) number with the National Plan & Provider Enumeration System (NPPES) and enroll as a Maryland Medicaid Provider through the Maryland Department of Health's Provider Revalidation and Enrollment Portal (ePREP).

Pre-Employment Requirements :
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $106.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
