General Statement of Duties

Manages a branch library or serves as Assistant Manager of an area library or manages an administrative support function in support of Countywide library operations, programming and services (e.g. collection management, materials management, community relations, youth services, etc.); under limited supervision, provides leadership, overall administration and technical expertise for assignment; performs related duties as required.
Essential Duties
Henrico County Public Libraries seeks an experienced and highly-motivated Librarian to serve as Library Manager I/Assistant Manager at the Twin Hickory Area Library. This posting may be used to fill additional Library Manager I positions at other library locations.
Requirements include: extensive knowledge of the principles and practices of library and information science; knowledge of and ability to apply management and supervisory principles and techniques; ability to lead to inspire superior performance from staff; ability to plan and creatively problem solve; considerable knowledge of budgeting and financial recordkeeping; ability to maintain courteous and effective relations with employees and the general public; excellent oral and written communication and interpersonal skills; ability to interpret and explain library services, policies, and procedures; outstanding customer service skills.
Performs professional managerial duties; serving as Library Manager at a branch library, and is responsible for all functions necessary for smooth and successful operation of the building including thorough knowledge of library collections and Technology, and HCPL policies and procedures; works on public services desks; routinely resolves complex and sensitive issues independently and serves as a resource to other library staff; analyzes data and service and facility needs, and sets short and long term goals; demonstrates leadership and strategic vision at assigned location(s); works with system wide managers and supervisors to deploy and manage all available resources to efficiently and effectively support the department's overall operational needs; manages building, equipment, and maintenance requests; works independently with minimal oversight from supervisor and provides guidance and direction to other Library staff; trains, coaches, mentors and directs the work of others; conducts effective hiring processes, performance appraisals, and disciplinary actions; applies County Rules and Regulations, and consults with County Human Resources staff as needed; refers concerns to Area Library Manager/Library Administration as appropriate and maintains current knowledge of best practices and guidelines; communicates and advocates assigned location(s) IT infrastructure (hardware, software, equipment, systems, etc.) needs to the Department's IT Manager to ensure appropriate prioritization of needs; requires excellent political astuteness to appropriately represent the Library and County in internal and external interactions, communicating directly with the public, library staff, administrators, Friends of the Library, and county employees from a variety of agencies; may serve on HCPL Leadership Team; performs related duties as required.
Minimum Qualifications
Master of Library Science and four (4) years of relevant library work experience, with two (2) years of relevant supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Additional Information
Night and weekend work, including occasional Sundays, is required for this position.

Possession of a Librarian's Certification from the Virginia Board for the Certification of Librarians.
