POSITION SUMMARY:
Under the direction of the Director of Community Schools, the Financial Analyst performs responsible duties in the planning and preparation of the annual Community Schools budgets, monitoring the day-to-day financial operations of the grants, analysis and control of the expenditure budget, and ensures fiscal controls and accountability.

Salary Range: $56,872 - $110,327

Detailed Description

DUTIES &RESPONSIBILITIES:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Gathers preliminary budgetary data, tabulates expenditures and unit cost information, and provides related services directed toward the compilation and evaluation of the division's preliminary budgetary request;
  • Keeps the Director of Community Schools informed of all financial/budgetary issues pertaining to the grant program;
  • Assists schools using grant funds with the budget/accounting process relative to utilizing their appropriations; develops and maintains individual spreadsheets for schools; develops and maintains an effective computerized tracking and monitoring system for expenditures; and participates in gathering data for both internal and external audits;
  • Assists in preparation of the grant applications, budgets and reports analysis, and reconciles reports generated by departments within the system for accuracy and follow-ups, as needed;
  • Writes and/or edits narrative reports describing Community Schools program expansion, reduction, deletion or other program modifications based upon suggested program modifications;
  • Works with the Grants Financial Management Office in the development of improved accounting/budgetary control systems related to adopted budgets;
  • Provides technical assistance for consistency and accuracy in grant fiscal policies, procedures and requirements; and
  • Performs other duties as assigned.

    QUALIFICATIONS:The requirements listed below are representative of the knowledge, skills, and/or abilities required.
  • Strong analytical skills, demonstrating logical thinking by gathering data and looking at different sources in various possible ways;
  • Possess working knowledge of office procedures, policies, practices and equipment;
  • Considerable knowledge of the functions, organization, governing laws and regulations;
  • Must possess strong verbal and written communication skills;
  • Ability to establish and maintain effective working relationships with program leadership, program employees and other staff,
  • Must possess strong computer skills, including Microsoft Office (Word, Excel and PowerPoint); and
  • Considerable knowledge of the research and statistical principles, methods, procedures applicable to governmental budgeting and accounting.


  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

    Bachelor's degree from an accredited college or university in accounting, public administration, business administration or related field required. A minimum of three (3) years of responsible experience in business and/or public administration required.

    CERTIFICATION REQUIREMENTS:

    None required.

    SUPERVISORY RESPONSIBILITIES:

    No direct supervisory responsibilities.
