The Assistant Administrator, Special Education provides specialized system leadership through comprehensive planning, coordination and implementation of special education services within the school system, in compliance with state and federal rules and regulations, and in cooperation with the total instructional program. The position must communicate effectively with a wide variety of groups including students, teachers, administrators, counselors, central office staff, governmental agencies and institutions of higher education. This position has frequent contact with community representatives, school district staff, owners and employees of area businesses, members of community organizations, groups, and the public in general.

  • Implement the policies established by IDEA federal/state law, State Board of Education rule, and local board policy in the areas of eligibility, related services, and overall compliancy for the special education department.
  • Collaborates with Special Education Manager to ensure the implementation of new laws, rules, and regulations to students, parents, and staff; Coordinates the implementation of State and Federal legislation related to special education compliancy;
  • Direct supervision and evaluation of special education support staff working in the areas of compliancy, enrollment, records, related services, and psychology.
  • Monitors, evaluates & maintains procedures for referral, securing medical reports, psychological examination, and placement
  • Monitors and maintains the development and maintenance of individual records of all children receiving special services or enrolled in special classes.
  • Establish cooperative working relationship among school administration and academic support departments as necessary to establish successful special education student learning outcomes. Maintains database programs related to tracking and accountability of provision of services to students served in special education up to date by developing relationships with program vendors,
  • Collaborates with Special Education Manager to Coordinates FTE and Student Record Reporting State Reporting and Special Education State Reporting
  • Assist in identifying effective staff development and training activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and support staff for special education department in coordination with the special education training liaison.
  • Coordinate closely with Associate Director of Special Education Academics to ensure a holistic and effective program of support services are provided for special education students. Work closely with RtI Coordinator to support the provision of services to students in a timely, efficient and effective manner.
  • Provides leadership and system representation in matters relating to due process procedural safeguards.
  • Facilitates communication and mediation with parents and advocates regarding the delivery of special education services.
  • Consult with parents of students enrolled in the program
  • Perform any other duties as specified

Supervisory Responsibilities: Carries out supervisory responsibilities of special education teachers and staff in accordance with the organization's policies and applicable laws. Directly supervises 3 - 7 staff/teachers which oversees 90+ staff/teachers. This is subject to change as the school changes. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Chairs or participates in staffing which may result in IEP recommendations requiring additional financial commitments from the school system or which may have legal ramifications.
  • Represents the school system in dealing with outside agencies and organizations concerned with special education.
  • Develops and coordinates development of various data reports requested by both State and Federal agencies.
  • Coordinates professional learning sessions for general and special education personnel.
  • Coordinates compliancy process for special education services.
  • Works with testing directors at each school to ensure that all special education students receive the appropriate testing materials and accommodations.
  • Participates in professional organizations, workshops and staff development activities and applies what is learned to the job
  • Demonstrates initiative and assumes responsibility for all aspects of job; performs routine duties and tasks with little or no direct supervision.
  • Keeps abreast of changes in rules and regulations of the Georgia Board of Education and state and federal laws concerning area of responsibility.
  • Makes budget recommendations for personnel and operational resources; contracted services etc.
  • Maintains confidentiality of sensitive information and material; adheres to the chain of command.
  • Serves on Departmental leadership team and collaborates with Department Directors and teachers to focus on school improvement goals.

Minimum Required Qualifications:
  • Bachelor's Degree in Education or a field related to the position AND
  • Five (5) years of successful teaching and leadership experience OR
  • Equivalent combination of education and experience.

Residency Requirement: Must be an Ohio resident

OTHER REQUIRED QUALIFICATIONS:
  • Knowledge of special education law.
  • Knowledge of school scheduling
  • General knowledge of computers, computer commands, peripherals, and various operating systems.
  • Ability to work with a high degree of accuracy.
  • Knowledge of Special Education State Reporting, FTE Reporting and special education compliancy rules/laws
  • Ability to communicate well with school personnel, parents, students and cabinet office staff while complying with the confidentiality requirements in local, state, and federal policies. (Oral and written communication skills)
  • Ability to work productively under pressures of time and volume.
  • Ability to meet schedules and time lines.
  • Ability to lead teams of teachers to meet school improvement initiatives and goals.
  • Must be self-directed, goal oriented, well organized, and skilled in time management.
  • Must be willing to be a member of a team to help to meet the needs of students.
  • Must possess strong written and oral communication skills.
  • Must have the ability to select, administer, and interpret a variety of testing materials.
  • Should display a professional attitude in working with school personnel with parents.
  • Must be able to manage large volumes of paperwork and maintain adequate records
  • Must have experience working with data from various types of student assessments. Must have experience working with large data sets including data analysis, interpretation, and display; possess strong communication, organizational, analytical, and written skills; demonstrate initiative and the ability to handle multiple tasks simultaneously; ability to interact positively with teachers, administrators, and support staff; and possess knowledge of the school improvement process
  • Microsoft Office (Outlook, Word, Excel, School Information Systems, PowerPoint, Project, Visio, etc.); Web proficiency.
  • Ability to travel 25% of the time
  • Ability to pass required background check
