Job Title: Evaluation Specialist

Location: TAC - Teacher Administration Center, 3215 Cuming Street, Omaha NE

Reports To: Executive Director of Research

Work Schedule/FLSA Status: 12-month / Salaried exempt

Salary Schedule: This is a non-negotiated position. Compensation and benefits will be administered consistent with District policy. Salary grade Specialist 4 92D.

Position Purpose: The Evaluation Specialist primarily analyzes educational and employee programs, strategies, and grants using a variety of research methodologies. Evaluation of district initiatives requires using existing sources of student, staff, community data, and also collecting new data sources. Data is analyzed, interpreted, and reported to assist in district decision making. The Evaluation Specialist also assists with evaluating research and data requests that come through the district and supports a variety of strategic initiatives through quantitative and qualitative analysis, interpretation, and reporting.

Essential Performance Responsibilities:
  • Design data collection methods and analyze educational programs and strategies based on the data.
  • Consult with staff and school personnel on program evaluation design.
  • Identify and understand problems through forecasting, gap analysis, quantitative reporting, research and statistical analysis.
  • Review research literature to inform evaluative efforts, and district policy and practice.
  • Develop survey questions either collaboratively with the end user of the data or in isolation.
  • Leverage experience and education in data collection methods and psychometrics.
  • Analyze results of evaluation data, using descriptive and inferential statistics.
  • Analyze student assessment results and interpret findings.
  • Create presentations and reports including tables, charts and graphs summarizing evaluation or assessment results.
  • Simplify findings and present and explain research conclusions to multiple stakeholders.
  • Write evaluation components for grant submission.
  • Review and evaluate requests for data and research methodologies from Omaha Public Schools staff and external agencies.
  • Document project business rules for replication by future users.
  • Accurate tabulation of data.


Additional Duties:
Perform other related tasks as assigned by supervisor and other central office administrators as designated by the Superintendent.

Equipment: This position may require the ability to use basic office equipment such as computers, copiers, and scanners. Must always comply with Omaha Public School's guidelines for equipment use.

Travel: Limited travel may be required.

  • Must be able to respond rapidly in emergency situations.
  • Must have organization, time management, communication, and interpersonal skills.
  • Work in school building and central office environments.

  • In order for schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received approved leave.
  • Any deviation from assigned hours must have prior approval from the employee's supervisor or building administrator.
  • All employees are required to report to work dressed in a manner that reflects a positive image of Omaha Public Schools and is appropriate for their position.


Knowledge, Skills, and Abilities:
  • Bachelor's degree in mathematics, research, data analytics, applied or industrial/organizational psychology required.
  • Advanced degree in mathematics, research, data analytics, applied or industrial/organizational psychology preferred.
  • Advanced course work or work experience in research design, statistical operations (e.g., inferential, multilevel modeling, multivariate statistics), and data analysis techniques preferred.
  • Two or more years of related experience preferred.
  • Experience querying relational databases preferred (e.g., Microsoft SQL Server).
  • Experience developing surveys required with experience staging surveys in Qualtrics or similar software preferred.
  • Experience using analytic and statistical software required (e.g., SPSS, SAS, R, M+).
  • Experience with data visualization software preferred (e.g., Tableau, Power BI).
  • Highly skilled using the Microsoft Office suite, especially Excel and Access.
  • Ability to design program evaluations and conduct these evaluations as assigned.
  • Ability to extract and analyze information from the district's systems.
  • Ability to interpret the results of an evaluation and suggest improvements.
  • Ability to prepare reports and present evaluation results to multiple audiences.
  • Ability to work effectively with members of staff, students, parents and the community.
  • Ability to communicate both orally and in writing at a high level.
  • Ability to work with limited supervision and short deadlines.
  • Ability to build positive relationships.
  • Demonstrated strong standards of professional ethics.
  • Positive mental attitude hallmarked by flexibility and adaptation.
  • High degree of conscientiousness.


Terms of Employment

This position is treated as a full-time exempt classified position. The terms of your employment will be governed by applicable state laws regulating employment in a Nebraska public schools and Board of Education policies, as those laws and policies may change from time to time. If your position is represented by a collective bargaining representative, then your employment will also be governed by a negotiated agreement between Omaha Public Schools and that collective bargaining representative.

  • Obtaining and providing verification of all licenses, certificates, and other requirements for the position (e.g., Paraprofessionals obtaining "Highly Qualified status," etc.), as identified and maintaining all licenses, certificates, and requirements for your position throughout employment.

  • Verification of U.S. citizenship or legal authorization to work in the United States.
  • Successful completion of a pre-employment drug test (if required for position offered).
  • Successful completion of a tuberculosis skin test (if required for position offered).
