General Statement of Duties

The School Quality Specialist is an instructional leader who fosters development and growth of professional learning communities and supports continuous and sustainable school improvement. In collaboration with principals, school leadership, and district personnel the School Quality Specialist supports the district's goals to improve and enhance teaching and learning in all schools.

Essential Duties

I. School Quality Processes

- Assists in planning, organizing and monitoring the School Quality Planning Process
- Assists in the development and monitoring of School Quality Plans utilizing the Virginia continuous improvement planning process
- Ensures that school improvement plans are focused on the needs identified through the Comprehensive School Improvement Planning process.
- Assists with the coordination of School Quality meetings and related professional development.
- Coordinates with the Virginia Department of Education for Academic Reviews.
- Works with core content specialists on site-based intervention.
- Possesses a deep understanding on how to analyze data and use it to determine root cause and next steps for reaching a goal.
- Understands ALL schools must participate in School Quality planning that include a clear vision, mission, and core values.
- Supports and evaluates the School Quality instructional coaches.

II. Instructional Knowledge and Leadership

- Possesses knowledge of and the ability to support instructional planning in schools related to the following:
(a) unpacking the standards
(b) essential knowledge
(c) formative/summative assessment

- Collaborates with principals and the Department of Assessment, Research and Evaluation in identifying, analyzing, and assisting schools in applying research findings to promote school improvement.
- Partners with the Department of Teaching, Learning, and Innovation to support identified best practices.

Minimum Qualifications

• At least 5 years of 6-12 teaching experience, elementary preferred.
• Current Master's Degree in Educational Leadership or related field required and an endorsement in administration and supervision required.
• Evidence of leadership in schools experiencing difficulty meeting state accreditation.
• Evidence of coordinating successful school improvement initiatives on a school, district, or state level.
• Evidence of content knowledge and pedagogical skills related to Pre-K-12 instruction, with an emphasis on elementary.
• Understanding of adult learning theory.
• Ability to deliver professional learning to administrators and teachers.

Each of the division’s high schools is fully accredited and hosts an academic specialty center. The specialty centers allow students with clear interests the chance to focus on a preferred area, such as engineering, the arts or world languages. Three middle schools offer the International Baccalaureate Middle Years program and two high schools offer the International Baccalaureate Diploma program.

The division also has cutting-edge programs in career and technical education, at individual schools and at two Advanced Career Education centers. From learning about sustainable seafood in culinary arts classes to applying technology concepts at Richmond Raceway, HCPS’ Department of Career and Technical Education helps students become effective participants in the international economy.
