TITLE: Executive Director of Business and Finance

REPORTS TO: Superintendent of Schools

SUPERVISES: Business office staff and other staff as assigned.

TERMS OF EMPLOYMENT: 12-month leadership position. Other terms are set by the Board of Education.

PRIMARY FUNCTION:

This is a highly responsible professional and administrative position involving planning, organizing, conducting, and directing the financial activities of the Board of Education (BOE).

TYPICAL DUTIES AND RESPONSIBILITIES:

  • Designs, implements, and improves the budget development process and financial reporting format.
  • Directs the preparation and submittal of various required state and federal reports.
  • Serves as liaison to Superintendent, Board of Education and senior staff on all matters related to budget and financial issues. Serves as a member of the Superintendent's Cabinet.
  • Investigates cost effective strategies with the goal of maximizing resources.
  • Reviews and approves all district MOUs and contracts.
  • Participates in contract negotiations with collective bargaining units.
  • Directs and coordinates audit process with external independent auditors.
  • Develops and maintains internal control systems to safeguard organization's financial assets.
  • Works in conjunction with Human Resources to develop and maintain proper hiring process that ensures appropriate use of fiscal resources and adjusts to changing needs in student population and external revenue sources.
  • Responsible for oversight of employee attendance tracking, reporting, and controls for district employees
  • Estimates future financial needs. Analyzes proposed plans and explores alternatives if the projected results are fiscally unsatisfactory.
  • Ascertains potential fiscal impact to district of proposed city, state, and federal legislation.
  • Provides oversight for BOE's operational budget. Identifies fiscal impact of priorities and develops general strategies for financial processes and planning.
  • In coordination with program leaders and staff, oversees spending to ensure compliance with the budget and determine whether changes to funding levels are needed for certain programs.
  • With the assistance of legal counsel, evaluates potential legal and financial risks to the district and provides recommendations to the Superintendent and BOE to minimize risks.
  • Continually evaluates software to leverage more robust reporting and controls and to maximize efficiencies.
  • Directs and oversees Business Manager and Business Office staff in the processing of wage and vendor payments, appropriate tracking of expenditures, collection of revenues, and compliance with local, state, federal and private granting agencies, and taxing authorities.
  • Prioritizes and supervises daily, weekly, monthly financial transactions.
  • Develops priorities and general strategies for financial processes and planning.
  • Supervises and participates in the preparation of:
  • Monthly revenue and expenditure reports;
  • Monthly, quarterly, and annual reports;
  • Federal/State reports; and
  • Various analysis reports requested by various Department Heads, Boards, Committees.
  • Provides leadership in the development and oversight of financial policies and procedures.
  • Provides multi-year forecasting for revenues and expenses.
  • Coordinates grant financial reports including timely financial reporting to various agencies.
  • Ensures effective implementation and maximizes capacity of MUNIS financial software system.
  • Analyzes or directs analysis of proposed legislation and programs in terms of short- and long-range impact on the BOE's financial condition.
  • Attends meetings and presents to the Board of Education, the City Council, and the Board of Finance as required by the Superintendent of Schools.
  • Maintains best practices in supply chain management, including the areas of procurement supply management, distribution, and warehouse management, to provide the highest levels of support to all BOE departments.
  • Drafts RFPs on behalf of the district.
  • Oversees and leads procedures for insurance deductions.
  • Performs other tasks as assigned by the Superintendent/Designee.

  • Knowledge and Skills:
    • Excellent leadership presence and skills.
    • Thorough knowledge of applicable laws & policies governing school finance practice & procedures.
    • Thorough knowledge of principles & practices of school accounting & Generally Accepted Accounting Procedures. Considerable knowledge of the operations of school departments from an accounting perspective.
    • Considerable knowledge of the principles and methods of organization, management, and supervision of a large department and considerable ability to lead a large financial department.
    • Considerable knowledge of computers and computer systems. Skill in the use of office automation tools including word-processing, data base, or spreadsheet applications.
    • Special skill in managing a financial software system for all BOE that operates with the MUNIS/Tyler suite of modules.
    • Ability to read, analyze & interpret financial reports & legal documents and to effectively present information to top management, public agencies, Boards, Committees, & Commissions.
    • Considerable ability to define problems, collect data, establish facts, and draw valid conclusions.
    • Knowledge of business & management principles involved in strategic planning, resource allocation, human resource modeling, leadership techniques, & coordination of people & resources.
    • Considerable ability to make financial decision with little or no guidance.
    • Ability to plan, organize, and direct comprehensive financial programs.
    • Ability to accurately deal with accounting, statistics, and financial reporting, to maintain efficient and effective financial systems and procedures, and to prepare and analyze complex financial reports.
    • Ability to accurately account for BOE funds.
    • Considerable ability to deal tactfully and effectively with the public and coworkers and to establish and maintain effective working relationships with BOE Officials, City Officials, state and other public officials, residents, other school systems, departments and agencies, supervisors, subordinates, co-workers, associates, attorneys, and members of the general public.

    REQUIRED QUALIFICATIONS:
    • CT School Business Administrator Certificate 085 or eligibility to become certified
    • Master's Degree (e.g., MBA, MPA) or professional designation(s) (e.g., CPA, CGFM), plus at least five (5) years' experience in School and/or Municipal Government.
    • At least five (5) years of supervisory experience.
    • A strong working knowledge of the day-to-day operations of the MUNIS/Tyler or similar suite of financial modules applicable to a school system and a municipality, preferred.

    PREFERRED QUALIFICATIONS:
    • Certified Public Accountant (CPA) certification, Certified Government Financial Manager (CGFM) or equivalent
    • Demonstrated skill in applying a shared leadership style that seeks to engage, inform, and inspire others to rise through multiple collaborative opportunities.
    • Experience in supervising compliance with federal, state, and local laws, and regulations and policies.
    • Excellent communication, interpersonal, and organizational skills.
    • Grant writing experience.
    • Bilingual (English and Spanish)

    • Criminal background check required prior to employment.

    PERFORMANCE EVALUATION: Annually by the Superintendent of Schools

    SALARY: $145,000-$155,000 negotiable depending on experience
