The purpose of this job is to process payroll information/documentation, generate paychecks, and maintain payroll records, to include processing court-ordered garnishments, child support, and insurance/all deductions. Set up/Payment of Non-faculty/faculty coaches. Develop Payroll Calendars. Audit HR/Payroll entries. Calculate/monitor Sick Leave Bank awards. Create/merge online files with IFAS. Provide back up for payroll supervisor and department, including run/complete Payroll and TCRS.

Responsibilities

  • Resolves accounting discrepancies and irregularities.
  • Analyzes payroll related documents including but not limited spreadsheets, documents, tables, forms, Federal, State and local payroll reports, gross pay details, retirement reports, payroll registers, labor distribution reports, payroll schedules, worksheets overrides, payroll checks, payment vouchers, budget reports, tax form reports, edit reports and audit reports. Identifies unusual data errors. Initiates appropriate action to prevent errors. Makes recommendations to improve efficiency and develops procedures to prevent errors in reporting.
  • Maintain detail analysis of Concord, Great West accounts, Penserve accounts, child support, student loans and garnishments.
  • Solve issues with employee questions of leave of absences
  • Prepare reconcile and pay Empower Retirement report.
  • Prepares reconciliations for all Payroll balance sheet accounts.
  • Prepare, reconcile and pay TCRS report.
  • Back up Payroll Supervisor in analysis, and maintaining history and accumulator record totals to ensure 941 information is balances and correct.
  • Assist or prepare reconciliations for select payroll balance sheet accounts.
  • Acts in a professional, respectful, and welcoming manner at all times.
  • Creates a customer-focused climate and provides quality services and support to school and other stakeholders.
  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
  • Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures.
  • Performs a variety of general accounting/bookkeeping functions, such as calculating data, keying financial data, balancing/reconciling spreadsheets/reports, researching financial discrepancies, correcting data errors, maintaining financial records, generating reports, or submitting mandatory reports.
  • Performs customer service functions for employees, managers, or other individuals; answers telephone calls and greets visitors; provides information and assistance regarding payroll information, procedures, forms, timetables, or other issues; responds to routine questions/complaints, researches problems, and initiates problem resolution.
  • Reviews status forms, extended contract sheets, personnel action forms, benefit forms, tax forms, earned income forms, garnishment orders, or other documents to process pay changes, retroactive pay, deduction changes, new employees, terminations, or other actions; sets up new employee records; calculates salary adjustments, retroactive pay, leave pay, final pay for terminations, taxes for manual checks, and other pay data.
  • Processes payroll deductions for employee medical/life insurances, tax shelter annuities, court-ordered garnishments, student loan garnishments, wage earners, union dues, federal tax levies, credit unions, or other deductions; researches/corrects errors or problems involving deductions.
  • Coordinates activities involving garnishments, child support, and other court-ordered payroll deductions; accepts garnishments served by court officers; converses with courts, attorneys, and employees regarding deductions; calculates amount of deductions and ensures adequate earnings to cover deductions; monitors status/amounts of deductions for compliance with terms of court orders; forwards payments to court; notifies court of employee status changes impacting payments; prepares/submits required reports or documentation.
  • Performs data entry; keys changes, exceptions, or other payroll data into computer system; verifies accuracy of entered data and makes corrections; reconciles entered payroll data with payroll edit reports; generates final edit reports.
  • Calculates taxes after calculation of tax-sheltered annuities, retirement, and exempt employee variables from final payroll edit reports; enters tax figures and notifies federal government to make deduction from checking account.
  • Calculates fund analysis from final payroll edit reports; separates payment categories, divides into payment and deposit funds, and enters into payroll edit spreadsheet; compiles payroll for payment and enters deductions by fund paying current payroll; distributes payment vouchers for payment to banks, courts, credit unions, and other entities receiving deductions from employee's paychecks.
  • Voids erroneous paychecks and issues manual checks when necessary; initiates stop payments on paychecks and forwards to bank when needed; processes necessary documentation and computer data entry to record manual check data.
  • Prepares various payroll-related reports, such as payroll registers, labor distribution reports, gross pay detail reports, payroll registration reports, deduction registers, or other reports; ensures accuracy of reports; submits reports to appropriate personnel.
  • Processes various documentation related to payroll activities; generates timesheet forms for each pay period and distributes to departments for reporting of time; generates W-2 forms as needed; prepares payroll schedules and distributes to appropriate personnel at schools/departments; distributes information regarding payroll activities or procedural changes to employees; distributes copies of employee-related correspondence to sites and to personnel department.
  • Conducts research to gather or retrieve various information.
  • Communicates with supervisor, employees, other departments, school officials, court officials, attorneys, state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Communicates through the proper channels to keep supervisor and other appropriate personnel informed of impending problems or events of unusual nature.
  • Follows established procedures for ensuring assigned areas are safe.
  • Works collaboratively with school staff, students, parents, and other stakeholders.
  • Attends work and arrives to work on time.
  • Maintains confidentiality.
  • Adheres to the Teacher Code of Ethics as defined by Tennessee Law.
  • Complies with accounting and financial policies and procedures involving the handling of money and property, as well as our Board policies.
  • Receives various forms, reports, correspondence, lists, schedules, time sheets, absence confirmations, edit reports, stipend forms, status forms, employee status reports, audit reports, attendance forms, personnel action forms, benefit forms, tax forms, direct deposit forms, earned income credit forms, garnishments, court orders, payroll reports, tax reports, invoices, billing statements, policies, procedures, accounting principles, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Prepares or completes various forms, reports, correspondence, lists, fund analyses, payroll schedules, absence sheets, worksheet overrides, payroll checks, payroll reports, payment vouchers, budget reports, tax forms/reports, tables, spreadsheets, or other documents.
  • Receives and sorts timesheets; completes checklist to verify receipt of all timesheets; follows up on missing timesheets as needed; reviews time sheets for accuracy, proper account, supervisor signature, hourly wages, total amount paid, correct time period, or other data; researches situations involving excessive hours, supplemental pay, sick leave, on-the-job injuries, or leave of absence; ensures availability of adequate sick time or leave time, and monitors low balances; researches discrepancies or missing information.
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, payroll, financial, email, Internet, or other software programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner; coordinates service/repair activities as needed.
  • Assists in monitoring department's inventory of forms, supplies, or equipment; initiates requests for new/replacement items.
  • Maintains file system of department files/records, including timesheets, payroll documents, reports, and related documentation; prepares and sets up files; reviews, sorts and organizes documents to be filed; files documents in designated order; retrieves/replaces files; stores/disposes of obsolete records per records retention guidelines.
  • May operate a motor vehicle to deliver or pick up payroll reports/documentation or conduct other work activities.
  • Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
  • Provides assistance to other employees or departments as needed.
  • Performs other duties as assigned.

Qualifications

Knowledge/Education/Experience:

Associate's Degree with coursework emphasis in accounting, bookkeeping, and personal computer operations preferred; supplemented by five(5) years previous experience and/or training that includes accounting, bookkeeping, payroll administration, office administration, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. May require a valid driver's license.

  • Ability to analyze payroll processes and workflow and recommend changes to improve efficiency of the department.
  • Ability to work in a fast paced, high pressure environment.

  • Ability to explain policies and procedures regarding payroll.
  • Ability to identify errors and take the appropriate steps to correct.
  • Ability to perform addition, subtraction, multiplication, and division. Ability to calculate decimals and percentages.

Compensation:
Salary is based on a combination of relevant education and experience.
