Position Definition: The Health Services Specialist is responsible for COVID Testing Services, COVID case investigation and reporting, preparing, updating, and disseminating Health and Wellness Protocols or Plan, coordination of network meetings related to health and wellness initiatives, situations or topics and researching, developing or implementing other health and wellness initiatives.

Relationship: The Health Services Specialist is directly responsible to the Assistant to the Executive Director but will serve at the direction of the Director of Human Resources, Director of Transportation Services or Director of Special Programs and Services, as needed.


Education/Experience :
  • Bachelor's Degree or equivalent experience preferred
  • Experience in record keeping a plus.
  • Experience in customer relations a plus.

  • Ability to travel to and from assigned work locations without employer support.
  • Ability to travel in and drive a CLIU #21 vehicle.

  • Speaking and hearing ability sufficient to communicate effectively by phone or in person at normal volumes.
  • Vision adequate to read correspondence, computer screen, forms, etc.

Authority: The Health Services Specialist will have the authority to perform all functions listed below in accordance with established policies and procedures.

Functions/Duties/Responsibilities: To perform this job successfully, an individual must be able to perform each essential function/duty/responsibility at acceptable standards. In accordance with both state and/or federal law, reasonable accommodations will be considered upon employee request.

Essential :
  • Coordinates COVID-19 testing activities between participating K-12 schools, the Department of Health(PADOH), and the PADOH's testing vendor.
  • Educates school administrators and staff about COVID-19 testing, the importance and benefits of regular testing, and testing opportunities for K-12 schools.
  • Supports K-12 school administrators and staff with the day-to-day operational and logistical COVID-19 testing activities, such as testing set-up, tracking, scheduling, and reporting.
  • Provides technical assistance to K-12 school administrators and staff related to COVID-19 testing and COVID-19 prevention and mitigation efforts.
  • Assists K-12 school administrators and staff with vaccine education and health and safety planning.
  • Performs all tasks with consideration of any health inequities or disparities in each school district and work to address those inequities or disparities.
  • Prepares and submits monthly reports as assigned or independently developed to provide awareness.
  • Reports, responds, monitors and tracks to COVID Positive Cases within the CLIU.
  • Collects, tracks and monitors health and wellness records.
  • Prepares, updates, and disseminates Health and Safety Protocols within the CLIU.
  • Researches and develops new initiatives for approval to support health and wellness of student and staff.
  • Prepares Health and Safety Protocol templates for constituent districts.
  • Coordinates of network meetings related to health and wellness topics for the CLIU.
  • Coordinates relationships with healthcare providers to support networking and health and wellness response, education and training.
  • Availability evenings and weekends is required (flex scheduling).

The Carbon Lehigh Intermediate Unit #21 serves as the coordinating agency that brings together diverse school districts, career and technical schools, businesses, and community groups.

It is the job of the CLIU #21 to facilitate inter-district cooperation, provide educational and administrative services to schools, and function as a link between the Pennsylvania Department of Education and local school districts.

• 14 School Districts within Carbon and Lehigh Counties
• 8 Charter Schools
• Approximately 1,200 Employees
