Under the direction of the Executive Director for Early Childhood Education, the Program Officer for Early Childhood Education is responsible for the coordination, long-range planning and managing the day-to-day operations of the program. The Early Childhood Program Officers are responsible for the supervision and rating of the Education Delivery Managers, Grants Managers, Health Services Manager, Family Services Manager, Early Head Start Delivery Manager, and other centrally assigned staff as needed.

Support Administrator Level 2 (starting at $107,886 annually)

Qualifications

- A Master?s Degree in Early Childhood Education, or related field, and an Early Childhood Supervisor or Principals certificate is required.

-At least 7 years of experience in supervision of staff and management of a program is required.

- Knowledge of Pennsylvania preschool programs and Federal Head Start standards and regulations required.

- Must have excellent leadership, interpersonal, organizational, written and verbal communication skills.

- Must also have the ability to cultivate relationships, work independently and collaboratively as a team player, under pressure with multiple competing deadlines, and with culturally, educationally, and racially diverse internal and external customers.

- Experience with data collection & analysis preferred.

Essential Job Functions

1. Supervise all district programs for Early Childhood Education Program children.

2. Oversee the implementation of the program in accordance with all federal and state regulations.

3. Manage day-to-day operations of the program.

4. Provide leadership in the development of the district early childhood programming and budget.

5. Provide guidance, support, and direction to building administrators on personnel actions of employees.

6. Organize the federal self-assessment and community needs assessment to be used for long-range planning.

7. Organize and support district, state, and federal audits and reviews.

8. Ensure that all required documentation for the district, state and federal grants are accurate and submitted within the established deadlines.

9. Assist with proposal and grant writing.

10. Provide professional learning opportunities to all staff in the program.

11. Collaborate, participate in, and support all early childhood education related initiatives.

12. Research and remain abreast with new knowledgeable about the developments and trends in early childhood education.

13. Exercise a high-degree of confidentiality, professionalism, poise, tact, and diplomacy to accomplish objectives while attending meetings and trainings.

14. Maintain confidentiality surrounding child records and sensitive parent information.

15. Monitor student/family data collection for grantee compliance.

16. Support student enrollment to comply with grantee requirements.

17. Assure all program staff adhere to District and program policies using progressive discipline as needed (ex. warning letters, critical incidents, attendance improvement plans, etc.).

18. Hire, train, and evaluate staff, according to Pennsylvania Department of Education, Head Start, State Office of Child Development and Early Learning (OCDEL), and District policies.

19. Manage the interviewing and staffing process.

20. Supervise and rate the Education Delivery Managers, Grants Managers, Health Services Manager, Family Services Manager, Early Head Start Delivery Manager, and other centrally assigned staff as needed.

21. Participate in departmental, team, and individual planning and goal-setting.

22. Communicate effectively with supervisors, peers, or others by providing timely information by telephone, e-mail, or in person.

23. Establish and maintain interpersonal relationships by developing constructive and cooperative working relationships with others, and maintaining them over time.

24. Resolve conflicts and negotiate with others by handling complaints, settling disputes, and resolving grievances and conflicts, or otherwise negotiating with others.

25. Plan and attend monthly Policy Council meetings.

26. Develop and maintaining a cohesive working relationship with Policy Council parents, staff, and principals.

27. Monitor the implementation of the Early Childhood Program curriculum, assessments, & screenings.

28. Plan and support the Early Childhood Education summer programs.

29. Facilitate and support transition into and out of the Early Childhood Program.

30. Perform other duties and tasks as requested by the Early Childhood Education Program Executive Director.

Physical Demands:
This position is primarily sedentary in nature. Employee will be required to utilize a computer and other appropriate technology. This position requires minimum physical effort and not subjected to Occupational Health and Safety risks.
