POSITION TITLE: Labor Relations Specialist

JOB DESCRIPTION:

Arlington Public Schools (APS) requires all employees to be fully vaccinated against COVID-19 unless a medical or religious exemption is approved. Being fully vaccinated means that an individual is at least two weeks past their final dose of an authorized COVID-19 vaccine regimen (i.e. Pfizer, Moderna, and/or Johnson and Johnson). As a condition of employment, newly hired employees will be required to provide proof of their COVID-19 vaccination.

Human Resources announces an opening for the position of Labor Relations Specialist. This is a full-time, Grade E-13 position located in the Department of Human Resources.

GENERAL STATEMENT OF DUTIES
The Labor Relations Specialists performs a broad range of labor relations activities related to collective bargaining, contract administration, compliance, and employee appeals and grievances. Participates in the formal negotiations process with professional associations and supports the administration of provisions within the negotiated agreements to maintain fair and positive relations with various labor unions while ensuring compliance with relevant local, state, and federal regulations.
SUPERVISION
The Labor Relations Specialist reports directly to the Director of Labor Relations. The employee plans and performs the work independently in consultation with the supervisor.
DISTINGUISHING CHARACTERISTICS
This is a single position in which the incumbent must be a competent and productive professional contributor with experience in providing high quality employee and labor relations program, supports and services. The scope of the work involves coordination and collaboration to assist with implementation and maintaining the district's negotiations, labor relations and contract management, including processing grievances.
GUIDELINES
Guidelines include, but are not limited to, federal, local, and state laws governing collective bargaining, labor agreements; APS employment regulations, programs, processes and procedures such as Title VII provisions, US EEOC and Virginia Commission on Human Rights (VCHR) procedures, privacy requirements as they relate to personal data, and generally-accepted merit system principles; Arlington School Board Policies (SBPs) and priorities, APS policies and policy implementation procedures (PIPs) PIP G-2.13 (Grievance Procedures); the APS Strategic Plan; issues/approaches/initiatives pertinent to the workplace; and general references. Some guidelines require strict adherence, some leave gaps and others allow for (or require) discretion and initiative. Incumbent uses mature judgment in selecting and applying guidelines or adapting, adjusting or developing them.

Contacts include but not limited to professional assocaitons, labor and collective barganining unions and officers, APS employees and supervisors, general and external council, Additionally, the incumbent will interact with staff to ensure the implementation and adherence to policies, master agreements, settlements, etc.

RESPONSIBILITIES:

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed; mix of duties may vary by position and grade level.)
Provides support on a range of labor relations and negotiations processes, including bargaining, contract administration, grievances and appeals, to ensure compliance with local, state and federal regulations.
Serves as a member of management collective bargaining negotiations team and assists the Chief Negotiator in representing the district's interests.
Process grievances in a timely manner in accordance with the applicable regulations and guidelines for purposes of resolution. Maintains current records of the grievance outcomes to serve as a reference in future matters.
Assists in advising managers regarding interpretation of negotiated contracts and evaluation of staff to ensure compliance with practices and regulations.
Participates in interpreting contract language, state code, and employment regulation to help determine the impact of legislation as it applies to employment and collective bargaining in public K-12 education.
Direct interactions with union officials and members for contract implementation and administration.
Collaborates on the analysis of pending legislation and preparation of recommended revisions to district policy.
Supports preparation of materials and development of training on collective bargaining agreements.
Monitors personnel policies to ensure negotiated collective bargaining agreements are in appropriate compliance.

EXPERIENCE:

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge regarding employee and labor relations, the National Labor Relations Board (NLRB), Department of Labor (DOL) standards, Virginia General Assembly legislation and state and federal employment laws. Knowledge of principles and best practices of employee and labor relations, collective bargaining, and employment laws. Knowledge of school district organization and organizational relationships. Knowledge of mediation and other dispute resolution system and techniques. Skilled in processing grievances. Skilled in oral and written communication. Skilled in negotiation techniques. Ability to analyze processes and challenges, identify opportunities for improvement, recommend and implement approved changes. Ability to establish and maintain collaborative working relationships. Ability to communicate effectively. Ability to handle confidential and sensitive matters.

QUALIFICATIONS:

REQUIRED EDUCATION, TRAINING, AND EXPERIENCE
REQUIREMENTS
Bachelor's degree in human resources management, conflict and alternative dispute resolution, public administration, labor law, organization development, or another related field is required. A Master's degree in one of the above-identified fields, or a Juris Doctorate (J.D.) degree is preferred.
Three (3) to four (4) years of experience negotiating, implementing, interpreting collective bargaining agreements, resolving grievances and employment/labor issues. Experience in K-12 public education is preferred.
Any other combination of education, training and experience which demonstrates the candidate is likely to possesses the skill, knowledge, ability and trait characteristics essential for this classification may be considered.

PHYSICAL ATTRIBUTES
Work is predominantly sedentary and involves light physical effort, but may include some work in awkward positions (as in positioning self to access work objects). Ability to function indoors in an office environment engaged in primarily sedentary activities working on a computer that requires constant repetitive motion; ability to sit for extended periods of time; ability to inspect vehicles and premises that will require some bending, standing, stooping, and walking, and light lifting above the waist from time to time to retrieve files, and ability to use near vision to read computer screen and printed materials.

Salary range of $91,488.94 to $122,953.48 (salary based on the 2022-2023 pay plan)
