SUMMARY

Under general supervision, provides senior-level technical support for the operations of the MPS radio station KBEM; acts as primary source of technical information and problem-solving for broadcast engineering and radio operations issues, and assures compliance with FCC regulations.

Essential duties and responsibilities may include, but are not limited to, the following:

• Operates and maintains broadcast engineering and radio operations equipment for the MPS radio station KBEM; monitors operations, and resolves technical engineering issues; KBEM radio station is licensed by the Federal Communications Commission (FCC).
• Assures that KBEM complies with MPS policies and procedures, state and Federal government rules and regulations for public telecommunications, and FCC regulations in Title 47 - Code of Federal Regulations.
• Works independently, and makes appropriate decisions based on experience ; p erforms work within scope of authority and training.
• Maintains broadcast engineering and radio operations equipment and assures proper operation of control rooms, broadcast studios and broadcast classrooms.
• Maintains and operates radio transmitters, and KBEM web streaming on internet.
• Designs and implements studio and transmitter equipment and infrastructure revisions; consults with MPS staff to define needs, technical requirements and cost-effectiveness of revisions.
• Maintains KBEM operational logs and records of operational parameters; maintains Public Information File required by Code of Federal Regulations (47 C.F.R. •• 73.3527)
• Provides technical support for sound and lighting functions at MPS facilities.
• Coordinates broadcast engineering and radio operations technical issues between MPS and contracted telecommunications services providers; oversees automation programming.
• Teaches programming skills and technical and legal operation of the radio station to staff and students.
• Assists with the maintenance and repair of cable TV systems as needed.
• Provides technical support of District satellite receiver sites and equipment; schedules and programs satellite equipment for down-linking programs; monitors and maintains quality of satellite feeds.
• Provides technical support for the operation of cable headend master facility for receiving, processing and distributing broadcast signals.
• May produce and present on-air programming.
• Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
• Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
• Maintains absolute confidentiality of work-related issues, records and MPS information.
• Other duties or tasks may be assigned on an as-needed basis
• At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Associate's Degree in Broadcast Technology, Electronics, Computer Science, or a related field; AND four (4) years of experience as a broadcast and sound engineering technician and radio operator; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:

• FCC guidelines, rules, and regulations governing telecommunications operations.
• Principles of broadcast engineering and radio operations.
• Current legislative, political, and economic trends in broadcast engineering and radio operations.
• Local community resources and regional community services programs.
• Methods and techniques used in the maintenance and repair of broadcast engineering and radio operations equipment.
• Federal and state safety rules and regulations, including OSHA requirements.

Skill in:

• Maintaining, repairing, testing and troubleshooting electrical, electronic, and mechanical systems and equipment.
• Managing digital audio programming and radio automation systems.
• Evaluating technical issues and effectively prioritizing multiple tasks, projects and demands.
• Using standard techniques, tools and equipment for repairing communications equipment.
• Teaching, mentoring and supervising high school students.
• Establishing and maintaining effective working relationships with co-workers and clients.
• Promoting and enforcing safe work practices.
• Using initiative and independent judgment within established procedural guidelines.
• Operating a personal computer utilizing standard office software.
• Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS

A valid Minnesota State Driver's License may be required.

FCC General Class Radiotelephone Operator license is required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a radio station and standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage. Requires vision capacity to perform fine calibrations and differentiate between colored wires.
